Fanm Pa Chita: Mobilities, Intimate Labour, And Political Subjectivities Among Haitian Women On The Move, Masaya Llavaneras Blanco

This dissertation asks: how does intimate labour interact with the mobility and political subjectivities of Haitian migrant women and women of Haitian descent in the Dominican Republic (DR)? It answers this question in three specific ways. First, it explains the relationship between intimate labour and the spatial trajectories of women of Haitian ancestry who work as domestic workers. Second, it examines how the interaction between intimate labour and human mobility plays out in the Dominican border regime. Third, it explains how these subaltern women act politically in the midst of the intersections between borders, mobilities, and intimacy.

This dissertation examines the politics and assumptions underlying regional security governance in Africa through the prism of the challenges posed by the intricacies of domestic governance in the Sahel. Based on a study of the actions of Economic Community of West African States (ECOWAS) and the African Union (AU) during the conflict in Mali (2012-), this dissertation argues that at the core of the challenges faced by the APSA in Mali, is the fundamental mismatch between the processes of regional governance initiated by African regional actors, which are rooted in the Westphalian conception of statehood, and the realities of everyday …

The Political Viability Of Carbon Pricing: Policy Design And Framing In British Columbia And California, Roger Karapin

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap-and-trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this paper tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation-finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position taking. วิทยานิพนธ์นี้มุ่งศึกษาการรณรงค์ทางการเมืองผ่านเฟซบุ๊กเพจ “ล้านชื่อต้านล้างผิด” “THE METTAD” และ “ลุงตู่ตูน” ซึ่งมีลักษณะเป็นเฟซบุ๊กเพจนิรนามที่ไม่สามารถระบุตัวตนของผู้ก่อตั้งเพจได้ชัดเจน แต่ผลิตเนื้อหาเพื่อสนับสนุนการเปลี่ยนผ่านอำนาจของรัฐบาลพลเอกประยุทธ์และโจมตีคู่แข่งทางการเมืองมาอย่างต่อเนื่องในช่วงฤดูกาลเลือกตั้ง 2562 เพื่อตอบคำถามหลักว่า เฟซบุ๊กเพจเหล่านี้มีลักษณะ บทบาท และนัยสำคัญที่เหมือนหรือต่างจากการรณรงค์ทางการเมืองผ่านช่องทางอื่น ๆ ของรัฐบาลอย่างไร โดยศึกษาในเชิงคุณภาพด้วยแนวทางการวิเคราะห์เนื้อหา (Content Analysis) และการวิจัยเอกสาร เพื่อสำรวจรูปแบบและประเด็นที่เฟซบุ๊กทั้ง 3 เพจใช้ในการรณรงค์ ลักษณะความคิดเห็นของผู้ใช้เฟซบุ๊กที่ปรากฏบนเพจ รวมถึงประเด็นที่ถูกหยิบยกไปขยายผลทางการเมือง ผลการศึกษาพบว่า แม้เฟซบุ๊กทั้ง 3 เพจจะนิยมใช้รูปแบบการนำเสนอที่สอดคล้องไปตามวัฒนธรรม การสื่อสารบนสื่อสังคมออนไลน์ยุคปัจจุบัน แต่ประเด็นส่วนใหญ่ที่หยิบยกมาสนับสนุนรัฐบาลและโจมตีคู่แข่งกลับยังคง ผูกโยงอยู่กับชุดอุดมการณ์ซึ่งครองอำนาจนำในสังคมไทย ได้แก่ ชาติ ศาสนา พระมหากษัตริย์ แตกต่างจากการรณรงค์ผ่านช่องทางอื่น ๆ ที่มักสนับสนุนรัฐบาลด้วยการนำเสนอนโยบายและผลงาน โดยไม่ปรากฏการโจมตีคู่แข่งด้วยชุด อำนาจนำมากนัก นอกจากนั้น ผู้ใช้เฟซบุ๊กส่วนใหญ่มักแสดงความคิดเห็นไปในเชิงสนับสนุนเนื้อหาที่เพจนำเสนอ จนอาจทำให้เฟซบุ๊กเพจนิรนามเหล่านี้กลายเป็นอีกหนึ่งพื้นที่ห้องเสียงสะท้อน (Echo Chamber) บนโลกออนไลน์ซึ่งรวมกลุ่มคนที่สนับสนุนรัฐบาลพลเอกประยุทธ์เข้ามาไว้ด้วยกัน โดยไม่ได้แพร่กระจายเนื้อหาไปสู่กลุ่มคนที่มีอุดมการณ์แบบอื่น ๆ มากนัก อย่างไรก็ตาม บางประเด็นที่เฟซบุ๊กเพจนิรนามร่วมกันนำเสนอเพื่อโจมตีคู่แข่งทางการเมืองกลับไม่ได้ถูกพูดถึงอยู่ภายในห้องเสียงสะท้อนบนโลกออนไลน์เท่านั้น แต่ยังถูกหยิบยกไปขยายผลทางการเมืองบนโลกจริงผ่านการให้สัมภาษณ์ของบุคคลสาธารณะและการยื่นฟ้องร้องดำเนินคดีโดยบุคคลต่าง ๆ ด้วย จนอาจแสดงให้เห็นถึงพลังอีกแง่หนึ่งของ เฟซบุ๊กเพจนิรนามซึ่งเป็นหนึ่งในกลไกที่ทำงานอยู่เบื้องหลังการรณรงค์หาเสียงเลือกตั้ง 2562 และคงจะถูกนำมาประยุกต์ใช้อย่างเข้มข้นมากขึ้นในการเลือกตั้งครั้งต่อ ๆ ไป

