On Chinese Foreign Policy: A Big Stick, An Equally Big Carrot, Hannah K. Fishman

The Macalester Review

This paper attempts to provide a framework for analyzing China's newfound assertiveness. Does a rising China pose a systemic threat to the world order, or will Beijing's rise be characterized by what policy officials refer to as a "Peaceful Rise"? This paper argues that China is "building a bigger stick and a bigger carrot" to increase its hard and soft power capabilities; however, this policy won't necessarily pose a threat. The United States must strengthen Western-central international institutions and guide Beijing into this framework if the US wants to see a "Peaceful Rise."

The social media boom has brought about a new age of communications and connectedness in our world. Just as the advent of televised news brought more attention to humanitarianism, social media has the capability to alter how humanitarian responses are viewed, coordinated, and executed. However, despite the vast potential of social media, humanitarian actors have been hesitant to fully incorporate it within their modus operandi. This essay explores the reasons for their skepticism and looks at cases where social media was put to good use during humanitarian crises. Carving Out A Niche For Humanitarianism Within The Responsibility To Protect, Oana D. Alexan

Humanitarian action aims to alleviate the humanitarian symptoms of crises, yet humanitarian ideals have been stretched in ways relief workers never expected. For one, the right of humanitarian intervention rests on the premise that war, whose nature provides the rationale for killing, may be labeled a humanitarian act if waged for humanitarian ends. Humanitarian relief organizations oppose the misleading and manipulative labeling of conflicts that contradict the fundamental rationale of humanitarian action—the alleviation of suffering. At the turn of the twenty-first century, the international community engaged in a dialogue that gave birth to the concept of the “Responsibility to Protect.” …

Since the early part of the 20th century, the federal government has engaged in a long and slow process of devolution in the Canadian Arctic. Although the range of powers devolved to the territorial governments has been substantial over the years, the federal government still maintains control over the single most important jurisdiction in the region, territorial lands and resources, which it controls in two of the three territories, the Northwest Territories and Nunavut. The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. In our society there is a systematic failure to recognize certain cru­cial principles about the human condition, especially by those in positions of power. Parents and policy-makers alike focus too greatly on removing personal responsibility and too little on allowing it. The result is a gradual removal of the individual's authority as the arbiter of his or her own life. Part of the reason for this problem is that "responsibility" as a concept has become somewhat ambiguous, and thus, it has become misunderstood. Signifying The Place Of Unforgettable Memory: Atrocity And Trauma In A Post-Conflict Landscape, Ralph J. Hartley

Department of Anthropology: Faculty Publications

After active inter-group lethal violence subsides places at which atrocities occurred are often assigned significance, reflecting an altered social topography influenced by ideology that may foster the hardening of socio-ethnic boundary distinctions. While using a comparativist approach, this paper explores the relationships between socio-cultural trauma, places of atrocity, and socio-political polarization. Two sites in the former Yugoslavia and in Rwanda, where highly publicized massacres occurred, illustrate the power of place significance in social environments vulnerable to flare-ups of violent conflict.

News Coverage Of New Presidents In The New York Times, 1981-2009, Stephen J. Farnsworth, S Robert Lichter

Content analysis of front-page The New York Times stories during the first year of the Barack Obama presidency revealed news coverage that was far more positive in tone than that received during the first year of the Ronald Reagan, Bill Clinton, and George W. Bush presidencies. Overall, the Obama findings reveal a media honeymoon in that influential newspaper, a sharp contrast from first-year coverage of other presidents during the modern era of a more combative press. The positive policy coverage Obama received in the Times was also significantly more positive than on evening newscasts of network television and on Fox …
