Costa Rica’s state-led model of energy generation based on large-scale investments in hydropower has given the country autonomy in generating its own energy as well as sovereignty over its natural resources. Successive governments have used nationalist and ecological discourses to support the continued expansion of hydropower as the path to economic development. In more recent decades however, a number of factors have been eroding the dominance of the state-led hydropower development model. Abstract

This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.

Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. This work is part of a long-term monitoring effort designed to provide a better understanding of the condition of the vegetation community and how it changes over time. Abstract

Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. The objectives of this study were to better understand the hydrology of the recently discovered subterranean lakes in Jewel Cave and to evaluate their relation or possible connection to similar lakes in Wind Cave. …

In 2009, the Heartland Inventory and Monitoring (I&M) Network) initiated breeding bird surveys on Effigy Mounds National Monument (NM), Iowa, to address two objectives: (1) to monitor changes in bird community composition and abundance, and (2) to improve our understanding of relationships between breeding birds and habitat and the effects of management actions on such relationships. California water law has traditionally treated groundwater and surface water as separate resources. The 2014 Sustainable Groundwater Management Act (SGMA) broke with this tradition by requiring groundwater managers to avoid significant and unreasonable adverse impacts to beneficial uses of surface water. This paper considers the trajectory of this partial integration of science, law, and resource management policy. Drawing on legal analysis and participatory workshops with subject area experts, we describe the challenges of reconciling the separate legal systems that grew out of an artificial legal distinction between different aspects of the same resource.

Our analysis offers two main contributions. First, …

This dissertation analyzes corporate-community conflicts around extractive industries in Guatemala with the purpose of better understanding how environmental struggles emerge and take shape. The study uses environmental governance as a framework to analyze the processes, institutions, actors and discourses that shape the conditions of possibility of political action and mobilization in environmental struggles. The consequences of human activities through territorial occupation, resource extraction, and waste deposition, all characteristics of the Anthropocene, have severely impacted biodiversity. In some countries, passing and enforcing environmental legislation to protect the environment has proven to be a major challenge. Various types of terrestrial protected areas have been established to safeguard, manage, and utilize the biodiversity of non-human species and anthropocentrically-defined natural resources, cover approximately 14.7% of the earth’s surface, according to the World Bank (n.d) and IUCN (2008). We are failing to protect the biosphere. Novel views of conservation, preservation, and sustainability are surfacing in the wake of consensus about our failures to prevent extinction or slow climate change. We argue that the interests and well-being of non-humans, youth, and future generations of both human and non-human beings (futurity) have too long been ignored in consensus-based, anthropocentric conservation. Consensus-based stakeholder-driven processes disadvantage those absent or without a voice and allow current adult humans and narrow, exploitative interests to dominate decisions about the use of nature over its preservation for futurity of all life. British Columbia has the greatest biological diversity of any province or territory in Canada. Yet increasing numbers of species in British Columbia are threatened with extinction. The current patchwork of provincial laws and regulations has not effectively prevented species declines. Recently, the Provincial Government has committed to enacting an endangered species law. Drawing upon our scientific and legal expertise, we offer recommendations for key features of endangered species legislation that build upon strengths and avoid weaknesses observed elsewhere. Climate change is projected to dramatically impact agricultural production across the world. Agricultural producers must adapt to changing conditions by implementing practices and utilizing knowledge that creates resilient operations. This study explores how Montana farmers and ranchers use of different types of knowledge during periods of drought and how risk perceptions and trust influence the use of knowledge. To understand the role trust and risk in producers’ use of local knowledge and climate information, I conducted five focus groups with 34 Montana agricultural producers. Producers explained that they encounter many agriculture-related risks, including uncertain forecasts, financial losses, and adverse weather. …
