How Can Presidents Properly Calibrate The Terror Threat?, Gabriel Rubin 2020 Montclair State University

How Can Presidents Properly Calibrate The Terror Threat?, Gabriel Rubin

Department of Justice Studies Faculty Scholarship and Creative Works

Presidential rhetoric has minimally changed from the narrative set by George W. Bush after the 9/11 attacks. Bush’s policies and agenda have also largely remained. This chapter provides proposals for change given the empirical and theoretical findings made in the book. The counterterrorist policy agenda needs to be narrowed and made more precise. The public needs to educate itself about the terror threat to understand that it is not a significant risk when weighed against others. Presidents need to be more careful with what words they use when describing America’s terrorist adversaries and with who they call terrorists. Recalibrating the …

How Data Became Part Of New Orleans’ Dna During The Katrina Recovery, Lamar Gardere, Allison Plyer, Denice Ross 2020 The Data Center of Southeast Louisiana

How Data Became Part Of New Orleans’ Dna During The Katrina Recovery, Lamar Gardere, Allison Plyer, Denice Ross

New England Journal of Public Policy

Data intermediaries have a symbiotic relationship with government as the source of most of their information. The open-data movement in government and development of software-as-a-service technologies shaped the data landscape after Katrina. Through relationships and talent transfers with The Data Center, the City of New Orleans went from having its chief technology officer in federal prison and its data systems in shambles to being a nationally recognized leader in open and accountable government. To be effective during disasters, an intermediary should be (1) in place and widely respected before the event, (2) ready to respond immediately after the event and …

We Must Ensure Free And Fair Elections Do Not Become Another Casualty Of Covid-19, Philip Rocco 2020 Marquette University

We Must Ensure Free And Fair Elections Do Not Become Another Casualty Of Covid-19, Philip Rocco

Political Science Faculty Research and Publications

With the outbreak of Covid-19, much of the nation’s infrastructure is being tested as never before, including its electoral institutions. Philip Rocco writes that decisions now being taken by public officials about primary elections now, and the general in November, need to take into account of both how the pandemic may make it harder for some at-risk populations to vote, and how delaying votes can create new barriers to participation.

The Evolution Of Partisan Voting At The County Level In Georgia, Ohio, And Texas, 1990-2016, David R. Shock

The Journal of Economics and Politics

This paper evaluates aggregate-level partisan change in presidential and midterm elections at the county level in Georgia, Ohio, and Texas. Specifically, this analysis focuses on how demographic, electoral, cultural, and economic variables affect the percentage of the electorate voting for the Democratic Party candidates for U.S. President and other statewide offices from 1990 through 2016. In addition, this study conducts sub-state regional analyses using U.S. Census Metropolitan Statistical Areas (MSAs) to assess the local nature of partisan change in the U.S. OLS regression and correlation coefficients, as well as difference of means test results indicate that increases in population density …

Can Continuous Campaigns Cause Conscientious Citizens To Cower?, Melissa Hall 2020 University of Nebraska - Lincoln

Can Continuous Campaigns Cause Conscientious Citizens To Cower?, Melissa Hall

Honors Program: Senior Projects (Public)

The following study examines the relationship between campaign season length and voter turnout. Campaign season length is defined as the period between either the legal beginning of the campaign season as specified by the government or the announcement of the first candidate’s candidacy and the date of the election. Voter turnout is defined as the percentage of eligible voters that voted in the election. Eligible voters include all people of voting age in the country, regardless of whether they are registered to vote. There is no existing literature on the effects of campaign season length on voter turnout. My hypothesis …

Decolonizing Human Trafficking: A Case Study Of Human Trafficking In Edo State Nigeria, Oyinkansola Adepitan

USF Tampa Graduate Theses and Dissertations

Every year, governments and globally acclaimed international organizations alike develop policies, sanctions and other control mechanisms in terms of prevention, protection and prosecution in an attempt to abate the current human trafficking problem which appears to be worsening by the year. This thesis will explore the relationship of colonial legacies to the current human trafficking dilemma, assessing the impact of post-colonial cultural and structural practices that continue to persist and proliferate the movement of human beings across borders and facilitates their sub-human treatment. By analyzing the underlying elements that have caused the current international system to operate and be structured …

Unearthing The Consequences Of The U.S.’S Conventional Food System: How To Frame Analysis, Assess Damages And Cope With The Realities, Katherine James Clark 2020 Arkansas State University

