Public participatory geographic information systems (PPGIS) have been advanced as a means to include those who have been traditionally excluded from numerous place-specific governance activities, including planning and policymaking and as a way to resolve some of the long-standing tensions between critical traditions in human geography and the ever-expanding field of GIS. For nearly thirty years, the Students’ Educational and Cultural Movement of Ladakh (SECMOL) has addressed the shortcomings of the education system in Ladakh (la dwags), a mountainous region under the rain-shadow of the Himalayan Range in Jammu and Kashmir State of Northern India, through education reform in government schools and the creation of alternative education programs. A 7.8 magnitude earthquake struck Nepal on April 25th, 2015. This was followed by a second major earthquake of magnitude 7.3 on May 12th , 2015. These disasters took the lives of thousands of Nepali people, destroyed hundreds of thousands of structures, and displaced an estimated two million people. Immediately following the disaster, there was an outpouring of humanitarian aid from around the world. This lead to a conference where $4.1 billion USD of reconstruction funds were pledged to Nepal by international donors. The Community Geography Project of IMS augments its work for communities in the Portland region through an ongoing series of GIS and Asset Mapping PSU Senior Capstone courses. Multi-disciplinary teams of students are introduced to issues that community partners bring to us that require a better understanding of community assets and the possible connections among them. Students do research, analyses (including GIS analysis), and develop presentations, reports, and GIS products that communicate their findings to the partners and community members at large.

In this dissertation, we study sparse coding based feature representation method for the classification of multispectral and hyperspectral images (HSI). The existing feature representation systems based on the sparse signal model are computationally expensive, requiring to solve a convex optimization problem to learn a dictionary. A sparse coding feature representation framework for the classification of HSI is presented that alleviates the complexity of sparse coding through sub-band construction, dictionary learning, and encoding steps. Fuelwood constitutes the primary domestic cooking fuel in many rural communities throughout the Global South. Unsustainable levels of fuelwood consumption, however, contribute not only to local forest degradation but also to global climate change through the release of black carbon and carbon dioxide into the atmosphere. Moreover, as a driver of indoor air pollution, it also negatively affects human health. Mule deer are prominent ruminants across the Northwestern United States. Their sensitive biology makes their habitat hard to come by. Their habitat requires adequate bedding, cover, feeding ground, and close access to water year round. To avoid high winds, low temperatures and heavy snowfall, the winter months often require mule deer to descend from their high elevation homes to the lower elevation valley, particularly in search of food and water. Sanitation marketing is an emerging approach of strengthening the local private sector to implement scalable and sustainable improved sanitation coverage in developing countries, specifically among the poor. It encourages the enhancement of sanitation market supply and demand by developing distribution infrastructure and stimulating consumer interest. Unlike interventions that provide hardware subsidies to initiate sanitation demand, financial support for sanitation marketing is used exclusively for the research and development of the market; this encourages the private sector to become independent and self-sufficient. Females have larger pelves than males among eutherians to mitigate obstetrical difficulty. This study addresses 3 issues concerning pelvic sexual dimorphism using 8 species that are sexually monomorphic in nonpelvic size: Aotus azarae, Castor canadensis, Dasypus novemcinctus, Hylobates lar, Saguinus geoffroyi, Sciurus carolinensis, Sylvilagus floridanus, and Urocyon cinereoargenteus. Using published data to compute the index of relative newborn body mass (RNBM = [newborn body mass/adult female body mass]100%) for 266 eutherian species, A. azarae, H. lar, and S. geoffroyi are characterized as giving birth to relatively large newborns and the other 5 species as giving birth to relatively small newborns. …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

In southern Ukraine, two hydraulic infrastructures continue to exist despite environmentalist campaigns that have exposed them as fragile, broken or unprofitable. The Danube-Dnister Irrigation Project (DDIS), a Soviet mega-project that diverted water from the Danube and turned the Sasyk estuary into a reservoir, receives state funding despite a 1994 ban on its use for irrigation. The Bystre Shipping Canal, built in 2004 despite domestic and international opposition, is losing money but continues to operate. These cases exemplify the material politics of infrastructuring in which infrastructure is understood as an antagonistic process of assembling networks of humans and nonhumans rather than …

This research explores the multifaceted benefits that accrue from learning within an international, experiential context. It uses a qualitative, case study approach employing pre and post surveys, in-situ observations, and semi-structured photo-elicitation interviews to analyze the Center for Geography Education in Oregon’s (C-GEO) 2013 Overseas Teacher Institute--a professional development program that took 11 teachers to Russia, Mongolia, and China for a total of 17 days (plus two additional travel days) to learn about the cultural and physical geography of each place.
