Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. The U.S. has some rare earth resources, but is heavily dependent on access to them from from Afghanistan, Bolivia, and China. Losing access to these resources would have significant economic, military, and political implications. Occasionally, a candidate for the White House will deliver a penetrating critique of presidential assertions of authority in the realm of foreign affairs. Ohio Sen. Robert Taft, who might have made a fine president had it not been his misfortune to run against Dwight Eisenhower in the 1952 Republican primary, brought considerable constitutional knowledge to the campaign trail. He rightly criticized President Harry Truman for his usurpation of the war power in plunging the United States into the Korean War without congressional authorization, as required by the Constitution.

U.S. nuclear arms control policy must address numerous factors, including our strategic relationships with Russia and China, the potential for future nuclear weapons reductions--including non-strategic nuclear weapons, and the offense-defense relationship, given concerns that missile defense developments could in the future affect the nuclear balance. Washington DC must also consider its obligations under the Non-Proliferation Treaty, how to dissuade new countries from joining the nuclear weapons ranks, and what to do about the Comprehensive Test Ban Treaty, which the United States has signed but not ratified. The Docking Institute of Public Affairs at Fort Hays State University conducted the 2011 Kansas Speaks survey from May 21 to September 6, 2012. The next day newspapers chime in with their reporting, as the country wakes up to further analysis of what has happened and what the future might bring. The direct incorporation of citizens into complex policymaking processes is the most significant innovation of the "third wave" of democratization in the developing world. Participatory governance (PG) institutions are part of a new institutional architecture that increases the connections among citizens and government officials. This article draws from a single case of participatory governance to explore how its particular mechanisms work to transform representative democracy. In the cases examine here, PG institutions are grafted onto representative democracy and existing state institutions. These are state-sanctioned venues that require the intense involvement of citizens and government officials, without which the programs would …

Massachusetts’ Asian American community continues to grow rapidly and accordingly Asian American electoral participation increases in importance. Voting is a vehicle to expand opportunities and to enhance their role in the selection of public officials and influencing public policies. This participation, however, does not come easily for some groups and especially for those with a large immigrant component such as the Asian American populations. To be eligible to vote, adult residents must be United States citizens by birth or naturalization, but that is not enough — citizens must also be registered to vote.
