This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the Hermiston School District (HSD) in recent years, and forecasts of district‐wide enrollment by grade level for the 2014‐15 to 2023‐24 school years.

According to Swiss Re, there are currently approximately 180 urban disasters globally per year. Hurricane Katrina demonstrated the vulnerability of cities and the ability of humans to exacerbate the magnitude and intensity of man-made and/or natural hazards. The changes produced after a disaster can imply multiple adverse impacts including health risks, disruption to energy and water supply, and ecological imbalances. Post-disaster reconstruction, in this context, provides not only the necessity for a community to return to its pre-disaster state, but as Burby states, a “window of opportunity” to enhance resilience, and, in essence, to ‘regenerate’. This paper examines Monte Carlo in the late-nineteenth century and Las Vegas in the mid-twentieth century, and explores how the cities forged specific identities centered upon their casino-resort industries. Civic planners, entrepreneurs, and tourists contributed to the formation of a spatial imaginary (the conception of a place, laden with symbols and infused with meaning designed to evoke certain feelings or experiences, which is also mediated and re-mediated through the imagination) in these gambling centers. Casino-resorts came to dominate the economies of these cities and casino-concessionaires, business bureaus, and elites consistently emphasized the luxuriousness, spectacle, and cosmopolitanism of their casino-resort towns. …

Many cities throughout the United States have created educational “promise” campaigns. Cities such as Kalamazoo and Pittsburgh have offered students money to attend college if they were enrolled in an urban public school and met other specific curriculum goals. These policies were created based on economic development research that cities and regions benefit from having population with education beyond high school. Studies have shown that the more educated a city’s population is, the more rapidly the city will experience growth. A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus. This article looks at independent commissions in the United States and the role they play as flak-catchers—stopgaps that assuage public fears while giving the appearance of decisive government action. In the 1920s and 1930s, Eliel Saarinen, Richard Neutra, and Frank Lloyd Wright each designed plans for real and imagined American cities. Saarinen's Chicago and Detroit plans of 1923-1924, Neutra's Rush City Reformed of 1926, and Wright's Broadacre City of 1935 are stylistically unique but all contain a similar fascination with hypothetical transportation networks and high-speed expansion that reflect a common relationship to the development of urban planning as a discrete field in Berlin and Vienna around 1910.

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2014‐15 and 2023‐24. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Multiple studies have stated the advantages of police traffic enforcement on crash reduction (Zaidel, February 2002). It is very important to identify locations and time periods where police enforcement produces the greatest crash reductions. The objectives of this study were to: (1) determine the impact of overtime traffic enforcement on crash occurrence; (2) develop procedures to identify police agencies with potential to reduce targeted crashes; and (3) develop procedures to identify additional time periods in which enforcement activities should be conducted. The Allen Boulevard corridor, home to diverse populations and a vibrant commercial district, is a community in transition and a community with potential. While Allen Boulevard possesses unique assets in its present state, it has seen little in the way of localized planning or City programs tailored to the area’s needs. As such, the City of Beaverton partnered with the Portland State University Master of Urban and Regional Planning program to produce a detailed corridor study and planning guide for the area. From that partnership, six graduate students formed a consulting group, InSite Planning, to produce this plan.

In an attempt to practice inclusive planning, this research project explores whether Broadway Avenue functions as an ethnic commercial strip and identifies social, physical, and economic components that contribute to the Latino neighborhood/ barrio. Using pilot studies Loukaitou-Sideris (2000), Loukaitou-Sideris (2002), Rojas (1993), Manzumdar et al. (2000), Main (2007), and Fernando (2007) as a foundation, this research uses a single case study in addition to several research methods: 42 random surveys, literature review and analysis, site observations/pictures, and land use survey.

The Map Gresham project was a five-month long planning process led by Camassia Community Planning (CCP) to create “opportunity maps” and an Opportunity Framework Plan for the City of Gresham, OR. Opportunity mapping is a relatively new planning method for analyzing the spatial distribution of indicators linked to opportunity and determining which populations have access to these factors.

The overarching objective of the Framework Plan is to improve equitable access to opportunities for Gresham’s neighborhoods and diverse populations. We created the plan by putting community at the center and collaborating with local organizations, technical advisors, and City staff. It includes …