สารนิพนธ์หัวข้อ “อินโดนีเซียกับการจัดการปัญหาวิกฤตการณ์ด้านมนุษยธรรม ชาวโรฮีนจา” เป็นการศึกษาการจัดการของอินโดนีเซียต่อชาวโรฮีนจาที่อพยพเข้ามาในประเทศตั้งแต่ ปี ค.ศ. 2015 ผ่านแนวคิดกระบวนการประกอบสร้างประเด็นความมั่นคง โดยมีข้อถกเถียงสำคัญว่า แม้รัฐบาลอินโดนีเซียจะให้ความช่วยเหลือแก่ชาวโรฮีนจาที่อพยพเข้ามาภายในประเทศ แต่การช่วยเหลือนั้นเป็นไปอย่างจำกัดและเป็นไปตามหลักมนุษยธรรมเท่านั้น แต่ในความเป็นจริงแล้ว รัฐบาลอินโดนีเซียได้พยายามทำให้ชาวโรฮีนจากลายเป็นประเด็นความมั่นคงภายในประเทศ และพยายามยกระดับปัญหาโรฮีนจาให้เป็นประเด็นความมั่นคงในระดับระหว่างประเทศ จากการศึกษาพบว่า รัฐบาลอินโดนีเซียได้จัดการกับชาวโรฮีนจาที่อพยพเข้ามาผ่านการทำให้เป็นประเด็นความมั่นคงภายในประเทศ โดยการสร้างวาทกรรม “การย้ายถิ่นแบบไม่ปกติ” เพื่อทำให้ชาวโรฮีนจากลายเป็นภัยคุกคามต่อรัฐ ดังนั้น อินโดนีเซียจึงได้สกัดกั้นการเข้ามา และผลักเรือของชาวโรฮีนจาออกจากเขตแดนของตน รวมถึงกักขังชาวโรฮีนจาให้อยู่ในค่ายทหาร พวกเขาไม่ได้รับสิทธิขั้นพื้นฐานทั้งการเข้าถึงการรักษาพยาบาล การทำงาน และการเดินทาง นอกจากนี้ อินโดนีเซียยังได้ทำให้ปัญหาโรฮีนจากลายเป็นประเด็นความมั่นคงในระดับระหว่างประเทศผ่านเวทีอาเซียน และกระบวนการบาหลี โดยอินโดนีเซียได้พยายามเรียกร้องให้ประเทศสมาชิกต่าง ๆ ได้เข้ามาช่วยเหลือและหาวิธีแก้ไขปัญหาโรฮีนจา เพื่อที่จะต้องการลดภาระที่อินโดนีเซียต้องแบกรับ อย่างไรก็ตาม อินโดนีเซียไม่สามารถโน้มน้าวอาเซียน และกระบวนการบาหลีให้จัดการแก้ไขปัญหาโรฮีนจาได้ ส่งผลให้ปัญหาโรฮีนจาไม่ได้รับการแก้ไข

