สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษานโยบายของญี่ปุ่นเกี่ยวกับการเปลี่ยนแปลงสภาพภูมิอากาศ และเพื่อศึกษาปัจจัยที่ผลักดันให้ญี่ปุ่นดำเนินการกำหนดนโยบายด้านการเปลี่ยนแปลงสภาพภูมิอากาศอันนำมาสู่การตออบคำถามว่า ญี่ปุ่นในช่วงสมัยรัฐบาลซินโซะ อาเบะ จนถึงปัจจุบัน มีท่าทีต่อกรอบ UNFCCC อย่างไร? และอะไรเป็นปัจจัยที่ผลักดันให้ญี่ปุ่นมีท่าทีดังกล่าว? โดยใช้ทฤษฎีระบอบระหว่างประเทศ (International Regime Theory) เป็นแนวทางวิเคราะห์ จากการศึกษายังพบว่า ญี่ปุ่นได้มีการกำหนดนโยบายและยุทธศาสตร์ต่าง ๆ อันเกี่ยวกับด้านการเปลี่ยนแปลงสภาพภูมิอากาศเพื่อให้สอดรับกับกฎเกณฑ์ระหว่างประเทศภายใต้กรอบ UNFCCC เช่น การกำหนดโควตาการปล่อยก๊าซเรือนกระจก การกำหนดนโยบายการ ซื้อขายการปล่อยก๊าซเรือนกระจก (ET) การเก็บภาษีคาร์บอน โครงการ Cool Earth 50 การฟื้นฟูนโยบายพลังงานของญี่ปุ่น เป็นต้น แสดงให้เห็นว่าญี่ปุ่นมีความตระหนักถึงปัญหาดังกล่าว และให้ความสำคัญกับกฎเกณฑ์ภายใต้กรอบ UNFCCC เนื่องจากปัจจัย อันได้แก่ ปัจจัยภายใน และปัจจัยภายนอกของญี่ปุ่น ทั้งนี้ญี่ปุ่นยังมีรูปแบบลักษณะของ Neoliberalism หรือทฤษฎีเสรีนิยมใหม่ ซึ่งการดำเนินการให้เป็นไปตามกรอบกติกา เพื่อนําไปสู่การบรรลุเป้าหมายร่วมกัน งานวิจัยนี้จึงมีความสำคัญในการเพิ่มความเข้าใจถึงบทบาทและท่าทีของญี่ปุ่นต่อการตอบรับกฎเกณฑ์ระหว่างประเทศด้านภูมิอากาศเปลี่ยนแปลง รวมทั้งการรับมือกับปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศในระดับโลกของญี่ปุ่น ในช่วงสมัย รัฐบาลซินโซ อาเบะ จนถึงปัจจุบัน

สารนิพนธ์ฉบับนี้มุ่งที่จะศึกษาและทำความเข้าใจถึงการเข้าร่วมองค์การซีโตของประเทศไทยของรัฐบาลจอมพล ป. พิบูลสงคราม โดยจะใช้งานวิชาการเข้ามาเปรียบเทียบน้ำหนักระหว่างสภาวะปัจจัยภายนอกและปัจจัยภายใน มาพิจารณาร่วมกับทฤษฎีการเข้าร่วมเป็นพันธมิตรระหว่างวอลต์และเดวิด ซึ่งจากสำรวจงานวิชาการมีความแตกต่างในการอธิบายถึงการเข้าร่วมองค์การซีโตที่แตกต่างกัน จึงนำมาสู่ข้อเสนอทางสมมติฐานถึงการตัดสินใจเข้าร่วมขององค์การซีโตของรัฐบาลจอมพล ป. พิบูลสงครามนั้น แท้จริงแล้วกังวลต่อภัยคุกคามที่เกิดขึ้นจากสถาวะแวดล้อมภายนอกอย่างเดียวหรือไม่ งานวิจัยนี้ได้นำเสนองานวิชาการที่อธิบายการเข้าร่วมองค์การซีโต รวมถึงทฤษฎีความสัมพันธ์ระหว่างประเทศในเรื่องการเข้าร่วมเป็นพันธมิตร มาประกอบในการอธิบายสาเหตุของการเข้าร่วมองค์การซีโต โดยวิธีการศึกษานั้นเป็นการวิจัยเอกสารและนำเอาทฤษฎีความสัมพันธ์ระหว่างประเทศมาอธิบายควบคู่ไปกับการอธิบายเชิงประวัติศาสตร์ ซึ่งจะทำให้ภาพการดำเนินนโยบายดังกล่าวมีความสมบูรณ์ขึ้น จากการศึกษาพบว่า การอธิบายการเข้าร่วมองค์การซีโตของประเทศไทย ไม่สามารถอธิบายได้ด้วยปัจจัยภายนอกที่เกิดขึ้นจากภัยคุกคามคอมมิวนิสต์เพียงประการเดียว แต่ยังมีประเด็นของปัจจัยภายในประเทศที่มาจากปัญหาความมั่นคงทางการเมืองภายใน มีส่วนสำคัญต่อการตัดสินใจในการเข้าร่วมองค์การซีโตเช่นเดียวกัน ดังนั้นจึงสอดคล้องกับคำอธิบายของทฤษฎีที่นำเสนอโดยเดวิด

The article continues the series of research illustrating the formation of the idea of the “Russian world” in the religious discourse of Orthodox Russia. It pays special attention to the manipulations made by the Patriarch of Moscow, Kirill (Gundyaev), while preaching and giving public speeches. The study summarizes the idea of the “new martyrdom for Russia” recently promoted by the hierarch. The paper illustrates his support of Vladimir Putin’s invasion of Ukraine in 2022 by the formation of the social opinion by the spiritual leader. “War shall not be according to God's will." This simple sentence was agreed upon by the World Council of Churches (WCC) when it was founded in 1948. The start of the Russian war of aggression against Ukraine on February 24, 2022, broke with this principle of the Ecumenical Movement. We were sure that the churches of all confessions, especially our own church, the Evangelische Kirche in Deutschland (EKD) and all other member churches of the WCC, would immediately and unanimously position themselves against the Russian war of aggression. But the clear word, which we had hoped for, did not come.

