Given that we have had historic increases in inequality, as well as stagnant poverty levels for several decades, I will tell the story of poverty and inequality in the U.S. from the perspective of the metrics of happiness and well-being. My research—and the book that resulted—found that inequality is part of this story, but not the only part. The story was much more complicated than I anticipated. This dissertation presents an urban history of Bombay/Mumbai from the perspective of a politics of plurality, arguing that while the city has emerged from governmental control and planning, its development has also been shaped by myriad popular productive forces of urban society. The dissertation traces the uneven development of the city through significant planning policies, popular movements, and lived experiences of various struggles against regimes of developmentalism—the governing ideologies of development, techniques, policies, and rules of law through which the city has been planned and governed. This qualitative case study explored the perceptions of educators regarding the impact nonprofit sanctioned programs and services have on schools rated as failing, or academically unacceptable by the Louisiana Department of Education during the 2014-2015, 2015-2016, and 2016-2017 school years. The schools represented in this study are in an urban Louisiana community, serving grades K-8. Each of the schools represented in this study partnered with at least four nonprofit agencies that provide services in after school enrichment, community learning centers, fight diversion programs for students, mini grant programs for teachers, and sex respect/teenage pregnancy prevention for middle school campuses. Participating in the Landscape Architecture Foundation’s 2018 Case Study Investigation has been an incredibly informative experience for our research team at the University of Nebraska-Lincoln. We are eager to shine a spotlight on the landscape performance of two Great Plains projects: P Street Corridor, a revitalized downtown streetscape in Lincoln, Nebraska, and Tom Hanafan River’s Edge Park, a waterfront redevelopment in Council Bluffs, Iowa. Working on the post-occupancy study of both projects has been extremely beneficial in understanding how reclaiming underutilized sites can create high-performing landscapes. This dissertation investigated the perceptions of alumni who participated in a civic leadership program (LP) in a large, metropolitan city with over 1.7 million residents in its local community. The program, with a 42 year-long history, had no formal data on its participants, the program, or its efficacy. The research investigated the expectations, experience, and engagement of participants over its 42-year history. To examine these concepts, the study was motivated by three research questions: (1) What is the relationship between the participants’ program satisfaction and the program elements? This dual degree report will evaluate a program that was developed to help with combating youth violence on the Eastside of Worcester. This radio documentary uses the personal stories of homeowners fighting to keep their homes in Worcester Massachusetts to explore the state of Foreclosure in Worcester ten years after the Great Recession. It follows the Worcester Anti-Foreclosure Team (WAFT) and its members in their fight against illegal foreclosures and their battles in Worcester Housing Court. Grounded in personal narratives, the documentary highlights systemic issues with the banking and legal system.

Diverse forms of conservation and development are transforming the material landscapes and related livelihoods of communities in rural places around the world. While many studies focus on changing protected area governance and ecotourism efforts associated with nature protection, other studies focus on residential development in areas experiencing amenity migration. We use a comparative political ecology approach that draws on key insights from the political ecology literature, first, on neoliberal protected area expansion, and, second, on exurbia that highlight the dynamics of competing rural capitalisms and reterritorialization in areas experiencing amenity migration to explore these coupled conservation and development dynamics. Building A Sense Of Community: A Case Study Of The Fairmount Neighborhood In Woonsocket, Rhode Island, Bethany Yeo

This thesis study examines the relative sense of community by isolating key factors that contribute to a sense of community: social trust, identity, and bridging/social cohesion. It also analyzes the relationship, if any, between these three factors and the built environment. Data was collected from 107 archived community impact measurement surveys from NeighborWorks Blackstone River Valley. The results show that residents experienced a lack of sense of community despite the built environment although results were not significant.

Historically, the field of outdoor experiential education (OEE) has been exclusionary and has primarily served white middle- and upper-middle class male populations. Scholars have called for research on how to address issues of social justice in the field for decades, and leaders are finally making steps toward becoming more inclusive. Through a secondary analysis of empirical studies on OEE, this paper examines how the field has modified its focus towards minority populations in K-12 OEE programs in the United States and provides recommendations for practitioners of OEE. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

Increasing the resiliency of the electrical utility system in a region has numerous benefits to the residents, companies, and public entities operating in that region ranging from improved safety to financial impacts. However, attracting political interest and capital for such a major infrastructure improvement project requires an expectation from the potential participants that the project will be technically possible and economically attractive for investors. Performing a feasibility study is an important first step to ensure that a project is worthy of pursuit from both a technical and economic viewpoint.

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. This report analyzes the potential economic impact of La Villa Hispana’s construction and operation proposed in the Clark‐Fulton neighborhood of Cleveland, the home to the densest population of Hispanic residents in the State of Ohio. We separately estimate the economic impact of El Mercado, one of the foundational projects of the La Villa Hispana development. The economic impacts are assessed on the City of Cleveland, Cuyahoga County, and the State of Ohio.

When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. While this positive relationship between housing prices and public transportation is well documented, there is a lack of literature on how gentrification, caused by public transportation, affects neighborhood-housing prices across race. This master's thesis investigates the economic factors that are affecting the financial decision-making of educated, middle to upper class Millennials in Los Angeles, California. This thesis explores how economic factors, preferences, and self-efficacy interact to determine housing pathways. This thesis also asks whether Millennials in Los Angeles will be able to afford homes and how the cultural narrative of the American Dream affects preferences. Emerging connected and autonomous vehicle technologies (CAV) provide an opportunity to improve highway capacity and reduce adverse impacts of stop-and-go traffic. To realize the potential benefits of CAV technologies, this study provides insightful methodological and managerial tools in microscopic and macroscopic traffic scales. In the macroscopic scale, this dissertation proposes an analytical method to formulate highway capacity for a mixed traffic environment where a portion of vehicles are CAVs and the remaining are human-driven vehicles (HVs). How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

This article examines tax increment financing (TIF) in Kansas City and St. Louis, two heavy users of the tool under the same statutory authority. Based on a complete database of TIF projects through 2013 (2012 for Kansas City) and numerous interviews with local government officials in both metropolitan areas, we explore the TIF use of these two cities, which have different structural aspects and have gone through sharp policy changes, to examine if central cities that use different strategies beget different outcomes in their suburban areas.
