China: there are several areas where the ongoing cooperation between Pakistan and China should be continued but at least three areas need to be focused for accelerated implementation. These are: one, completion of ongoing projects under CPEC – addition of capacity to the national power grid by bringing the hydropower, renewable energy and coal projects to culmination. The ML1 Railway track has been pending approval and financing for several years and each year of delay adds to the logistical costs to the economy and fiscal deficit by absorbing the losses of Pakistan Railways operating an outdated system. The Gwadar Port …

Understanding The Interconnection Between Public Health And Political Behaviors In A Politically Polarized Context: The Impact Of Race, Political Attitudes, And Policy Factors On The Us Covid-19 Pandemic Response., Florent Nkouaga
Political Science ETDs
This dissertation evaluates the interconnection between health and political behaviors in a polarized context such as the United States. The COVID-19 pandemic unveiled the current political polarization and the structural health disparities among racial communities. Using the system theory delineated by David Easton, this dissertation demonstrates that health attitudes and behaviors in the electorate can influence voting behaviors, as was the case with the 2020 US presidential election. An evaluation of the 2021 African American COVID-19 Vaccine Polls (AACVP), and the 2020 Collaborative Multiracial Postelection Survey (CMPS) demonstrates that factors such as public health compliance, trust in federal health institutions, …

Bulletin of Chinese Academy of Sciences (Chinese Version)
While cross-border data flow considerably improves the effectiveness of cross-border collaborations, it also faces issues of data sovereignty, national security, conflict of interest, privacy protection and data regulation. It has become a link to the global economy and the center of the game of the new order. First of all, this study analyzes the role of cross-border data flow in economic globalization from the perspective of the economic impact of data elements. It then analyzes the constraints of cross-border data flow in the global context and lists the benefits and drawbacks of China’s data element market construction. In the end, …

Data asset registration is a vital component of data factor market system. Recently, several Chinese regions and institutions have begun to work on data asset registration, but problems persist for the unclear concept of data asset registration and the deficiency of registration and service systems. By virtue of summarizing the active typical registration system in China, this study puts forward the concept of data asset registration and the "seven unifications" principle of registration. The new data value chain is established based on the perspective of factor flow, and the concepts of resource-based and operational data assets are proposed. Moreover, this …

Dilemmas And Suggestions On Market-Based Data Allocation, Jinzhao Liu, Shouyang Wang
Bulletin of Chinese Academy of Sciences (Chinese Version)
Big data is the primary engine for advancing the development of the digital economy, and market-based data allocation is a crucial method for promoting the development of China's digital economy. However, the current issues of "unclear ownership", "difficult pricing", and "imperfect transaction mechanisms" have severely constrained the market-based allocation of data. The study begins with a discussion of the dilemma of data rights delimitation, pricing, and trading. Then review the strategic initiative of international data market construction and the development of China's data trading market. Finally, based on the practice of China's big data market construction, the study proposes some …

Bulletin of Chinese Academy of Sciences (Chinese Version)
Promoting the market allocation of data elements is the key to realize the value of data resources, which drives the high-quality development of digital economy. Based on the literature review, this study first analyses the theoretical process of market allocation of data elements, and divides the whole process into two stages: market-based construction and value-based allocation. According to the proposed theoretical model, this study designs the network DEA model with additional intermediate inputs to calculate the market allocation efficiency of data elements of 30 provincial administrative regions in China from 2019 to 2020. Moreover, by Malmquist index analysis, we further …

Different Maternal Responses And Cognitions In Hypothetical Power Bouts: Relations To Parenting Styles, Kathy L. Ritchie
Midwest Social Sciences Journal
In order to explore how parental styles and maternal cognitions interacted with difficult extended discipline episodes called power bouts, 88 mothers were categorized as either Authoritative, Authoritarian, Permissive, or Uninvolved. Mothers then read six hypothetical vignettes about a 4-year-old child misbehaving and were asked how they would respond to the child and how they would respond a second time if the child did not behave. These open-ended responses were coded on a scale of increasing power assertiveness with 0 being giving in and 5 indicating using punishment through spanking, removal of privilege, or time out. Using Bell and Chapman’s (1986) …

