This article — an excerpt from my book, Capital City, with elaborations on a number of key points — argues that the housing crises endemic to contemporary capitalism must be understood as a result of the concentration of global capital into real estate and the the re-orientation of state planning capacities around the demands of the real estate industry. Scholars have identified the abuse of state resources as one of the primary indicators of whether a country will democratize. Clientelist networks are critical to how incumbents exploit state assets to remain in power. When the informal relationships of clientelist parties undermine the formal institutions of the state, the regime is no longer democratic, even where competitive elections take place. Alternately, if a ruling party in such hybrid regimes loses its monopoly on state power, it creates an opening for other parties and social groups to push for democratization. Mexico and Turkey are critical case studies on how clientelist parties …

This independent research project dives into the history of tenant-led housing struggles in New York City with a particular focus on using film archives and documentaries to highlight key moments and case studies when housing activism opened up new political imaginations, intersections and possibilities in the city.
As outlined in the Direct Action Housing zine, I curated and hosted four public events in the spring of 2019 on different aspects of housing struggles documented through archival film records. Inequality is an age-old concern. In recent years, the rise of income inequality has received worldwide media and policy attention, beginning with the Occupy movement of 2011-2012 and a wave of notable scholastic books such as Stiglitz (2012), Piketty (2014), and Atkinson (2015). Piketty’s Capital in the 21st Century, an unlikely bestseller, contained a vast amount of data showing that the rich are taking rising shares of income and wealth in the advanced economies. In Euclid v. Ambler Realty, the Supreme Court upheld the constitutionality of zoning, including zoning that excluded apartment houses and retail businesses. Although the decision was not unanimous, the Euclid minority did not write a formal dissent. The purpose of this article is to show what such a dissent should have looked like.

According to the popular press, expensive cities are being overrun by "ghost apartments"- condominiums owned by wealthy foreigners, but used as investments rather than being rented out to local residents. This article points out that such apartments are in fact a very small percentage of housing supply, even in some cities that are supposedly overran with such condos. More importantly, the existence of new “ghost apartments” does not justify exclusionary zoning policies. If a city popular with foreign investors discourages construction of new housing, investors are likely to purchase older housing units, outbidding local residents for those units. In this …

This plan was developed for Virginia Organizing, a statewide non-partisan grassroots organization dedicated to challenging injustice by empowering local communities. The plan was designed to produce a replicable model for organizers embarking on housing campaigns. Research on the Virginia Organizing chapters in Fredericksburg and Charlottesville was completed as well as on the broader affordable housing ecosystems in these regions. This research was gathered through interviews with regional and local planners, organizers, non-profit representatives, and individuals working in the intersection of planning and organizing. Chapter member research, which guided this plan, was conducted through surveying, focus groups, and qualitative mapping. Findings …

How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

Global cities today are facing fundamental challenges in relation to unaffordable housing and growing economic inequality. Singapore’s success in making home ownership possible for 90% of its population has attracted much attention internationally. This book represents a culmination of research by the author on key housing policy innovations for affordable housing. Housing policy changes were effected in the 1960s through reforms of colonial legislation and institutions dealing with state land acquisition, public housing, and provident fund savings. The comprehensive housing framework that was established enabled the massive resettlement of households from shophouses, slums and villages to high-rise government-built flats. In …

LGBTQ youth are at a much higher risk for experiencing homelessness, victimization, abuse, and disconnection from social and medical services than their non-LGBTQ peers. This research paper uses a mixed-methods approach to identify the specific needs of unaccompanied LGBTQ youth in Worcester, Massachusetts, and how the youth service sector can better meet the needs of this population. Analysis of data from unaccompanied LGBTQ youth and the providers who serve them revealed a disconnect between service providers, and a lack of resources that accommodate the intersections of homelessness and LGBTQ identities. This study utilizes basic indicators captured from refugee case files at Ascentria, a local resettlement agency, to explore the barriers to housing stability refugees face in the 90-day resettlement process. By piecing together raw data with insight from the data collection process, this research centers refugee households, housing, and the reporting process to answer the question “in what ways can the reporting process better serve resettled refugees in their ability to maintain housing in Worcester?” Looking at how country of birth, household size, and employment eligibility affects refugee households, this research turns to the complexity of housing stability in terms …

“Project Sidewalk” is an existing research effort that focuses on mapping accessibility issues for handicapped persons to efficiently plan wheelchair and mobile scooter friendly routes around Washington D.C. As supporters of this project, we utilized the data “Project Sidewalk” collected and used it to confirm predictions about where problem sidewalks exist based on real estate and crime data. We present a study that identifies correlations found between accessibility data and crime and housing statistics in the Washington D.C. metropolitan area. This thesis examines the struggles of squatters and slum dwellers for housing prior to the 1973 coup in Santiago de Chile, Valparaíso, and surrounding areas, with a focus on the Frei era of the late 1960s. The work argues that severe urban overcrowding generated advocacy for housing during the rise of progressive and leftist politics in Chile. It also explores the dynamics of efforts to promote housing through the lens of the work of professionals in the fields of architecture and urban planning. As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. The Levin College of Urban Affairs has been the evaluation and research partner for the Cuyahoga County Foreclosure Prevention Program (CCFPP) since the program was adopted in 2006. This report is an update to the County for 2016. The evaluation tracks progress and provides feedback about the program that can be used to improve and adapt it to meet the rapidly changing state and national context surrounding foreclosures.
Since the program began in 2006, the Cuyahoga County foreclosure prevention program has served a total of 29,135 homeowners at the five participating counseling agencies. In 2016 alone, 901 households were counseled. …

The Center for Community Planning and Development was engaged by the City of Oberlin, Ohio to develop a comprehensive housing needs assessment. A fact-finding study with recommendations, it is intended to support future policy discussion and visioning as part of the City’s planned comprehensive plan process in the coming year. Historically, progressives have opposed restrictive zoning, arguing that by restricting the housing supply to high-end housing, zoning reduces the supply of housing available to lower-income Americans. But recently, some progressives have suggested that new market-rate housing facilitates gentrification and displacement of lower-income renters. This article critically examines that theory.

The essay attempts to fill the gaps found in knowledge and practice for conceptualizing local housing marketplaces in public policy administration. Dichotomous conceptualization in terms of homeownership and rental housing led to inefficient local housing marketplaces and affordability issues. The rationally evolving economic concept of local housing marketplaces is to financially leverage every family and stimulate investing in landed properties for decent homes. Hence, the Housing Act of 1949 reasonably envisaged every American family having access to a decent home as the great equalizer. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. For many communities in the industrial Midwest, the changing economy has resulted in population loss. Combined with changes in population settlement, housing preferences, and demographics, Cuyahoga County is now faced with an oversupply of housing mismatched to the needs of current and future households. To address this disparity, the County is performing a housing study that will address the full needs of our communities: new construction where warranted, rehabilitation where feasible, and demolition where necessary.
