Sherman County’s total population declined the 2000s. Wasco was the only UGB to experience population growth, while all other UGBs declined between 0.4 and 0.7 percent. The area outside of the UGBs experienced a greater decline of 2.3 percent.

Secure vehicular communication is a critical factor for secure traffic management. Perfect security in intelligent transportation systems (ITS) has solid and efficient intrusion detection systems (IDS). In this paper, we consider false data injection attacks and distributed denial-ofservice attacks (DDoS), especially the stealth low-rate DDoS attacks, targeting the integrity and availability, respectively, in vehicular ad-hoc networks (VANET). Novel statistical intrusion detection and mitigation techniques are proposed for the considered attacks. Hydroplaning is a major concern on high speed roadways during heavy rainfall events. Hydroplaning tools are widely used by designers to reduce their roadway’s hydroplaning potential, therefore reducing the possibilities of severe crashes. This dissertation presents two methodologies for improving the prediction of hydroplaning potential.

The first phase focused on improving an existing widely used software called PAVDRN. Using multiple datasets from the Florida Department of Transportation, the author filtered the data using specific criteria to leave only truly dynamic hydroplaning crashes. In 2017, the City of Monroe Planning Commission decided to update its Comprehensive Plan, last amended in 1986 and sought technical support. In addition to developing a Buildable Lands Inventory, Housing Needs Analysis, and Economic Assessment to support the comprehensive plan update process, Constellation Planning created a Field Guide as an interactive resource to be used for long range planning processes in Monroe, recognizing an opportunity to increase planning capacity.

Legal Walls PDX charts a path toward a more inclusive atmosphere for street art, and specifically graffiti, in Portland by planning a legal graffiti wall for public expression in the Central Eastside Industrial District. This plan proposes legal routes forward, as well as recommendations for implementing, designing, and stewarding the wall. These recommendations are informed by stakeholder outreach, best practices in other cities, and key advisory interviews. The complementary zine presents the idea of a free wall through storytelling and provides an approachable version of the plan for a wider public audience.

This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Western North America boasts an abundance of scenic mountains, ski areas, stunning desert landscapes and national parks. Living near these natural amenities are small communities, many of which are becoming increasingly popular places to live and visit. The influx of visitors creates unique transportation and mobility challenges for these small towns and cities, such as seasonal spikes in severe roadway congestion and a desire for e-bike share programs in communities of less than 1,000 people. More than three million Americans experience homelessness annually. Emergency shelter capacity is limited while local governments are unable to provide even temporary housing. Informal housing involving interim self-help solutions are now popular adaptive actions for obtaining shelter, despite nonconformance with city codes. Unfortunately, most informal solutions have resulted in objectionable tent cities and squatter campgrounds where the local response has simply been to move the problem around. Introduction: This report examines key socioeconomic and demographic trends in New York City and Long Island from 1990 to 2016.

Methods: The findings reported here are based on data collected by the Census Bureau IPUMS (Integrated Public Use Microdata Series), available at http://www.usa.ipums.org for the corresponding years and the US Census Bureau’s American Community Survey.

Results: The Long Island suburbs have grown significantly more diverse in the early twenty-first century. The total number of non-Hispanic Whites in both Nassau and Suffolk Counties is in steady decline, as is their share of Long Island’s total population. Latinos and Asians, on the …
