Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? Social media play an increasingly important part in the communication strategies of political campaigns by reflecting information about the policy preferences and opinions of political actors and their public followers. In addition, the content of the messages provides rich information about the political issues and the framing of those issues during elections, such as whether contested issues concern Europe or rather extend pre-existing national debates. Scholars have long been interested in the complementary relationships forged by membership groups and political parties. The post-bellum period presents an opportunity to consider these connections using a case study of two groups concerned with the ills of alcohol, the Woman’s Christian Temperance Union (WCTU) and the Prohibition Party. Our analysis of presidential elections from 1876 to 1900 reveals that—although women were disenfranchised at the time—the WCTU’s organization and infrastructure was essential to early Prohibition Party success. In 1884, the first election after the two created a formal alliance in 1882, the strength of the WCTU helped the party grow …

This work investigates the connection, independent of other factors, between a country’s system of law and property rights and patterns of trade. Stronger property rights institutions are hypothesized to lead to greater diversity in exports and a greater proportion of higher value-added exports. Production and export possibilities depend on capital, labor, and technology. Technology is the way in which capital and labor resources can be organized for productive purposes. Property rights condition expressions of technology and thus production possibilities and export potential. Consequently, if property rights vary between countries, then technological expression, production possibilities, and export potential vary as well. …

The University of New Orleans’ Survey Research Center (SRC) sponsored an automated interactive voice response (IVR) telephone survey of 776 active registered voters in Louisiana on Tuesday, December 6, 2016. We asked likely voters who they preferred in the 2016 Senate runoff election and whether they thought Obamacare should be repealed. The poll shows that the Republican candidate John Kennedy has a comfortable lead over his Democratic challenger, Foster Campbell. We asked respondents whether they believed Obamacare should be repealed. Likely Louisiana voters back the idea of repealing the healthcare law by a two-to-one margin.

International cooperation is essential to support states in building the human resources necessary for maintaining and strengthening nuclear security. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established within the JAEA in December 2010 as Japan’s Center of Excellence for nuclear security.