Could Canada Lead The Formation Of A New Global Geoengineering Regime?, Elizabeth L. Chalecki
Political Science Faculty Publications
As the effects of climate change continue to worsen, nations will have the opportunity to develop and deploy climate manipulation techniques known as geoengineering to forestall the worst effects. Indeed, some have argued that the nations of the world cannot meet their Paris Agreement goals without them. However, these technologies can be global in their effects, ecologically uncertain, and potentially prejudicial to non-deploying nations. Canada is well suited to lead the formation of an anticipatory governance regime due to its technological knowledge, the proximity of the Arctic as a potential testing ground, and its role as an internationally respected middle …

Of Language And Thought: American Political Discourse, Normative Reason, And Essentially Contested Concepts, Riley Clare Valentine
LSU Doctoral Dissertations
This dissertation analyzes progressive liberalism and neoliberalism as forms of normative reason that redefine specific political concepts, which are central to American liberalism – equality, liberty, the role of the State, and the pursuit of happiness. I contend that language is an important expression of normative reason. Language is how political reason and the norms accompanying it are expressed. I move through Presidents Franklin Delano Roosevelt to Barack Obama, exploring shifts in language and interpretations of political concepts through progressive liberal and neoliberal forms of normative reason. I argue that a tension emerges between progressive liberalism and neoliberalism, and a …

Democratization By Foreign Intervention : How Different Causes Of Intervention Affect The Outcome Of Democratization?, Pat Shu Roy Ho
Lingnan Theses (MPhil & PhD)
In examining the external intervention in order to promote democratization after the Cold War, there have been five kinds of conflicts (transition to independence, the civil war, the ethnic conflict, removing the dictatorship, and the ‘war on terror’) necessitating international interventions. While the foreign interveners attempt to solve the conflict by promoting democracy in the target society, the nature of these contexts complicates the mission and the ‘transitional phases’. Specifically, this thesis suggested that the elite composition of different contexts will affect the formation of elite consensus. Meanwhile, their difficulty in forming elite consensus can be arranged in ascending order: …

Faculty Research - Newspaper and Magazine Articles
The 2021 National Security Policy has made geo-economics its main pivot. It is therefore essential to look in a coherent and comprehensive manner how Pakistan’s economic relations with other nations should evolve to meet this objective. In designing foreign economic policy we should always keep in mind that such a policy would be a by-product of the country’s larger foreign and domestic economic policies. For example, if foreign policy with one particular country or group of countries is silent, ambivalent or agnostic then a foreign economic policy cannot be built upon strong economic cooperation with that country or group. Similarly, …

The current Russian-Ukraine crisis is marked by escalating tensions and heightened nuclear threats, reminiscent of Cold War anxieties. Vladimir Putin's strategic maneuvers, including partial mobilization and veiled nuclear warnings, underscore a perilous geopolitical standoff. The risk of nuclear use, potentially greater than during the Cuban missile crisis, looms amid fears that Russia might resort to tactical nuclear weapons. International responses, from stark warnings by Western leaders to diplomatic appeals from global powers like China and India, emphasize efforts to prevent catastrophic escalation. Amidst military developments and societal opposition within Russia, the crisis underscores the delicate balance between deterrence and conflict …

Data market is the foundation of digital economy. Following General Secretary Xi Jinping's thought on promoting the classification, grading and separation of data, defining the rights and ensuring proper use of data, this study focuses on the main theoretical and practical issues of building data market by answering three questions which are why to build it, what to build, and how to build. It finds that the digital economy shows three-stages of development. With the enterprise data becoming dominant, it puts forward realistic requirements and offers development opportunities for data market. To overcome the obstacles in the way of building …
