The United States has experienced a significant decline in the death penalty during the first part of the twenty-first century, as death sentences, executions, public support, and states with capital punishment all have declined. Many recent reforms banning or placing a moratorium on executions have occurred in blue states, in line with the notion that ending the death penalty is a progressive cause. Challenging this narrative, however, is the emergence of Republican lawmakers as champions of death penalty repeal legislation in red states. This Article puts these efforts by Republican lawmakers into historical context and explains the conservative case against …

The Golden Gate Bridge, and the surrounding national parks, are one of the most iconic tourist destinations in the world. Although this area is idyllic in many ways, its underlying governmental set-up creates traffic problems on the US-101 highway that angers tourists and commuters alike. One piece of land that exacerbates the increasing congestion on this section of US-101 is the Vista Point parking lot that is just North of the Golden Gate Bridge. This parking lot’s entrance is just off of the Northbound side of US-101, and during summer and holiday weekends cars will queue onto the freeway completely …

The most prominent and influential feature of worldwide Evangelicalism, is the megachurch. In Latin America megachurches have proliferated and grown in political influence when they first came into contact with neoliberalism during Pinochet's dictatorship in Chile. As Latin America's poor first migrated out of rural areas into Latin American cities, then north, to the United States, they have brought with them their religion. Increasingly, this religion is Protestant, evangelical, and for many, it is Pentecostalism. Misunderstood by the early literature on Pentecostalism, is the strain of neoliberalism that has become infused in the religion's most powerful institution - the megachurch. …

Electricity generated through residential solar provides a low carbon source of electricity. However, diffusion of residential solar remains low across the United States. Growing this diffusion takes an understanding of localized uptake trends, which can focus policy and business efforts to help increase residential solar market penetration. This is the first research to investigate residential solar uptake in Washington State and to examine environmental education as a potential driver of residential solar uptake. West Virginia is one of the poorest states in the nation, and West Virginians face some of the highest rates of illness and disability. One of the few bright spots for the health of West Virginians have been government-funded programs like Medicaid and the Children’s Health Insurance Program (CHIP). The Affordable Care Act (ACA), including the expansion of Medicaid under Governor Tomblin in 2014, has brought health coverage and access to care to hundreds of thousands of West Virginians. During the 2012 US presidential debates, more than five million connected viewers turned to social media to respond to the broadcast and talk politics with one another. Using a mixed-methods approach, this study examines the prevalence of humor and its relationship to visibility among connected viewers live-tweeting the debates. Based on a content analysis of tweets and accounts, we estimate that approximately one-fifth of the messages sent during the debates consisted of strictly humorous content. Using retweet frequency as a proxy for visibility, we found a positive relationship between the use of humor and the visibility of individual tweets. Not …

In this article, we examine the degree to which White support for Donald Trump is driven by economic anxiety or racial resentment. Given Donald Trump's rhetoric surrounding racial and ethnic minorities during the 2016 presidential election, it is perplexing that the influence of racial attitudes has been ignored in explaining his electoral success. We argue that Whites with high levels of racially resentful attitudes should be more likely to support Donald Trump and that racial resentment should be a greater determinant of support for Trump than variables measuring economic anxiety. Using the frames of analysis and language of political whiteness and anti-migrant hegemony, this paper examines the narrative of liberal immigration reformers transforming California’s political landscape within the period of 1994 to 2017. Taken as case studies the following articles of legislation are analyzed: Proposition 187 in 1994, the California Dream Act in 2010, the Trust Act in 2014, up to the present Senate Bill 54 in 2017. In the United States today, the behavior of the political branches is generally viewed as more damaging to the American constitutional system than is the behavior of the federal courts. Yet constitutional law scholarship continues to focus primarily on judges and judging. This Article suggests that such scholarship should develop for presidents and members of Congress what it has long advocated for judges: a role morality that imposes normative limits on the exercise of official discretion over and above strictly legal limits. This thesis explores how the United States identified Iraq as a threat to its national interest from 1990 to 1998. The international relations literature is heavily skewed toward exploring the question of why states engage in conflict and neglecting how a country identifies a threat. Therefore, this thesis focuses on the threat identification policy process. This thesis examines two security moves – the Gulf War and the Iraq Liberation Act – and uses primary documents to reveal how the foreign policy apparatus concluded that Iraq was a threat. CVE is complex. It requires combatting the narratives and ideology of many extremist groups around the globe, constructing environments with appealing alternatives to extremism, and most importantly, sensitivity to the variety of circumstances in which CVE takes place to effectively battle the root causes of extremism. Constructing a complete CVE effort thus requires a great variety of skills, coordinated to efficient implementation. Despite notional commitment, U.S. CVE abroad lacks interagency coordination. JIATF-S offers a strong model of interagency coordination, from which lessons may be applied to the formation of an interagency CVE effort. While the United States was founded upon the premise of religious freedom, religious rhetoric has pervaded presidential addresses since the Founding. While such addresses were rare at the Founding because constitutional interpretation restricted presidents’ ability to campaign and communicate directly with the American people, the inaugural address is one speech that has existed since George Washington’s inauguration in 1789. How has the Latino community been targeted by digital propaganda during the 2018 midterm elections in the US? How might this affect their involvement in and around the election? This thesis starts to answer these questions through a data analysis on two of the most prominent and popular social media platforms for political discussion: Twitter and Reddit. However, recently this “Chevron deference” has been called into question by the judiciary, the legal academy, and Congress.
