Reassessing Policy Drift: Social Policy Change In The United States, Daniel Beland, Philip Rocco, Alex Waddan 2016 McGill University

Reassessing Policy Drift: Social Policy Change In The United States, Daniel Beland, Philip Rocco, Alex Waddan

Political Science Faculty Research and Publications

As formulated by Jacob Hacker, the concept of policy drift turned institutional theories of public policy on their heads by suggesting that consequential policy changes often happen in the absence of reform. Especially prevalent in times of political gridlock or stasis, policy drift is a useful concept for capturing how inaction can gradually diminish the effectiveness of social programmes over time. By highlighting cases of difficult-to-see policy inaction, however, Hacker ’s concept sets a high bar for empirical scholarship. In this article, we suggest that analyzing policy drift requires attention to comparative policy outcomes, the implementation of reforms intended to …

Campaigning For Capital: Fair Elections And Foreign Investment In Comparative Perspective, Michael Touchton 2016 Boise State University

Campaigning For Capital: Fair Elections And Foreign Investment In Comparative Perspective, Michael Touchton

Political Science Faculty Publications and Presentations

This paper addresses the question of what explains capital inflows. In so doing, it makes several contributions to the literature on political risk and the determinants of foreign investment. First, I clarify the relationship between capital flows and democracy’s constituent parts in a way that takes arguments beyond aggregate democracy indicators and static political institutional structures. Specifically, I argue that fair elections signal government respect for democracy and the rule of law in a highly visible manner that investors can access. I show how investors use the fairness of elections as a way to assess political risk and to inform …

The Voting Rights Act In 1965 And Today, John W. Johnson 2016 University of Northern Iowa

The Voting Rights Act In 1965 And Today, John W. Johnson

UNIversitas: Journal of Research, Scholarship, and Creative Activity

According to the Department of Justice, the Voting Rights Act of 1965 is the most successful piece of civil rights legislation ever adopted by the Congress of the United States. That’s quite a statement. It is fitting and appropriate, therefore, to commemorate the 50th anniversary of this landmark statute in conjunction with this year’s Constitution Day.

Ten years ago, Professor Donna Hoffman and I were on a voting rights panel to commemorate the 40th anniversary of Voting Rights Act. I do not know how much longer we are going to be able to keep doing this. Sitting between Professor Hoffman …

Nakba Day: The Ephemera Of Martyrdom, Philip Hopper 2016 University of Northern Iowa

Nakba Day: The Ephemera Of Martyrdom, Philip Hopper

UNIversitas: Journal of Research, Scholarship, and Creative Activity

Nakba Commemoration Day for Palestinians is the counterpart of Israel’s Independence Day, which takes place one week earlier. These days respectively mark the forcible expulsions of Palestinians from the nascent state of Israel and the declaration of statehood by Israel. One tribe’s independence is another tribe’s disaster. One person’s freedom fighter is another person’s terrorist. Parallel yet inverted narratives are everywhere in history and the present, from Manifest Destiny to the Ukraine, the Sudan, Northern Ireland and elsewhere today.

Commemorating The Voting Rights Act Of 1965, Michael Blackwell Reverend 2016 University of Northern Iowa

Commemorating The Voting Rights Act Of 1965, Michael Blackwell Reverend

UNIversitas: Journal of Research, Scholarship, and Creative Activity

The Voting Rights Act of 1965 was the pinnacle of the ten-year struggle to liberate African Americans from the shackles of slavery and Jim Crow segregation. Although the 15th Amendment to the U.S. Constitution gave black men the right to vote way back in 1870, coupled with the 19th Amendment that gave women, including black women, the right in 1920, racism still abounded at election offices across the country—particularly, but not exclusively, among the Southern states. American Negroes, if you will, had been struggling for free access to the polls for decades, when major organizations such as the National Association …

The Voting Rights Act In Iowa, Paul Pate 2016 Secretary of State, State of Iowa

The Voting Rights Act In Iowa, Paul Pate

UNIversitas: Journal of Research, Scholarship, and Creative Activity

I put together just some brief statements, then I will give you more personal comments. Let me just start by telling you a little background, too. We got a little history lesson tonight, and it is important to know where we come from. If you do not appreciate the history, it is very hard to map a future for where we are going. While Democrats and Republicans in the South may have voted against the Voting Rights Act 50 years ago, eight of Iowa’s nine federal elected officials helped the measure pass. Iowa has long been at the forefront of …