This research study seeks to understand interested parties’ perspectives on Cameroon's existing land tenure systems, the 1974 land law, and ongoing efforts to reform this land law. It identifies both concerns and specific recommendations from these parties on the formulation and implementation of future reforms. In the decades following the achievement of independence from European colonizers, most governments in sub-Saharan Africa (SSA) have adopted new national land tenure policies to meet their countries’ needs and aspirations. In some parts of SSA, however, this process of land tenure formalization has negatively impacted the land rights of people observing customary land tenure. …

Twenty-First Century Split: Partisan, Racial, And Gender Differences In Circuit Judges Following Earlier Opinions, Stuart Minor Benjamin, Kevin M. Quinn, Byungkoo Kim

Judges shape the law with their votes and the reasoning in their opinions. An important element of the latter is which opinions they follow, and thus elevate, and which they cast doubt on, and thus diminish. Using a unique and comprehensive dataset containing the substantive Shepard’s treatments of all circuit court published and unpublished majority opinions issued between 1974 and 2017, we examine the relationship between judges’ substantive treatments of earlier appellate cases and their party, race, and gender. Are judges more likely to follow opinions written by colleagues of the same party, race, or gender? What we find is …

In February 2022, President Joseph Biden announced his nomination of Ketanji Brown Jackson to serve as an associate justice on the U.S. Supreme Court. Flexible Institution Building In The International Anti-Corruption Regime: Proposing A Transnational Asset Recovery Mechanism, Laurence R. Helfer, Cecily Rose, Rachel Brewster

Asset recovery is a fundamental principle of anti-corruption law, without which the financial damage from corruption cannot be repaired. Yet recovering assets is notoriously difficult and time-consuming, and the United Nations Convention Against Corruption provides little technical or institutional support to facilitate such returns. To remedy this, we propose the creation of a transnational asset recovery mechanism that could provide myriad services to states upon request, including gathering and publishing information, providing technical assistance and capacity building, helping to conclude agreements on asset return, and monitoring returned funds. Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. This study examines households' prospective evacuation behavior during a hurricane-pandemic compound threat. Data from a 2020 survey of coastal Virginia households help answer two questions: (1) What factors associated with the threat and impacts of the COVID-19 pandemic and hurricanes influence prospective evacuation behavior of households during a compound hurricane-pandemic event? (2) What are the equity implications for emergency management policies and practices to support evacuation and sheltering during a compound hurricane-pandemic event? Big search data offers the opportunity to identify new and potentially real-time measures and predictors of important political, geographic, social, cultural, economic, and epidemiological phenomena, measures that might serve an important role as leading indicators in forecasts and nowcasts. However, it also presents vast new risks that scientists or the public will identify meaningless and totally spurious ‘relationships’ between variables. This study is the first to quantify that risk in the context of search data. As social and political discourse in most countries becomes more polarized, anti-Americanism has risen not only in the Middle East and Latin America but also among the U.S. allies in Europe. Social media is one platform used to disseminate anti-American views in NATO countries, and its effectiveness can be magnified when mass media, public officials, and popular figures adopt these views. Disinformation, in particular, has gained recognition as a cybersecurity issue from 2016 onward, but disinformation can be manufactured domestically in addition to being part of a foreign influence campaign. Housing recovery, especially for vulnerable populations, can be a challenging process. Questions regarding whether to rebuild damaged housing and whether to restore it to its previous state or to build back better must be answered. In the United States, Long-Term Recovery Groups (LTRGs) play a crucial role in channeling assistance to vulnerable community members as they embark on housing recovery. However, the experiences of LTRGs have been understudied. Racialization—the processes that infuse social and political phenomena with racial identities and implications—is an assertion of power, a claim of purportedly inherent differences that has saturated modern diplomacy, order, and violence. Despite the field's consistent interest in power, international security studies in the United States largely omitted racial dynamics from decades of debates about international conflict and cooperation, nuclear proliferation, power transitions, unipolarity, civil wars, terrorism, international order, grand strategy, and other subjects. While individual benefits of study abroad have been explored for decades, recent research has pushed the field to consider benefits for the local and global community. Rape can be used to annihilate, control, and humiliate populations. Mass rape can have genocidal intent. Yet, thus far, the legal definition of genocide has failed to codify rape. These severe limitations in the definition of genocide create legal impunity and impede the rehabilitation of rape survivors. This failure also results in legal challenges, including the lack of basis to distinguish between rape during war and genocide. Over the past more than a decade of Xi Jinping’s leadership, the space for civil society in China has shrunk dramatically. One of the main, yet often overlooked, victims of this shift in policy has been China’s LGBTQ+ community. This thesis examines the current crackdown on LGBTQ+ peoples and organizations in China and attempts to place it within a broader context of China’s current state in the world order.
