Evaluating The Impact Of Oregon's Citizen Initiative Review (Cir) On Voter Decisions, Ari Joaquin Wubbold 2018 Portland State University

Evaluating The Impact Of Oregon's Citizen Initiative Review (Cir) On Voter Decisions, Ari Joaquin Wubbold

Dissertations and Theses

Voters are getting information from more and more sources. Along with this proliferation of sources has come an increasing distrust of traditional mass media. This has created a challenge for voters who seek reliable information when making decisions in the voting booth; including on ballot initiatives. Because voters tend to find ballot initiatives confusing and not easily informed by traditional party cues, the Citizen's Initiative Review (CIR) and the non-partisan, fact-based recommendations they produce have now spread into multiple states. This thesis seeks to gauge whether the CIR is effective at achieving the goals of increasing voter knowledge and encouraging …

Liability For Mass Sexual Abuse, Tsachi Keren-Paz, Richard Wright 2018 University of Sheffield

Liability For Mass Sexual Abuse, Tsachi Keren-Paz, Richard Wright

All Faculty Scholarship

When harm is caused to victims by multiple injurers, difficult issues arise indetermining causation of, legal responsibility for, and allocation of liability forthose harms. Nowhere is this truer than in child pornography and sex traffickingcases, in which individuals have been victimized over extended periods oftime by hundreds or even many thousands of injurers, with multiple and oftenoverlapping victims of each injurer. Courts (and lawyers) struggle with thesesituations for a simple reason: they insist on applying tests of causation thatfail when the effect was over-determined by multiple conditions. The failure toproperly understand the causation issue has exacerbated failures to properlyunderstand and …

The Geopolitics Of Canadian Defense White Papers: Lofty Rhetoric And Limited Results, Bert Chapman

Libraries Faculty and Staff Scholarship and Research

As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. These documents have often contained idealistic rhetoric about adhering to a rules-based international order and defending freedom. In reality, Canadian governments of varying political parties have consistently failed to provide the sustained funding and …

Gaming The Framing: A New Way To Teach The Convention, The Constitution, And The Founding, John Patrick Coby

Government: Faculty Publications

Why study the Constitution through the medium of role-play? Students playing roles will better appreciate the difficulties of framing a constitution and better understand what was at stake and what was possible for the delegates who gathered in Philadelphia—better than if they simply heard or read about the event.

Honors Program: Senior Projects (Public)

This thesis is a comparative case study between US and Australian firearm policies and gun culture. I ask, given the large number of injuries and mass shootings due to firearms, why has the United States not implemented stronger firearm regulations? I conduct a comprehensive literature review of American gun culture throughout history and modern firearm violence in both the United States and Australia. By utilizing the framework of historical institutionalism and the concept path dependency, I explain why and how institutions in the United States are unique and how they differ from similar institutions in Australia. I find that the …

Challenges To The Study Of Long Wars, Zachary C. Shirkey 2018 CUNY Hunter College

Challenges To The Study Of Long Wars, Zachary C. Shirkey

Publications and Research

Rationalist, psychological, and domestic politics approaches have all generated internally consistent, plausible explanations for long wars. But sorting out which of these explanations is most valid is quite difficult, because definitional questions bedevil the study of war duration, and more importantly, because it is very hard to evaluate the evidence for competing explanations of war duration. The latter difficulty arises for three reasons. First, many state behaviors are consistent with multiple, competing explanations of long wars. Second, in most states, multiple people play important roles in crafting foreign policies, meaning different leaders may have different primary motives for continuing a …

Introduction: The Puzzle Of War Duration, Zachary C. Shirkey

Publications and Research

Why do wars last as long as they do? Why do some rage for years, while others last only a few months or days? This piece introduces a symposium that addresses that question from rationalist, psychological, neurological, and domestic politics perspectives. The symposium also considers the challenges of researching war duration and the implications of understanding war duration on theories of war in general.
