Environmental public policy has seen little change on the national level in recent decades due to Congressional gridlock. Politicians on both sides of the aisle have entrenched their opposing viewpoints, and their communication on the topic utilizes issue frames to help sway the public to see their side. On the Republican side, these issue frames take the form of the “scientific uncertainty” and “economic consequences” frames. This study, based on issue framing, surveys the communication of Nebraska’s Republican State Senators to determine if they utilize the same issue frames or if they diverge from their national counterparts. The unruly consequences of the COVID-19 outbreak have hamstrung higher education institutions. This study aims to investigate the perceived impact of COVID-19 on student learning and academic performance through a qualitative approach. In-depth semi-structured interviews with 30 purposively chosen informants were used. The results indicated that 70% of students perceive a paradigm shift in their learning experience before and after COVID-19. It was discovered that their sociodemographic characteristics influenced 60% of students, and 57% were influenced by their parent's socioeconomic status, which influenced their academic achievements during the COVID-19 outbreak. In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.