Unearthing The Consequences Of The U.S.’S Conventional Food System: How To Frame Analysis, Assess Damages And Cope With The Realities, Katherine James Clark

Student Theses and Dissertations

The U.S.’s conventional food system has driven many of the country’s most serious health concerns. Since the food system was molded by historical events, policy changes, and industrial evolution, the totality of the consequences has only been realized in the last several decades. Despite the attention the issues have garnered, it is likely improvement has not been observed because: 1) the resulting consequences and their dynamics have not been viewed in a comprehensive, interactive light; 2) many previous efforts have only focused on one segment of the issue and have not taken a holistic approach; and, 3) political and industrial …

The Rising Risk Of Terrorism In The Philippines And Natural Resource Corruption, Blair Mills 2020 University of Nebraska - Lincoln

The Rising Risk Of Terrorism In The Philippines And Natural Resource Corruption, Blair Mills

Honors Program: Senior Projects (Public)

As foreign fighters, who had previously traveled to the Middle East to conduct operations under the flag of ISIL (Islamic State of Iraq and the Levant), return to the Philippines and other countries in Southeast Asia, they are bringing their ideologies and knowledge of terrorist operations with them. In addition to tracking the growing trend of terrorist attacks being conducted in the Philippines in the name of ISIL, it is crucial to determine how these returning fighters are gathering the funds and resources necessary to carry out these attacks and establish new terrorist cells. This question of how returning terrorists …

A Tale Of Two Culpers: Social Context Of Revolutionary Espionage, Kelsey Samantha DeFord 2020 Arkansas State University

A Tale Of Two Culpers: Social Context Of Revolutionary Espionage, Kelsey Samantha Deford

Student Theses and Dissertations

What motivates a person to engage or take part in espionage? Scholars have researched thousands of documents about espionage during the American Revolution, but much of this research remains divided and simplistic. Historians have also examined the Culper Spy Ring, a patriot intelligence gathering network in occupied Long Island and New York. They typically argue how useful the Culper Ring was in assisting rebel efforts. There is social context or a “war of ordeals” in these agent’s lives. Two of these agents, Abraham Woodhull and Robert Townsend, left a trail of their motivations. Letters reveal that both were motivated by …

9/11 Then And Now: How The Performance Of Memorial Rhetoric By Presidents Changes To Construct Heroes, Kristen M. Grafton 2020 University of South Florida

9/11 Then And Now: How The Performance Of Memorial Rhetoric By Presidents Changes To Construct Heroes, Kristen M. Grafton

USF Tampa Graduate Theses and Dissertations

This study is concerned with American presidential rhetoric at the cross-section of hero rhetoric and memorial address. It analyzes presidential memorialization of the terrorist attacks on September 11, 2001. 9/11 is arguably the most significant tragedy in recent American history. The purpose of this study is to identify the type of hero each president since 9/11 has attempted to construct of himself for the public and discuss the rationale behind that hero construction. To complete this objective, I analyze the second 9/11 memorial speech from the presidencies of Bush, Obama, and Trump for hero construction. A close reading examining the …

Transregional Southeast Asia: Perspectives From An Outlier, Caroline S.; Hau 2020 Ateneo de Manila University

Transregional Southeast Asia: Perspectives From An Outlier, Caroline S.; Hau

Philippine Studies: Historical and Ethnographic Viewpoints

The Philippines is commonly understood to occupy an anomalous position in Southeast Asian area studies. This essay explores the logic, politics, and logistics of the inclusion and exclusion of the Philippines in or from Southeast Asian studies. Perspectives on and from the Philippines can help rethink and refine concepts of “region” by emphasizing, rather than glossing over, the transregional connections and histories that link the Philippines and its localities to its neighbors, to various regions, and to the world. Area studies need not be hobbled by an intellectual parochialism that cordons off analysis at any given local, national, regional, and …

“Philippine Indios Were European Constitutional Spaniards”: Filipino Reception Of The Cádiz Constitution, 1813–1814, Abisai; University Pérez

Philippine Studies: Historical and Ethnographic Viewpoints

Thisarticle traces the impact of the 1812 Cádiz Constitution on the native population of the Philippines. It analyzes the contradictions that the constitution posed to the juridical status of natives who were granted citizenship rights and explores how the natives received the charter through the constitutional oath, a civic festival whereby local subjects swore fealty to the charter. It analyzes the Spanish legal culture that sustained the special legal régime granted to natives since the late sixteenth century, the debates that originated in the Cortes de Cádiz, and the modified version of the constitution that was created to dovetail with …
