The focus in this review was to explore the benefits and optimal use of trauma-informed, strengths-based care for the therapeutic treatment of low-socioeconomic status (SES), urban youth. Specific focus was given to evidence-based research on the treatment of emotional and behavioral dysregulation among low-SES, urban youth. Since 2011, the city of Louisville, the site of this research, has been calling itself “Compassionate City.” The dissertation takes Compassionate Louisville as a city brand and seeks to investigate the effect of the image construction on the local politics. It aims to investigate the latent discourses produced by Compassionate Louisville in relation to the neoliberal political economy of the city. This dissertation employs the Critical Discourse Analysis (CDA) methodology. Compassionate Louisville, being a brand, produces a discourse of compassion. The CDA methodological approach helps to investigate this manufactured discourse in relation to the neoliberal socio-political context of the city. …

Getting Up: An Ethnography Of Hip Hop Graffiti Writers, Their Art, And Perceptions Of Society's Reactions., Theodore Malone

This ethnographic analysis of the modern hip hop graffiti writing subculture connects the separate but complementary theoretical constructs of serious leisure (Stebbins 1982), dark leisure (Smith and Raymen 2016), recreational specialization theory (Bryan 1977), and edgework (Lyng 1990) and situates the writer “standpoint” (Smith 1987) in terms of interrelations of policy and written discourse. Past research found that writers were motivated by fame and status, to express artistic skills, and to control and destroy space (Brewer and Miller 1990). This dissertation analyzes the differences among homeless rates in urban and suburban “continuums of care” (service areas for homelessness in the United States) over the period of 2014-2018. The purpose is to determine which variables are useful to predict the rates of two definitions of homelessness: the more extreme “Category One” homelessness as defined by the U.S. Department of Housing and Urban Development (HUD): those unsheltered or living in homeless shelters; and the broader Department of Education definition of homelessness: families with children that are homeless, including those in Category One but also those living in hotels, staying temporarily with …

This dissertation concerns residential incorporation and the socioeconomic impact of immigrants primarily from Latin America and Asia with their rapid geographical dispersal in the U.S. I adopt econometrics methodologies and GIS techniques to examine how immigration affects housing price changes and white out-mobility in established and new destinations, utilizing datasets from the U.S. Census Bureau and the Panel Study of Income Dynamics (PSID). The first part examines the effects of immigration into the U.S. established and new immigrant destinations on housing prices using county-level data that span 2011 to 2017. The Center for Economic Development identified 33 driver industries in the 2019 report titled “Northeast Ohio Front Runners: Groups of Regional Industry Drivers (GRIDs).” GRIDs are wealth-creating industries that pay high wages, have a robust regional specialization, and contribute to the economy through regional supply chains. However, in this year alone, the U.S. and Ohio economies have seen a trade war with China, retaliatory tariffs on U.S. goods, the collapse of oil prices, and mandatory business closings due to the COVID-19 pandemic. Policies and programs have been utilized throughout the United States (U.S.) to reduce water use as a strategy to ensure sufficient water supplies for future demand. As governmental leaders and policy makers face increasing freshwater scarcity and supply unpredictability, along with rising costs and decreased federal funding, Best Practices (BPs) in water conservation are increasingly important to facilitate decision-making in choosing which strategies to employ. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. The current arguments to increase voting by mail rather than at the polls may result in suppressing voting by Black and Hispanic voters unless outreach to those populations can increase their confidence in and preference for using the postal service to cast their votes in the 2020 general election and beyond. This is a particularly important in the coming election due to the likely exposure to COVID‐19 at the polling places should the pandemic be still a significant health risk at places of congregation.

Small cities, with their mix of urban capacity and small-town charm, are a promising environment for interactive and inclusive citizen engagement. However, small cities have received very limited attention by sociological and planning literature, and even less attention has been paid to the leaders of small city communities. This study contributes to this gap through an analysis of the dynamics of participation between small city leaders and their constituents from the leaders’ perspective. This dissertation considers three separate optimization problems related to sustainable urban and environmental systems. The first problem relates to the nightly relocation and recharging operations for Free-floating electric vehicle sharing (FFEVS) systems. Such operations involve a crew of drivers to move the shared electric vehicles (EVs), and a fleet of shuttles to transport those drivers. Mixed integer programs are used to model the relocation and recharging operations. Two approaches are devised: sequential and synchronized approaches. In the sequential approach, the movement of EVs is first decided, then the routing of shuttles and drivers is determined. In the synchronized approach, all …

The goal of this project was to attract K-12 students to transportation engineering careers through STEM outreach programs. To accomplish this goal, the object of the project was to design and implement maritime freight oriented educational outreach activities centered on traffic sensing technologies for middle, high school, and first-year college students. In MarTREC Project 5011 (Evaluating the Performance of Intermodal Connectors), the research team designed a low-cost, easily implementable LiDAR and Bluetooth sensor bundle that was capable of detecting, characterizing, and tracking freight trucks as they traveled to and from inland waterway port areas.
