Metro's Research and Modeling Services Program is responsible for the development, maintenance, and application of travel demand models for application in long-range planning efforts in the Portland metropolitan region.

Representation of traffic—both vehicular and transit—plays an integral role in the travel demand modeling process. Complex software is required to assign vehicles and transit users to transportation networks to determine viable options available to travelers, costs associated with those options, and sets of routes by which travelers might navigate their trips.

What do Ron Paul, Nancy Pelosi and President Donald Trump have in common? They’ve all promised to “drain the swamp” of Washington politics.

These ambitious “hydraulic engineers” rely on a phrase that is deeply mired in our political discourse. The metaphor gets its clout from the notion that Washington was built in an actual physical swamp, whose foul landscape has somehow nourished rotten politics.

The assumption is just plain wrong: Washington was never a swamp, as I’ve discovered in exploring its first two centuries.

Many researchers argue the increasing reliance on sit/lie ordinances to regulate homeless people's use of public space is one in a suite of neoliberal policies that shape the geographies of public space in cities to serve the needs of global capital. However, these policies are developed at the local, not global, level as specific actors make claims in the public sphere that communicatively shape policy formation. Through comparative case study, this research asks, how do different actors, situated in specific local and global contexts, influence the adoption of sit/lie ordinances?

Although the airborne platform is efficient and economic compared to the popular ground vehicles in road condition survey (RCS), studies on applying it in RCS are limited. A former study on airborne hyperspectral imagery (AHI) tried to tie a band ratio to pavement condition index. Its result proved the value in AHI, yet pointed out the difficulty in quantitative evaluation.

As a result, bicycles are essentially double exposed to safety risk, due to their interactions with both motorized vehicles and other bicycles. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the McMinnville School District (MSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years and forecasts of district‐wide enrollments for a ten year period from 2017‐18 to 2026‐27 and of individual schools for a five year period from 2017‐18 to 2021‐22.

As a part of West Brookfield’s 2018 Master Plan, The Route 9 and Route 67 Corridor GIS Analysis project was developed for Planners at The Central Massachusetts Regional Planning Commission (CMRPC) to analyze the major corridors running through West Brookfield, Massachusetts. A series of maps were created using numerous data sources and queries to visualize the area’s land use, development, and environmental features. The resulting maps highlighted existing land uses, constraints, and potential development and conservation opportunities across the town. The relationship between household access to medical care and food security is a potentially circuitous and challenging relationship to model. This discussion paper uses multiple modelling techniques to determine the quality of the relationships between these variables using household survey data collected by the Hungry Cities Partnership in 2014 in Maputo, Mozambique. The results of the investigation are framed according to the Sustainable Livelihood Framework and indicate a predictive relationship between household food security status and consistent household medical care access among the sampled households. School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2017‐18 and 2026‐27. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Globally, the transfer of funds by migrants to their home countries or areas (cash remittances) is at an all-time high. By 2017, it is predicted to rise to US$500 billion – and there is a growing policy consensus that cash remittances can be mainstreamed into development. This discussion paper aims to review what is currently known about the role played by the informal sector in general, and informal retailers in particular, in the accessibility of food in South Africa. The review seeks to identify policy-relevant research gaps. Drawing on Statistics South Africa data, we show that the informal sector is an important source of employment, dominated by informal trade with the sale of food a significant subsector within this trade. In this study, a multidisciplinary team from the University of Oregon and the University of Utah examined regional metropolitan center programs and policies in the Salt Lake City and Denver regions. The goal of the study was to examine this topic on two levels. First, to learn how and why local governments have adopted the concepts of metropolitan centers over time and the related supporting and constraining factors. Second, to understand how demographics, land use, and transportation choices have changed over time in the designated centers.

This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. Tradeoffs, particularly in terms of traffic mobility, transit performance, accessibility and pedestrian interactions, are not well understood.When the focus is on motorized vehicle mobility and throughput, high traffic or vehicle speeds are desirable because at high speeds more vehicles can flow per unit of time and roadway section. However, high traffic/vehicles speeds are not desirable for pedestrians who have to cross urban arterials. In particular, pedestrians can be highly vulnerable at unsignalized, marked crosswalks where pedestrians have the right of way but where drivers’ yield rates are significantly lower than at signalized intersections. Taxicabs are critical complements to public transit systems. In New York City, ubiquitous yellow cabs are as iconic as the city’s subway system, and the city recently added green taxicabs to improve taxi service in areas outside of the Central Business Districts and airports. In this paper, we used multiple datasets to explore taxicab fare payments by neighborhood and examine how paid taxicab fares are associated with use of conventional banking services. There are clear spatial dimensions of the propensity of riders to pay cash, and we found that both immigrant status and being “unbanked” are strong predictors of cash …

The research of Dr. Bent Flyvbjerg in the 1990s and early 2000s showed that urban rail projects often cost more than estimated and carried fewer riders than projected, a troubling trend suggesting that the forecasts for urban rail projects were too optimistic in terms of cost and ridership. Inspired by that research, this analysis seeks to extend that framework to analyze Bus Rapid Transit (BRT). A study of forecast vs. actual costs and ridership was conducted for 19 BRT projects in the United States. From this, it was found that the cost projections for these projects tended to be quite …

Numerous studies have reported ridership increases along routes when Bus rapid transit (BRT) replaces conventional bus service, but these increases could be due simply to broader temporal trends in transit ridership. To address this limitation, we compared changes in ridership among routes where BRT was implemented to routes where BRT was planned or already existed in King County, Washington. Ridership was measured at 2010, 2013, and 2014. Ridership increased by 35% along routes where BRT was implemented from 2010 to 2013 compared to routes that maintained conventional bus service. For several decades, Geographic Information Systems (GISs) have held center stage in archaeological studies of ancient landscapes. Recently, three-dimensional (3D) technologies such as airborne LiDAR and aerial photogrammetry are allowing us to acquire inordinate amounts of georeferenced 3D data to locate, map, and visualize archaeological sites within their surrounding landscapes. GIS offers locational precision, data overlay, and complex spatial analysis. Three-dimensionality adds a ground-based perspective lacking in two-dimensional GIS maps to provide archaeologists a sense of mass and space more closely attuned with human perception. Traditionally, transit market research has categorized passengers into two distinct groups: captive riders and choice riders. Market analyses that depend on such broad categories are likely to overlook important details about the needs and desires of their customer base. This study attempts to better understand the complexities of the different groups who take transit by using information from five years of customer satisfaction questionnaires collected by two Canadian transit providers. Estimates of vehicle miles traveled (VMT) drive policy and planning decisions for surface transportation. No similar metric is computed for cycling and walking. What approaches could be used to compute such a metric on the state level? This report discusses three such approaches, identifies the advantages and disadvantages of each, and applies them to Washington State. The first approach employs travel survey data.
