The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. To this end, partnerships are central and can lead to the dignity of the citizens involved as they participate in the development of their own communities. This dissertation investigated the perceptions of alumni who participated in a civic leadership program (LP) in a large, metropolitan city with over 1.7 million residents in its local community. The program, with a 42 year-long history, had no formal data on its participants, the program, or its efficacy. The research investigated the expectations, experience, and engagement of participants over its 42-year history. Despite the multitude of existing studies of leadership and organizational outcome, there are few empirical studies of these phenomena in Africa. The purpose of this cross-sectional study was to examine the relationship between Nigerian local government administrative leadership and organizational outcome and between perceived leadership effectiveness and transformational leadership factors, based on Bass's full range leadership theory (FRLT). Data were collected through the Multifactor Leadership Questionnaires administered to a randomly selected sample of 240 department heads in 30 local governments in Osun State, Nigeria. Many urban neighborhoods in the United States have experienced an exodus of businesses. Their Main Streets—once consisting of bustling restaurants and stores—are now marked by “for rent” signs and boarded windows. Some community leaders have given up, but others are actively trying to bring businesses back. In Cincinnati, Ohio, several neighborhoods are starting to use the community entertainment district (CED) designation to attract entertainment and arts establishments. This paper presents an evaluation of the implementation and early impacts of the CED in one neighborhood, which may be insightful to leaders in other urban areas in Ohio and beyond.

Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.
