Confronting An Unprincipled America: Lessons In Leadership From Barack Obama, Chloe Harper
VA Engage Journal
Ethical leadership is a concept valued, and even inherently understood, by most Americans, but today, we are seeing fewer individuals committed to making ethical decisions in leadership roles. Moreover, we are often unable to recognize when an ethical decision-maker is before us. Drawing on the works of such scholars as Edgar Schein, Reinhold Niebuhr, and Jonathan Haidt, I evaluate the strengths and weaknesses of Barack Obama, 44th president of the United States and the first African American to hold executive office, in order to determine what factors distinguish ethical leaders from simply respectable leaders. I focus on the role leaders …

Noir Affect [Table Of Contents], Christopher Breu, Elizabeth A. Hatmaker
Literature
Noir Affect proposes a new understanding of noir as defined by negative affect. This new understanding emphasizes that noir is, first and foremost, an affective disposition rather than a specific cycle of films or novels associated with a given time period (the mid-twentieth century) or national tradition (the U.S.). Instead the essays in Noir Affect trace noir’s negativity as it manifests in different national contexts (from the U.S. to Mexico, France and Japan) manifests in a range of different media (films, novels, video games, and manga). The forms of affect associated with noir are resolutely negative: these are narratives centered …

Xenocitizens: Illiberal Ontologies In Nineteenth-Century America [Table Of Contents], Jason Berger
Literature
Sociality under the sign of liberalism has seemingly come to an end—or, at least, is in dire crisis. Xenocitizens returns to the antebellum United States in order to intervene in a wide field of responses to our present economic and existential precarity. In this incisive study, Berger challenges a shaken but still standing scholarly tradition based on liberal-humanist perspectives. Through the concept of xenocitizen, a synthesis of the terms “xeno,” which connotes alien or stranger, and “citizen,” which signals a naturalized subject of a state, the book uncovers realities and possibilities that have been foreclosed by dominant paradigms. Xenocitizens glimpses …

The Danger Of Current Rwandan Gender Politics, Amani Briggs
Women's, Gender and Queer Studies
This critical analysis will investigate whether Rwanda’s glorified representation of women in government positions truly serves the women in their society or rather the agenda of the men in power. Rwanda is frequently hailed as the prime example for African feminism due to their 2008 parliamentary elections. The 2013 Rwandan Parliamentary elections ushered in a record -breaking sixty-four percent of seats for women candidates, making Rwanda the top country for women in politics. In comparison, women make up a global average of 23.8 percent of parliament members as of June 2018 (W.E. Forum, 2017). Their representation of women in government …

Before “Fire And Fury”: The Role Of Anger And Fear In U.S.–North Korea Relations, 1968–1994, Benjamin Young
Research & Publications
Since the beginning of the Korean War, the North Korean and U.S. governments have been involved in emotional warfare. From North Korea’s stated “eternal hatred” of the U.S. imperialists to Washington’s demonization of Pyongyang as an insidious Soviet pawn, emotions have been at the heart of this hostile bilateral relationship. Using three case studies (the 1968 Pueblo incident, the 1976 axe murder incident, and the 1994 nuclear crisis), I examine the ways in which the two sides have elicited emotional responses from their populations for their respective political goals. By portraying the U.S. as the source of all evilness in …

Power Sharing And Democracy In Post-Civil War States: The Art Of The Possible, Caroline A. Hartzell, Matthew Hoddie
Gettysburg College Faculty Books
Power Sharing and Democracy in Post-Civil War States examines the challenge of promoting democracy in the aftermath of civil war. Hartzell and Hoddie argue that minimalist democracy is the most realistic form of democracy to which states emerging from civil war violence can aspire. The adoption of power-sharing institutions within civil war settlements helps mitigate insecurity and facilitate democracy's emergence. Power sharing promotes 'democratization from above' by limiting the capacity of the state to engage in predatory behavior, and 'democratization from below' by empowering citizens to participate in politics. Drawing on cross-national and case study evidence, Hartzell and Hoddie find …

Delegimi I Detyrave Nga Menaxheri Tek Punëtorët, Edona Avdyli
Theses and Dissertations

Contemporary High-Skilled Mexican Immigrant Entrepreneurs In Texas, Elizabeth Salamanca, Jorge Alcaraz
Mission Foods Texas-Mexico Center Research
The number of Mexican entrepreneurs relocating to the United States has significantly increased during the last decade and their profile, as well as that of their businesses, have changed. This study develops a typology of Mexican migrant entrepreneurs living in the U.S., particularly in Texas, and of the business ventures that they undertake, and it determines the association between the entrepreneurs' profile and the kind of businesses they create. Through the analysis of migrant entrepreneurs' profiles, this paper identifies in what kind of transnational activities these entrepreneurs participate. The research follows both a qualitative approach based on the Gioia methodology …

