This report examines Idaho state budgeting during 2009 and 2010. After first describing Idaho’s people, politics, and budgeting process, it discusses the economic and General Fund revenue situations facing the state. The paper considers adjustments for FY 2010 proposed by Governor Otter and approved by the legislature, and budget recommendations and legislative actions for FY 2011 and their impacts on state spending. The report concludes with developments since the legislative session ended last spring.

A year ago I was most excited to receive a letter of invitation from CLAGS' executive director Sarah Chinn to spend the autumn term 2010 as a Scholar in Residence. The idea of returning to CLAGS after 16 years of absence was particularly intriguing for me because I found my last visit there in 1994 most valuable and inspiring for my scholarly work. And I was not to be disappointed this time either.

This research paper is centered on the question “how does the history of the Apartheid effect South African Jews relationship to the Israeli-Palestinian conflict?” Four South African Jews from different parts of the Jewish community were interviewed. Blogs and newspaper articles were also analyzed. The participants were asked about their personal stories. They were asked about their relationship to Israel and Palestine, their visits there, whether or not they see a comparison between the Apartheid regime and the Israeli government. This study examines the effectiveness of negative and positive political advertisements among voters in college. The study builds on past research exploring negative political advertising and demobilization and mobilization theories. Additionally, potential backlash against sponsoring candidates of negative policy-based attack ads is looked at as is whether those who regularly follow politics are affected differently by ads than those who do not. Fifty-three college students participated in an experiment in which they rated two candidates based on any prior knowledge and political party, assessing favorability and the likelihood of voting for each candidate. Scholarship on law and social movements has focused attention primarily on the United States, and secondarily on countries that share the Anglo-American legal tradition. The politics of law and social movements in other national legal contexts remains under-examined. The analysis in this article contrasts legal mobilizations for immigrant rights in France and the United States and explores the relations between national fields of power and legal practices. I trace the institutionalization of immigrant rights legal organizations in each country, and argue that the divergent organizational forms and litigation strategies adopted by “professionalized” movement organizations reflect the dynamics of the nationally-distinct …

This study examines the relationship between citizens, political parties, and local government in Nepal. Specifically, the research focuses on the relationship as it pertains to the decision-making processes in the VDC and DDC in Salleri, Solukhumbu. Through interviews with individuals at the policy level in Kathmandu, officials in Salleri, and residents of Salleri, the research studies this interaction and how it relates to citizen’s individual agency, political parties’ role as a middleman, and local government’s ability to communicate with local residents. This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

The article investigates how linear algebra can recover mathematical information from the electronic messages using the Enron Email Sets in Pennsylvania. It states that a term-by-email matrix has been created to cluster algorithm, which allows one to mine through data and discover meaning. Moreover, nonnegative matrix factorization (NMF) enables one to interpret the resulting factorization in terms of the original problem.

Scholars investigating the role of self-interest in determining policy preferences find that self-interest has weak effects. However, researchers have refined their concepts of self-interest and are now finding a greater role for it (e.g., Crano 1995). We continue along this line of research, considering different mechanisms by which self-interest may come to be important. We argue that measuring people’s perceived self-interest in a policy (which we call vested interest) is important for understanding how people pursue their self-interest. We find that while life circumstances can cause people to endorse vested interest, emotion is an important mediator of this relationship. Finally, …

English language learners (ELLs) are the fastest growing group of students in the United States. The purpose of this research is to help better understand the personal experiences of these students in their journey to learn English while still maintaining their Spanish roots. Much research has been done on a large scale to identify the successes and shortcomings of the American education system in supporting these immigrant ELLs. This project, however, focuses directly on the personal experience of the bilingual student in the mainstream classroom and the influence of their home and community life on the assimilation process. In recent decades, the migration that has long been characteristic of life in the Great Plains has meant the steady relocation of population from rural to metropolitan counties. While much has been written about the social and economic consequences of this migration, far less is known of its political consequences. In Nebraska, the least-populated counties experience the most severe out-migration, and are the most reliably Republican. The Leadership of George Bush is infused with a sentimentality exemplified by the book's opening statement describing the Bushes' emotional response to Bush 43's election to the presidency: "George Bush sat straight up, his back rigid but his chest heaving slightly as he sought to hold back tears. Barbara Bush sat quietly, unmovable, a glint of satisfaction and pride sparkling in her eyes." Despite the author's proximity and long-time affiliation, the book provides scant new information about Bush 41 's presidency, mostly because the author fails to connect it with larger literatures on presidential leadership and executive management.
