In most issues of NEJPP I will focus upon those recent books that fire our imaginations and help us shape our sense of local and regional place. The United States (US) witnessed remarkable growth in annual long distance travel over the past few decades. Over half of the long distance travel in the US is made for pleasure, including visiting friends and relatives (VFR) and leisure activities. This trend could continue with increased use of information and communication technologies for socialization, and enhanced mobility being achieved using fuel-efficient (electric/hybrid) and technology enhanced vehicles. Despite these developments, and recent interest to implement alternate mass transit options to serve this market, not much exists on the measurement, analysis and modeling of long distance pleasure travel in the U.S.

The Fruits of Diversity Community Orchard, located in Portland, Oregon in an affordable housing neighborhood, is a site of alternative food provisioning in which a group of people, organized by two nonprofits, work together to manage fruit and nut producing plants. Through conversations with volunteers who participate regularly and participant observation, this study explores the questions: What does community mean in the context of a community orchard? In what ways does partnering with a nonprofit from outside the neighborhood influence community and the way the project is operationalized?

Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

Over the past few decades, the value and weight of freight shipments have grown steadily in both developed and developing countries. A recent statistic in the U.S. reveals that weight of shipments increased from 18,879 to 19,662 million tons between 2007 and 2012 (1). It is also expected that this amount will increase to 28,520 million tons by 2040 (1). It is worth mentioning that 67 percent of shipments are shipped by truck mode in 2012. This research looks at the relevance of Dublin to Joyce’s writings and to the relevance of Joyce’s writings to Dublin. It is concerned with the virtual Dublin of Joyce’s writings, the physical manifestation of Dublin over time, and the relationships between them.

Emerging automotive and transportation technologies, such as autonomous vehicles (AVs) have created revolutionary possibilities in the way we might travel in the future. Major car manufacturers and technology giants have demonstrated significant progress in advancing and testing AV technologies in real-life traffic conditions.

Results from multi-population surveys indicate that despite enjoying moderate familiarity with AVs, more than 40% of the respondents were likely to use them when they become available. Simply looking at the demographic differences without paying any regard to the perceptions might suggest that the demographic differences are the primary causal factors behind the differences observed in the …

Europe is going grey, very grey. In 1800 no country had a life expectancy beyond age 40, but by 2050 one in three people in Europe will be over 60. By then, one in 10 will be over 80—nearly 500,000 people in Ireland. The ageing population will bring its own problems, caused mainly by health, income and government support. Denmark spends about €5,000 a year on social protection in old age; Latvia, Romania and Croatia spend €500. In Ireland, in 2011, the figure was €2,000.

Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The stories detailing long-term recovery from these disasters underscore that federal, state, and local governments are struggling to appreciate the legal tools and institutions necessary to implement the large-scale infrastructure, housing, and community development programs that climate change and more frequent natural disasters demand. School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Gresham‐Barlow School District (GBSD) for the 10 year period between 2016‐17 and 2025‐26. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. History is more important than geography in explaining our relationship with housing. We have a funny relationship with housing in Ireland, one that goes beyond the usual explanation of our land and property obsession being a post-colonial hang-up. Given our location at the northwest edge of Europe, it would be logical to assume Ireland would have a similar approach to housing as Germany, France and the Netherlands. We are different from our regional neighbours, however, and more like our distant cousins in Malta, Italy, Spain, Portugal and Greece.

As metropolitan area governments and others promote density-promoting “smart growth” policies, finer analysis is needed to quantify the impact of such policies on households' transportation and housing costs. Existing research suggests that households in urban areas trade-off between housing costs and transportation costs, but does not explore how policies to increase urban densities might explicitly impact this balance. Furthermore, the research does not adequately distinguish between the effect of urban area density and the effects of other factors associated with urban area density (e.g metropolitan area size and household incomes) on housing costs. The Levin College of Urban Affairs has been the evaluation partner for the Cuyahoga County Foreclosure Prevention Program (CCFPP) since the program was adopted in 2006. This report is an update to the County for 2014. The evaluation provides metrics to track progress and provides feedback about the program that can be used to improve and adapt it to meet the rapidly changing state and national context surrounding foreclosures.

Since consistent tracking began in 2009, the Cuyahoga County foreclosure prevention program has served a total of 23,002 homeowners at the five participating counseling agencies. In 2014 alone, 2,751 households were …
