In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

Historic Black and African American Cemeteries have been particularly impacted by the combined negative impacts of weathering, vandalism, and development pressures alike. These cultural landscapes have the added hindrance of little to no access to the complex resources necessary for preservation and restoration afforded to most White cemeteries. County Walkability And Small Business Receipts, Talia Perluss

This thesis explores the correlation between county walkability and small business receipts, as well as other possible demographic variables that could explain the success of small businesses, by using a fixed-effect panel regression model. Using county-level data in the years 2012 and 2017, this paper finds that there is a significant correlation between an increase in walkability and an increase in receipts. When running the fixed-effect regressions, this paper found that there is a moderately high positive correlation between walkability and per capita income, suggesting that the effects of an increase in walkability may also capture the effects of an …

Journal of Public Affairs and Development

This study examines procurement practices and policies that hinder or facilitate public research and development. An online survey and interviews with key informants in 44 research development institutions (RDIs) in the Philippines were conducted. Participants include Project Leaders, members of the Bids and Awards Committee (BAC), the BAC secretariat, chief accountants, technical working groups, and suppliers. The results show that some procurement policies, workflows, and capacities of the procuring entities contribute to procurement delays. A lack of qualified or suitable suppliers and a limited market of highly specialized and scientific equipment are also factors affecting procurement efficiency. It is recommended …

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

Per- and polyfluoroalkyl substances (PFAS) are emerging contaminants of concern with potential for adverse effects on both human and environmental health. Hence, long-chain PFAS compounds used in legacy aqueous film-forming foams (AFFFs) are being phased out, resulting in the stockpiling of them at various commercial installations. PFAS contaminated runoff from these facilities has the potential to contaminate nearby surface water bodies and the fish inhabiting them. The program strategies and the assessment tools encourage early childhood teachers to adopt 26 strategies across three competency areas: 1) classroom design; 2) teachers’ rhythm and temperament; and 3) instructional strategies during the 10-month program year. With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.

When engaging students as change agents, advocates, and partners in making healthy nutrition choices easier, environmental assessment tools developed for adults may be too complex or inappropriately tailored for youth. The book presents an overview of regional housing dynamics and consequent impacts in Northeast Ohio since the 1940s. Focus is on the city of Cleveland and its host county. Dynamics are examined in terms of supply and demand, population movement, lifespan of buildings, and the influence of government on the choices people have when considering where to live. Impacts include housing decline and abandonment, change in property value, and urban sprawl. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. New Orleans politicians, with the aid of the federal government, used the destruction and displacement caused by Hurricane Katrina in 2005 to implement policies that discouraged low-income and working class black residents from returning to New Orleans. Impacted communities felt the need to revitalize street parades (second-line parades), a traditional communal neighborhood activity, as an instrument of political protest. In response the City used minor municipal ordinances to more vigorously regulate these parades, doubling the fees imposed for street parades and effectively shutting them down.
