"Since the end of the Cold War, our world has seen an increase in intra-state conflict and the emergence of the notion of state accountability for the treatment of their citizens. Furthermore, sovereign states increasingly see that it is in their interest to apply the rule of law and human rights norms beyond their borders. While peace building efforts have been achieved through criminal prosecutions, truth commissions, reparation programs, and vetting, a truth commission, in particular, has been progressively used in the past decade as one aspect of transitional justice measures. "This thesis undertakes an in-depth analysis of the minority rights of Roma populations living within the European Union. The Roma people face economic, social and political discrimination that permeates both government institutions and society in general and has prevented this minority group from integrating into the workings of society. This issue is important because the Roma lack a positive identity both of themselves and from other groups, which deprives the state of an important source of productivity. "This thesis analyzes the current model of European Union conditionality toward the Western Balkans, which based on a dual approach through the Stabilization and Association Process (SAP). Through SAP, the European Union (EU) is trying to stabilize the Western Balkans, while at the same time associating them with EU policies and supporting them in taking over the EU acquis. My hypothesis is that in order to promote democracy and the rule of law, the EU's policy of stabilizing and integrating should be reformed to better strengthen and clarify conditionality. This thesis hypothesizes that shared democratic values and institutional constraints, proposed as explanations by Democratic Peace Theory (DPT), should in theory prevent small powers from engaging in physical conflict. However, because these democracies are small and developing, these constraints may not influence outcomes in the same way as they do in larger and more developed powers. To test this hypothesis, a dyadic case study was conducted of the relationship between Turkey and Israel. In the absence of a continued military presence in Iraq, the United States must use alternative means to achieve its foreign policy goals. Stated goals include maintaining influence, increasing stability in Iraq, Iran, and the Arabian Peninsula, and ensuring Iraq's territorial integrity. This paper suggests leveraging the power of American oil and gas firms operating in Iraqi Kurdistan given the relative ineffectiveness of the embassy in Baghdad and the hostility many Iraqis exhibit toward American diplomats. In 1963, President John F. Kennedy signed the Mental Retardation and Community Mental Health Centers Construction Act, establishing the beginnings of deinstitutionalization in the United States. By some counts, this Act was a stupendous policy success—by others, a dismal failure. 50 years later, no cohesive national mental health care policy has emerged to deal with increased rates of mental illness among the homeless and the incarcerated. This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. It uses two seminal works from each side of the environmental discourse, Silent Spring and The Population Bomb and The Ultimate Resource and The Skeptical Environmentalist, to analyze stylistic differences and similarities, to compare public reception, and to explain the increasing polarization of environmental discourse.

In 2004, a French law went into effect banning girls in state sponsored schools from wearing the hijab, a Muslim head covering. While the law also banned the Jewish kippa and large cross necklaces from being worn in public schools, the hijab took center stage in what became a worldwide media frenzy. The ban of the hijab as well as more recent laws that banned full face veils in all public spaces and a ban on Muslim prayer being performed in the street show a growing divide in the French populace. A vast literature acknowledges the corruptibility of regulators; however, empirical tests on the matter have been limited to two-agent models examining the rulemaking process and price regulation of natural monopolies. It remains an open question whether political contributions, by driving legislative pressure, can entice laxity from regulators in their application of the rules. To remedy this issue, I observe the highly-regulated coal mining industry for which there exists several points for inspector discretion. By comparing the outcomes with Congressional coal mining contribution levels, I am able to ascertain capture across several dimensions. Specifically, I find that contributions are associated with …

This paper explores the rhetoric and actions of Margaret Thatcher, Golda Meir, and Indira Gandhi regarding feminism and their gender before they became prime minister. The paper finds that none of the leaders identified as feminists, and did not actively focus on women’s issues or elevate the status of women while in office. Yet, all of these leaders called for women to mobilize and pursue careers, either via their actions or speeches. This paper examines the causes of the rise in vacancies on the federal courts in recent decades. Under President Barack Obama, the number of vacancies on the federal courts has sharply jumped. This is due to firm opposition by Senate Republicans, who have used the various procedural tools of that body to make it difficult for nominees to get confirmation.
