US manufacturing is struggling with both a productivity and job quality challenge. These challenges are interconnected, reinforcing the need for increased coordination of economic and workforce development efforts. This article outlines the evaluation findings of a novel business-facing initiative called the Genesis Movement, to understand its role in reshaping the workforce experience within small- and medium-sized manufacturing businesses in Chicago, Illinois. New Yorkers are facing a housing crisis. Long-standing disparities of race and class in New York City have been exacerbated by the COVID-19 pandemic. Coronavirus and the looming eviction crisis threaten working-class communities, immigrant families and youth searching for housing stability throughout the city. This report is a call to action demanding that city and state elected officials, along with civic leaders, address the housing crisis that youth are inheriting. A team of youth housing fellows, housing organizers from the Broadway Housing Communities, and CUNY academics shaped this project around the ethos, “No research about us, without us.” The work …

On 12/27/2020, the Consolidated Appropriations Act was passed, providing $900 billion in stimulus relief. Another 1.4 trillion in spending helped plan the 2021 federal fiscal year. On 3/11/2021, the American Rescue Plan passed providing an additional $1.9 trillion in economic stimulus to further aid the country through the ongoing pandemic. The pandemic has damaged not only health systems, but social and economic systems as well. One effect of COVID-19 has been mass housing instability, which is predominantly due to evictions. Portland, Oregon has long held the reputation of being a quirky, artistic, mid-size American city for the ecologically friendly and progressively minded. What is less well-known is that Portland has a long history of segregation, racial violence, and public policy that is often viewed as hostile by the Black residents, especially the Albina neighborhoods of North and inner-Northeast Portland. Social equity is relatively easy to define but much harder to accomplish. As a result, achieving social equity continues to be difficult in American society and across the globe. We present a case study of a collaborative effort by two nonprofits to conduct a program for public high schools and local law-enforcement agencies across the United States. The program was designed to acknowledge and address the historic harms that impact police-community relations. The purpose of this case study was to explore perceptions of the impact of program participation on diminishing social inequity using in-depth semi-structured interviews with marginalized Black and Coloured mothers at a civil society organization (CSO) in the Western Cape Province of South Africa (SA). Narratives from a total of thirty-seven interviews form the basis of this paper. Interviews provide examples of extreme poverty and the importance of within-in program social support networks. This case study highlights the successful efforts of one CSO to alleviate social inequity – through life skills and income generation programming – among impoverished women. Findings …

The critical role of education in making the United States a more equitable nation underscores the importance of eliminating the persistent academic achievement gap between students of color and White students. A school culture that fosters trusting relationships can play a key role in reducing this gap. This importance of trusting relationships at the core of school culture has, however, not always been recognized nor prioritized in policies and actions. Police body-worn cameras (BWC) emerged on state policy agendas to improve public accountability and mitigate social equity concerns in the wake of a national debate on police violence. Some, but not all, states adopted BWC, suggesting several state-level factors determined the policy making process. We develop a two-step political model of state criminal justice policy (adoption and implementation) that incorporates three distinct political actors: law enforcement groups; traditional advocates for civil rights/liberties; and new advocates for social equity/justice. Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

This dissertation investigates three applications of emerging technologies for urban trans- portation. In the first chapter, we design a new market for fractional ownership of au- tonomous vehicles (AVs), in which an AV is co-leased by a group of individuals. We present a practical iterative auction based on the combinatorial clock auction to match the interested customers together and determine their payments. In designing such an auction, we con- sider continuous-time items (time slots) which are defined by bidders, and naturally exploit driverless mobility of AVs to form co-leasing groups. This paper examines and synthesizes existing critiques of contemporary community work in the United States. These critiques are substantiated and developed by a discussion of nonprofit history and formal structure, establishing the premise that contemporary community work is constrained both by its powerlessness and its collaboration with government. It is constrained to an extent that it cannot meaningfully address or remedy community problems. Theorists often see the root of this problem in the birth of neoliberalism in the 1970s, but this paper argues that it arises instead from liberal philosophy, and is rooted much more deeply in Western history and …

Vegetation is an important part of ecosystems, and the use of vegetation coverage as an indicator to study the spatio-temporal dynamics of regional vegetation is necessary for ecosystem health evaluation. The urban heat island effect can change the structure and functions of urban ecosystems, and affect the climate, hydrology, atmospheric environment, and energy metabolism of cities, as well as the health of residents. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing, and enrollment trends affecting the District in recent years, and annual enrollment forecasts for the District overall, for students residing in each of its high school clusters (HSCLs), for students residing in each school attendance area, and for students enrolled at each school. This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …
