The Impact Of Contextual Political Factors On Personnel, Rulemaking, And Partisanship, Emily Moore

The context in which an institution operates structures the way political actors respond to it. Broadly, this dissertation explores these contextual variables. The first chapter provides an overview of the arguments I will make in the dissertation and the results I find. The second chapter considers political context as it relates to excepted political appointees. I argue that presidents utilize Schedule C appointees more frequently in ideologically proximate agencies and when ideological conflict in the Senate is high. I show some evidence for these arguments using an original OPM dataset on Schedule C appointees from 1998 through 2013. The third …

The practice of diplomatic expulsion, as well as expulsion of other foreign personnel by an executive, has received little attention in the field of International Relations or in Political Science more broadly. If expulsion were analyzed under the broader category of diplomatic relations, then studying the variation in expulsions could improve our understanding of international relations. It would be understood as one of the many tools executives use in negotiation between states. Executives, however, appeared to treat expulsion specially. As global environmental problems have received more attention in the international arena, questions of global environmental governance have become more salient. The increase of international and multilateral environmental agreements has raised questions about participation, compliance, and ultimately, effectiveness of these institutions. Consequently, this dissertation seeks to understand what factors affect participation in and compliance with international environmental agreements. Specifically, I find that treaty design plays a critical role in levels of participation. Using both qualitative and quantitative analysis, I also examine the case of the Convention on International Trade in Endangered Species (CITES) as a case study, and find that …

This thesis analyzes the international discourse of greenhouse gas emissions in relation to livestock production. Specific government ministries, research institutes, and multilateral organizations are framing a new strategy to mitigate emissions by using emissions intensity metrics. Emissions intensity is a ratio comparing emissions produced per unit of animal product as oppose to measuring absolute emissions. This research is acknowledged as a win-win scenario which allows for a reduction of greenhouse gas emissions while continuing production more efficiently. This article addresses the challenges that integral reparation programs meet when aiming to respond to multiple victimization experienced by displaced women. By adopting the ethnographic concept of “frictions” (Tsing, 2005), I analyze four dimensions of discursive frictions that occur surrounding reparative practice backed by the Law on Victims and Land Restitution and its multiple local encounters and dis-encounters when compensating multiple victimization in the post-conflict of Medellín. Like other studies have identified shortcomings of the idealistic and innovative Colombian reparation program, it becomes evident that the integral reparation efforts fall short in addressing the real complexity of interrelated and multiples …

Public servants are conditioned by perceptions about their jobs environments that can lead them to have less appreciation for their organizations. There are few studies that focus on a theoretical and practical understanding of the organizational environment as a factor that may lead public workers to low motivation and job satisfaction levels. We aim to explore organizational environment of Colombia’s public-sector entities as a key organizational aspect, considering the demographic characteristics of Colombian public servants. Open government has become a goal for countries all over the world, but it remains an elusive concept. Despite innovative methodologies to assess open government policies, action plans, and interventions in different countries, scholarly research and practical decisions are hindered by the lack of a precise concept and an operationalization. In this paper, we make two contributions to this discussion. First, we argue that the discussions about open government would benefit from taking the grammatical structure of the concept seriously (open is an adjective, government a noun). While having ancient, medieval, and early-modern roots, agrarian politics blossomed most dramatically in America, during both its colonial and republican periods. The discussion on media literacy in Flanders starts in the Flemish Parliament in 2006. It will take until 2013 before the Flemish Government will set up the Knowledge Center for Media Literacy—Mediawijs. Flanders is therefore rather late in establishing a dedicated institute for media literacy. The same can be said for developing a formal policy framework in relation to media literacy. This article starts with a theoretical discussion of three major trends in the current media literacy debate. The conventional wisdom surrounding the 2016 United States presidential election suggests that Donald Trump, the Republican candidate, received significant support from labor union members. This has drawn attention, as labor union members have long been considered a crucial Democratic voting bloc.
