At the time he was serving in the state militia during the contested election between William Goebel and William S. Taylor. His company was stationed in the Senate chambers of the state capitol building.

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

A key theoretical debate underlying the now defunct Federal Communications Commission (FCC) regulation known as the Fairness Doctrine is conflict over what constitutes the right to freedom of speech: a positive or negative conception. Similarly, since repeal of the Doctrine, other FCC measures to uphold the “public-interest” standard in broadcasting have relied on a positive conception of speech. This thesis demonstrates the history of this debate through court cases, news reports, scholarly articles and historical documents. It then is argued that the positive-right nature of these regulations is problematic philosophically, constitutionally and practically. The positive-right conception lends itself to an …

Violence is terror and terror is violence. Liberators, freedom fighters, revolutionaries and terrorists have all become labels of convenience. Terrorism, historically, has been institutionalized by some governments to their advantage. Academicians and politicians fail to agree on the issues surrounding terrorism hence defining terrorism has become an academic puzzle. The ambiguity in its definition has also contributed to lack of any universal comprehensive acceptable theory. The literature on terrorism by and large accused weaker nations of supporting terrorism. Realignment theory has long offered the primary framework for understanding American political history, particularly as it relates to the party system. The ‘‘System of 1896’’ is central to the theory and holds that William McKinley’s victory in that year ushered in a Republican-dominated era lasting until Democrat Franklin D. Roosevelt’s election in 1932. The 10 years of partial—and six years of total—Democratic control of Congress and the White House (1910–20) during this 36-year stretch (1896–1932) remains an anomaly among realignment theorists. We argue that the transition to Chinese authority has not undermined democratic governance in Hong Kong and that voice and accountability have improved since the handover. We seek to explain this surprising result and conclude with a discussion of the implications of our findings for China, Taiwan, and cross-strait relations.

The two articles, “Another Human-Rights Irony at the U.N.” by Anne Applebaum and “UN Elects Rights Violators to Human Rights Council” by Edith Lederer, both set forth the problems encountered by the UN Human Rights Council and its predecessor, the Human Rights Commission. Namely, that member states with notorious human rights records will exploit the Council to their political advantage. As Applebaum points out in her article, “authoritarian regimes have long battled to join the council...the better to prevent any outsiders from investigating their own governments.”
