Recent years have seen an emerging civil society in an authoritarian China. The authoritarian embrace of civil society challenges the conventional wisdom that civil society is closely linked to democracy. In Beijing, the rhetoric of civil society linked less to democracy than to modernization. However, does civil society development have any impact on democratization in authoritarian regimes? The thesis tries to provide a tentative answer by studying civil society and democratization in post-Mao China. The “Lunatic Fringe” -- Barry Goldwater And The Conservative Revolution Of The 1960s --, Nicholas L. Bromley

How did conservatives, who had become effectively ostracized by their party following the Great Depression and the societal reforms of the New Deal, regain leverage within the GOP during the 1960s? My hypothesis is two-fold. First, I contend that a small group of conservative activists led by F. Clifton White, in spite of a dearth of resources and manpower, managed to infiltrate Republican infrastructure and “hijack” the delegate- selection process. The distinctly conservative and recalcitrant disposition of the Goldwater delegates demonstrates that these activists succeeded. This article discusses how the democratic form of government has gone from an oddity to the most common form of government in the world. The written works on democracy in the past twenty years have dealt primarily with the writers' growing sense of insecurity, the belief that history runs in cycles, and the belief that democracy will run its course and the world will find itself returned to an authoritarian existence. Samuel P. Huntington expressed his pessimism with democracy in his book "The Third Wave." Huntington believes that only countries with a substantial Western influence will be able to sustain …

The Many Faces Of Strict Scrutiny: How The Supreme Court Changes The Rules In Race Cases, Evan Gerstmann, Christopher Shortell

In this paper, we argue that there is no single test called strict scrutiny when the Court considers claims of racial discrimination. In fact, the Court changes the rules depending on why and how the government is using race. By examining racial redistricting, remedial affirmative action, and diversitybased affirmative action cases, we show how the Court uses at least three very different versions of strict scrutiny. The costs of maintaining the fiction of unitary strict scrutiny is high. In the area of racial profiling, for example, courts refuse to apply strict scrutiny for fear that it will either overly hamper …

ABSTRACT

Material culture theory informs this study of urban history and borderlands interdependency at El Paso, Texas, and Ciudad Juárez, Chihuahua, Mexico, from 1880-1930. Features incised into and structures built onto the natural environment by the first arriving colonists after the mid-seventeenth century endured for more than two centuries. Over that period, the humanly-created material environment, a social product, fed back into the development of social forms--institutions, rituals, practices, modes of interaction, activities, and beliefs. A significant number of these social forms endured into the late nineteenth century and beyond, even after mechanization and industrialization arrived in the region known …

The study of US nonproliferation policy has traditionally focused on characteristics of the proliferator to explain variations in the preferred US policy outcome: no new nuclear weapons states. Failures in achieving this goal have most often been attributed to the "roguishness" of the proliferating state, its desire for the international prestige normally associated with achieving nuclear weapon status, or intense security concerns which override its desire or ability to adhere to international and US rules governing nuclear proliferation.