Designing Policy Resilience: Lessons From The Affordable Care Act, Daniel Beland, Michael Howlett, Philip Rocco, Alex Waddan
Political Science Faculty Research and Publications
Public policies are the products of political conflict, constituted by mixes of diverse tools and instruments intended to achieve multiple goals that may change over time and not always be internally consistent or coherent. Recent studies dealing with policy robustness and resilience have theorized about the temporal development of mixes of policy instruments and the need to ensure consistency and coherence over time, yet they have generally failed to develop these insights into lessons for policymakers and practitioners. Drawing on evidence from the implementation of the Patient Protection and Affordable Care Act (ACA) in the USA, this paper examines the …

Stuck In Neutral? Federalism, Policy Instruments, And Counter-Cyclical Responses To Covid-19 In The United States, Philip Rocco, Daniel Beland, Alex Waddan
Political Science Faculty Research and Publications
Federalism plays a foundational role in structuring public expectations about how the United States will respond to the COVID-19 pandemic, as both an unprecedented public-health crisis and an economic recession. As in prior crises, state governments are expected to be primary sites of governing authority, especially when it comes to immediate public-health needs, while it is assumed that the federal government will supply critical counter-cyclical measures to stabilize the economy and make up for major revenue shortfalls in the states. Yet there are reasons to believe that these expectations will not be fulfilled, especially when it comes to the critical …

A Voter-Centric Explanation Of The Success Of Ideological Candidates For The U.S. House, Stephen M. Utych
Political Science Faculty Publications and Presentations
In recent years, ideological candidates for the U.S. House have become increasingly successful, to the point where their chances of being elected are indistinguishable from moderates. However, scholars have still not uncovered exactly why this is happening. Using survey data from the American National Election Studies, I find that voter-centric explanations of vote choice – a voter’s partisanship, ideology, and presidential approval rating – have increasingly predicted their vote choice in U.S. House elections from 1980 to 2016. Using data on candidate ideology, I find that candidate ideology is an increasingly poor predictor of individual vote choice over time. Original …

Modernity In Miniature: Maoism And The Beijing Department Store, Samuel M. Hellmann
Dissertations, Theses, and Capstone Projects
This thesis examines the Beijing Department Store as a contradictory structure embedded in the world’s largest Communist revolution. By looking at the urban planning decisions behind constructing a colonial form in the center of the socialist capital, I attempt to unravel the complex intersection of economic development and egalitarian mass action in the early Maoist period. Constructed in 1955 during the first Five Year Plan, the Department Store sheds light on the specific parameters of post-revolution modernization campaigns. Furthermore, by looking at the conceptualizations of the building by the Party, architects, and the workers inside the store, I examine how …

Much Islamic history evinces a separation between religious and political registers of thought and action. To be sure, these two registers always remained, to some extent, mutually intertwined since the origins of Islam. However, in about two hundred years into Islamic history, or, in other words, in the 9th century, the political register based on coercion began to mark itself off from the moral concerns associated with the religious register. Political authority acquired an increasingly absolute character. It focused more on ensuring the obedience of its subjects than the moral/religious purpose of creating a just society where even the weakest …

This ethnography examines grassroots political responses to the economic crisis that began in 2008, foremost in the US Midwest, which arguably laid the groundwork both for the election of President Donald Trump and presidential candidacy of Senator Bernie Sanders. President Obama launched his $787 billion stimulus plan in Elkhart, Indiana, in early 2009. At the height of the crisis, unemployment skyrocketed from four to 20 percent in Elkhart, and it became central to struggles over the political direction of the US. With few safety nets, Elkhart residents struggled to meet their basic needs, creating conditions for political organizing on both …

Social Contract Theory And Transitional Justice: A Philosophical Approach To A Problem Of Global Importance, Brendan Moriarty
Dissertations, Theses, and Capstone Projects
In this thesis, I seek to bring together two areas of scholarly work to see how each can inform the other: social contract theory and transitional justice. The social contract, as it exists and as it was theorized about by Rousseau, was born from the world-historic forces that spread capitalism across the globe, stirring up nationalism everywhere it went. In its wake, there was vast inequality and new legal regimes which protected the hoarded wealth of the capitalist class by enshrining the right of private property along with life and liberty. To examine the intricacies of transitional justice and its …

This dissertation examines the expanding influence of the religious Right at the UN, building on extant scholarship on the role of the culture war at the UN. This scholarship has tracked the increasing presence of the religious Right following the Beijing World Conference on Women and the Cairo Conference of Population and Development. Since that time, there has been a systematic and strategic movement against LGBT human rights and sexual and reproductive health and rights. The religious Right influence UN discourse, documents, and global policy in favor of their agenda. This conflict manifests in a frenzied media and policy battle …

Eric Hobsbawm, in his effort to explain the fundamental divide which produced the Second World War, convincingly argues that “the crucial lines in this civil war were not drawn between capitalism as such and communist social revolution, but between ideological families: on the one hand the descendants of the eighteenth-century Enlightenment and the great revolutions including, obviously the Russian revolution’, on the other hand, its opponents.” This thesis argues that the American Civil War was a “great revolution” that represented a crucial transformative point in the formation of these two waring factions. The struggle was especially influential on the theory …