The Voting Rights Act At Today's Supreme Court, Scott Peters

UNIversitas: Journal of Research, Scholarship, and Creative Activity

Professor Johnson mentioned that the Voting Rights Act is often seen as the most successful piece of civil rights legislation. I would actually go farther than that. I would say if one was to make a list of the top ten most effective pieces of legislation by the U.S. Congress, the 1965 Voting Rights Act would be up near the top. It quickly achieved its desired effect.[1] Within two years after its passage, voter registration levels among African-Americans increased in every state of the old Confederacy, often dramatically. In Mississippi, where fewer than 10 percent of eligible Black …

Governing Countries: A Theory Of Subnational Regime Variation, Kelly McMann, John Gerring, Matthew Maguire, Michael Coppedge, Staffan Lindberg 2016 Case Western Reserve University

Governing Countries: A Theory Of Subnational Regime Variation, Kelly Mcmann, John Gerring, Matthew Maguire, Michael Coppedge, Staffan Lindberg

Faculty Publications, School of Management

Studies of a small number of countries have revealed that both democratic and non-democratic subnational governments can exist within a single country. However, these works have neither demonstrated how common subnational regime variation is nor explained why some countries are more prone to it. This paper does both. Using Varieties of Democracy subnational data for countries of the world from 1900 to 2012, we show that subnational regime variation exists throughout all regions, in both unitary and federal states, and in both the present and past. The paper also demonstrates theoretically and empirically how social heterogeneity and factors undermining the …

Hostage At The Table By George Kohlrieser: A Critical Book Review, Bimal Dahal, Muhammad Ilyas, Erika Krajcovicova, Myriam Marcuello-Lopez, Abdulah Saleh, Shadi Sheikh Saraf

Journal of Interdisciplinary Conflict Science

Being a hostage impedes. One must strive to get out of the hostage mindset and situation to realize peace. This review analyzes George Kohlrieser's approaches from peacebuilding perspective.

George Kohlrieser is a professor of leadership and organizational behavior, psychologist, and veteran hostage negotiator. In his book Hostage at the Table, he contends that conflict resolution is not difficult if we understand how human self-esteem operates. He believes that deep within humans reside slumbering powers that most of us do not even activate. These latent powers can revolutionize our lives if aroused and put into action.

In the following pages, …

The West And The Rest Of Us: Islamic Militancy, Refugee Crisis And The Migration Wave Towards Europe, Simeon Onyemachi Hilary Alozieuwa Ph.D. 2016 Institute for Peace and Conflict Resolution, Abuja

The West And The Rest Of Us: Islamic Militancy, Refugee Crisis And The Migration Wave Towards Europe, Simeon Onyemachi Hilary Alozieuwa Ph.D.

Journal of Interdisciplinary Conflict Science

The recent migration wave to Europe from the Arab world thrusts to the fore for serious discourse, an issue the world has hitherto shied away from: the gradual Islamization of the world beginning with the west. The issue is not the Islamic faith itself. Certain elements of the faithful are imbued with hegemonic-domination tendencies marked by the excessive obsession to obliterate others’ cultures. This paper views the Euro/West-ward movement of the Muslim Arab refugees/migrants as a grand strategy for the Islamization agenda; the smuggled Islamists militias are its foot-soldiers. The West needs to interrogate its overextended human rights regimes.

Demokrasi Dalam Pemilihan Kepala Desa? Studi Kasus Desa Dengan Tipologi Tradisional, Transisional, Dan Modern Di Provinsi Jawa Barat Tahun 2008-2013, Neneng Yani Yuningsih, Valina Singka Subekti

Jurnal Politik

This research was motivated by variety of understandings of political activities in villages. The article argues that village is considered as the embrio for the formation of political society and government in Indonesia, which is also the basis for this democratic nation. This consideration can be seen from the activities of village’s headman elections. Headman election is a political activity that shows how democratic process can take place in village level. Therefore, headman elections cannot be eparated from the dynamic development of the political situation in the village. It is not merely a power struggle within the leadership’s succession in …

Representasi Perempuan Dalam Pemilihan Bupati Dan Wakil Bupati Serentak Di Jawa Tengah Tahun 2015, Sofa Marwah

Jurnal Politik

The reform era has been a space for presenting women in politics. In this case, the political constellation in the head of district elections could not be separated from expectations to increase political participation of women in public offices. In contrast to the Election Law that had set a quota of 30% affirmative policies for women, the Law No. 8 Year 2015 on the election of Governor and Head of Cities and Regent is neutral because it allows women and men to compete openly. In fact, based on the simultaneous head of regency election in 21 regencies/cities in Central Java, …