For many scholars, pundits, policy makers, and citizens alike, Africa’s persistent maldevelopment has continued to defy the usual International Monetary Fund (IMF), World Bank, and foreign aid prescriptions that are, at times, peddled as silver bullets to the African conundrum. For years, there has been a lack of representation for indigenous peoples in communities, and most importantly in parliament. This is a very common trait in the South American Andes, which houses the largest number of indigenous groups in the continent. Abstract

On March 1st, 1896, an Ethiopian army lead by Emperor Menelik II dealt a shocking defeat to the invading Italian forces in the Battle of Adwa. In victory, Menelik was able to exert his authority over a vast territory which included both the historical, ancient kingdoms of the northern and central parts of Ethiopia, and also the vast, resource-rich territories in the west and south which he had earlier conquered. The egalitarian nature of the victory united the various peoples of Ethiopia against a common enemy, giving Menelik the opportunity to create a new Ethiopian nation.

Cultural heritage has always been at risk during times of war. UNESCO first endeavored to address the issue shortly after World War II, in 1954, when it passed the first of three signature conventions to protect against the damage, destruction, and pillage of cultural property in times of armed conflict. Lacunae and other deficiencies in their frameworks, however, rendered these conventions difficult to enforce and largely ineffectual. This study offers an assessment of the strengths and limitations of the UNESCO system of cultural-heritage protection, with a particular focus on the 1954 Hague Convention. Having an accurate count of the city of Chelsea’s Latino population will require strategic organizing by government officials and community leaders. If there is an undercount of the population, especially of immigrants who live in Chelsea, there will be long-term and potentially devastating effects on the city’s political power and less federal funding to address the needs of its Latino majority. Annual rankings of global temperature are widely cited by media and the general public, not only to place the most recent year in a historical perspective, but also as a first-order metric of recent climate change that is easily digestible by the general public. Moreover, all annual NOAAGlobalTemp anomalies from 1880 (the earliest reading available) through the mid-1970s are well below anomalies of the top 10 warmest years in Table 1, even when considering the uncertainty of the NOAAGlobalTemp time series values. Liberal democracy has historically owed its attractiveness to the promise of a more compassionate society structured around pluralistic and tolerant principles. Yet recent events in western democracies seem to indicate a lack of compassionate social bonds. Why has a politics of compassion failed to materialize and what must be done to make good on the original promise of liberal democracy? Anti-Vietnamese sentiment has been the most highly displayed rhetoric by generations of Cambodian politicians. In contemporary Cambodia, the opposition parties have actively engaged in tirades aimed at the Vietnamese and the ruling CPP which came to power with Vietnamese military support in 1979. How are we to explain the hatred against the Vietnamese in Cambodia? Higher education faculty have long struggled with getting students to participate meaningfully in classroom and campus dialogues. Some students avoid participating due to fear or anxiety of communicating with others. Certain topics, such as politics, can cause higher degrees of apprehension. Political minority groups can experience greater apprehension when communicating with majority groups. One minority group in academia with the potential to self-censor is the conservative student.

Electoral authoritarian regimes have risen in the post-Cold War era. Elections and other nominally democratic institutions such political parties and legislatures not only do not make authoritarian regimes democratize but also help them to resist democratization. However, even if authoritarian regimes adopt electoral institutions, such adoption does not mean that all authoritarian regimes can easily manipulate elections. Indeed, some regimes hang on to power barely with simple majority votes, while others easily receive supermajority electoral support.
