In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. Children from low-income families are increasingly growing up in urban areas with limited access to nature. In these environments, strategies that promote access to natural outdoor spaces, such as green schoolyards, may enhance positive youth development outcomes by promoting physical activity (PA) and prosocial behavior, as well as increasing perceptions of safety. The current study examines children’s PA and social interactions, as well as caregiver and teacher perceptions of safety, injuries, teasing/bullying, and gang activity on three newly renovated green schoolyards in low-income urban neighborhoods. As California contends with climate change and more extreme cycles of drought and deluge, water management agencies and conservation groups are looking towards solutions to the decreasing reliability of imported water supplies. Stormwater has historically been perceived as a threat to development but when captured properly, it presents a resource that can augment local water supplies. Ethiopia has shown considerable progress in alleviating the decades-long food insecurity problem, but still, in the context of urban areas such as Addis Ababa families continue to struggle to make ends meet. The overall purpose of this research is to explore families’ lived experiences and coping mechanisms with food insecurity. Framed with the narrative-empowerment theoretical framework this ethnographic study outlines the findings of semi-structured interviews and focus group discussion of 35 adults and children and observational notes. This autoethnographic account of pedestrianism in Chicagoland aims to remind us of the sensory, social, and emotional experiences walking can provide, and how an environment centered around automobiles affects those experiences. It utilizes participant observations and refers to literature from a wide range of disciplines to construct a story of walks in downtown Aurora and Chicago, Illinois that illuminates factors at play in the shaping of the pedestrian experience in urban areas.

The book presents an overview of regional housing dynamics and consequent impacts in Northeast Ohio since the 1940s. Focus is on the city of Cleveland and its host county. Dynamics are examined in terms of supply and demand, population movement, lifespan of buildings, and the influence of government on the choices people have when considering where to live. Impacts include housing decline and abandonment, change in property value, and urban sprawl. Recommendations, centered on tax-base growth sharing, are presented for altering existing dynamics to support Northeast Ohio’s resurgence.

In this dissertation I analyze an institutional investor portfolio of over-leveraged multifamily rental housing in East Palo Alto, California to demonstrate how changing forms of landlordism produce both new and familiar targets for tenants organizing against displacement and for housing security. Venture capital investors in the first decade of the 2000s exploited the Silicon Valley regional conditions of racial exclusion, uneven development, and municipal rent control. Based in Johannesburg, South Africa, this ethnographic study examines the phenomenon of eviction within the context of the post-apartheid constitutional right to housing and legal protections against evictions. Rather than view evictions as a singular event, evictions are treated as a lived experience intrinsically linked to the historical, political, and economic life of inner city Johannesburg and more broadly South Africa. I address how South Africa’s constitution creates both a platform for housing advocates to contest evictions and also allows property owners to evict tenants. Anthropogenic land conversion is occurring rapidly and has the potential to impact our water quality. This study aims to explore the effect of watershed land characteristics on water quality within stormwater ponds (SWPs). Rapid land conversion is known to affect water quality of receiving water bodies, however not much is known about the effect of urbanization on SWPs. Geographic informational systems (GIS) was used to determine areas of land that drain into ponds. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. The report focuses on four cities, which are represented in the New Jersey Urban Mayors Association (NJUMA) — Bridgeton, Passaic, Perth Amboy, and Trenton. This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. Austerity appears to be a globally coordinated restructuring process, where international and national governments cooperate to stymie economic crisis and socialize the costs of systemic economic failure. However, austerity is also shaped from the bottomup. This paper examines the 2008 bankruptcy of Vallejo, California. This city of under 120 000 people became the first municipal bankruptcy in the Great Recession period. We explore how it became the first to fail. In doing so, we outline the finances of a city whose entrepreneurial activities continued to flounder, making it a good candidate for austerity reforms. However, we also find the city …

Over the past thirty years, increasing numbers of low-income people live in suburbs in the United States, with an increased proportion of racial and ethnic minorities among them (Covington, Freeman, & Stoll, 2011; Frey, 2011; Howell & Timberlake, 2014; Puentes & Warren, 2006). In urban areas, increases in poverty rates have been marked by increases in racial and ethnic segregation among people living in poverty (Logan & Stults, 2010; Massey, 1990; Orfield & Luce, 2012). Regional Influences On Political Identity: Canadian And U.S. Urban Comparisons, Susan Mason

Scholars have expanded the academic literature to understand the way culture may influence politics but much less work has considered the influence of region on cities and individuals. The article uses existing data to examine whether liberalism is influenced by the region where individuals and cities are located. The study uses the boolean method and Hierarchical Linear Modeling to control for both individual and city level effects in 8 Canadian cities and 46 U.S. cities. The findings support the supposition that place still matters even in an era when globalization threatens to standardize much of what makes up our communities.
