Metropolitan Planning Organizations (MPO) sit at a unique nexus of government arrangements and missions that could be effective for addressing issues of climate change. Using survey and secondary data this study investigates the potential of metropolitan planning organizations to play a formative role in climate change action and policy. We examine factors that promote MPOs involvement in climate change issues by bridging two types of literatures in a quantitative modeling framework: the institutional responses to environmental change, driven by conceptualization of urban systems as social-ecological systems, and the public policy, regional planning and local politics literature. This thesis outlines a technique for rapid documentation of historic sites in volatile cultural landscapes. Using Holt Cemetery as an exemplary case study, a workflow was developed incorporating RTK terrain survey, UAS aerial imagery, photogrammetry, GIS, and smartphone data collection in order to create a multifaceted database of the material and spatial conditions, as well as the patterns of use, that exist at the cemetery.

The theme of this portfolio is how different tools and approaches can be used for advancing transportation equity. Broadly defined, transportation equity is about fairness in transportation. There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Equity can also be defined by the fairness of processes. Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. On October 29, 2012, one of the largest Atlantic basin storms in recorded history hit the East Coast. Although Superstorm Sandy centered around New Jersey and New York when it made landfall, the massive storm system spanned 1,000 miles north to south, over three times the size of a typical hurricane.

Luckily for Boston, Sandy’s storm surge hit the city near low tide, causing relatively minor coastal flooding. Had the storm hit 5½ hours earlier, 6.6 percent of the city could have been flooded, with floodwaters reaching City Hall.

This historical review of 20 studies since the 1960s examines the influence of urban development on the thermal environment in Singapore, a fast growing tropical island city-state. Past observations are critically assessed with regard to experimental controls and station metadata. Given the availability of historical climate and developmental data spanning almost 50 years, changes in urban heat island (UHI) intensity and spatial coverage can be traced temporally. Rapid urban expansion in Singapore is clearly reflected in spatially and temporally changing air and surface temperature patterns. Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In Massachusetts v. EPA, 549 U.S. 497 (2007), the Supreme Court held that Massachusetts was entitled to "special solicitude" in the standing analysis because it was sovereign. As a result, Massachusetts passed the standing threshold in a global warming case where an ordinary litigant may have been stymied. The Supreme Court’s analysis raises an interesting question: Are Indian tribes—which have been considered sovereign entities since before the founding, and which hold lands facing heavy environmental pressure—entitled to "special solicitude" as well? We think they should be.
