Despite their striking similarities, which include population demographics, size, and a legacy of inter-group conflict, the collapse of democratization in Rwanda and Burundi in the early 1990s led to genocide in Rwanda and a different type of violence in Burundi. This study suggests that to better comprehend why risk factors lead to genocide in some cases and not others, focus must be placed on how these factors are perceived by those in power of the state experiencing them. The growing prominence of Political Action Committees (PACs) calls for the analysis of their impact on state legislatures and the passing of bills. This thesis sought to determine the relationship between PACs and the state legislatures of New York and Illinois as it relates to the passage of statutes that legalized recreational marijuana. This was done by collecting contribution disclosures from the individuals who voted on the bills and finding the aggregate amounts given to a candidate by in-state and out-of-state PACs and non-PACs. Public education in the United States has produced lackluster results in the past decades. Various forms of school choice have emerged in recent years to combat the poor results seen in the public education system, but these private schools are financially unattainable for many Americans. Bureaucratic overload, city corruption, inequities in funding, and frequent teachers’ strikes have certainly contributed to the destitute state of Illinois’ public education. As American political actors have framed poverty as a choice made by the unambitious, it has become clear that our society has a pervasive misunderstanding of poverty. Policy Feedback Theorists assert that the design of our welfare policies contributes to this fallacy, raising the question of whether there is a relationship between policy design and the way citizens act and feel. This thesis uses quantitative data from the American Citizen Participation Study and qualitative data from two original interviews to test the existence of “policy feedback effects” on program participants’ feelings of efficacy.
