The Constitution gives the president the power of clemency, the ability to forgive crimes and release individuals from prison. There are no checks on this power, giving the president unilateral power. Are there any factors that constrain this power or affect it? I claim that the electoral manner in which a president comes into office helps determine how they will use the power. Presidents coming into power with enthusiasm and confidence of the people will issue more clemency, while those who come into power with less will have decreased levels of clemency. Perpetuating Peace: Context Versus Contents Of The Power-Sharing Agreements Between The Kdp And Puk Of The Kurdistan Region Of Iraq In 1992 And 1998, Brigitte E. Hugh

In the mid-1990s the two Kurdish parties in Iraq—the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK)—signed two power-sharing agreements, which had dramatically different results. The 1992 50-50 Agreement ended in conflict while the 1998 Washington Agreement ended in long-lasting peace.

I examine both the agreements and their surrounding context to identify what explains the success or failure of these two agreements in establishing long-lasting and cooperative peace. I find that the presence or absence of peace is due to both the language of the agreements and the context in which they were created. I demonstrate this …

Anti-state criminal violence is a puzzle. Criminal organizations should avoid violent interactions with the state, yet in several countries like Brazil, Mexico, and Colombia there has been widespread anti-state violence orchestrated by organized criminal groups for the past 25 years. Why?

Building on existing literature, I develop a theory with which to explain anti-state criminal violence. I argue that organized crime is more likely to commit anti-state violence when state enforcement agents commit a serious grievance against the local population with whom the criminals share a social identity. Policy failures are controversial, costly, and above all, messy. More often than we wish, what begins as a well-intentioned policy becomes a failure. In all countries and policy areas, some initiatives end up failing miserably, wasting resources, creating endless political struggles, and even affecting countries' governance. However, the perceptions and understanding of failure are dissimilar. Different actors, including researchers, have diverse and indeed conflicting viewpoints of what constitutes failure, its characteristics and avenues of resolution. Member countries of the World Bank Group (WBG) increasingly turn to public-private partnerships (PPPs) to finance their transportation infrastructure projects due to the financial burden of undertaking big projects on their own. The World Bank coordinates the PPPs between investors and recipient countries. PPPs are expected to produce positive outcomes that respond to policy objectives. However, the outcomes and benefits of PPPs not only depend on several factors, but more importantly on how those factors interact with one another to yield the expected outcomes. State-Level Fiscal Policy And Economic Growth: Assessing Recovery From The 2007 Recession, Nathan Barron

Master's Theses

This research examines state-level fiscal policy responses to the 2007 recession, with a particular focus on the short- and long-run effectiveness of government spending at achieving economic growth. Using OLS regression models to test the impact of government spending, institutional constraints, and economic policy climates on economic growth, this research shows that government spending has a positive impact on growth that decreases into a negative impact over time. Additionally, institutional constraints are consistently found to hinder growth while the effects of policy climate are mixed.

Myra Washington, Associate Professor in Communication and Journalism at The University of New Mexico, discusses how dehumanizing portrayals of Black people in the media desensitizes people to brutal violence against Black people. She defines anti-blackness as multiple institutions working together to marginalize Black people. Cuba has been an object of U.S. fascination since the early nineteenth century and the acquisition of the Louisiana Purchase. When Cuba rose up in revolution against Spain, the United States purposefully portrayed the struggle to the American public as a situation necessitating a U.S. intervention. This involved the making of political cartoons and emotional appeals of war accounts from the perspective of an American journalist, Richard Harding Davis. The Coalition Avenir Quebec (CAQ) is a provincial political party that was founded in 2011 and formed the province’s government for the first time in 2018. The purpose of this major research project is to explain the origins and policy preferences of the CAQ. Why do individuals sympathize with others’ wars, an antecedent of the decision to become a foreign fighter? By collecting original public opinion data from Lebanon, in 2015, and Turkey in 2017, about the actors of conflict in Syria, we test the argument that an ethno-religious cleavage at home shapes the proclivity of individuals to support others’ wars. Individuals may perceive a war abroad as endangering political and social balance of power at home – and hence own survival.
