Public health is an increasingly important issue addressed from both environmental and public health sectors for the future development of urban environments. From a planning perspective, one possible solution is to increase walkability throughout the cities. Many assessment methods are being developed and administered to evaluate the quality of existing urban environments to promote walkable cities/communities. The results from using these methods provide policymakers and stakeholders with valuable information regarding the existing physical conditions of the environment. Macroeconomic Effects Of Over-Investment In Housing In An Aggregative Model Of Economic Activity, Hian Teck Hoon

Is there a theoretical basis for the view that the end of a period of over-investment necessarily leads to a period of below-normal employment as the excess capital stock is run down? We study the repercussions of a false boom in housing driven by prior expectations of future housing prices not justified by fundamentals. When these expectations are corrected, the result is a precipitous drop in housing prices and, on that account alone, some drop in employment. There is also a bulge in the housing stock. In 2010, an interdisciplinary team from the National Policy Consensus Center at Portland State University and the Department of Planning, Public Policy and Management at the University of Oregon conducted a study examining the arrangements and mechanisms for integrating land use and transportation in metropolitan regions and assessing these arrangements based on current practice and future potential. The four case study regions were: Portland, Oregon; Puget Sound, WA; San Diego, CA, and Denver, CO.

The Intermountain West exemplifies the peculiarities of the Great Recession and its subsequently fragile and protracted recovery. Where pre-recession growth in employment and housing prices was fastest, employment losses and housing price declines have been the most severe—in Las Vegas, Phoenix, and Boise most starkly. The profundity of the recession and sluggishness of the recovery have ensured that no metro in the region escaped unscathed, however, and in the second quarter even the best performers fell on some indicators. This study focused on the use of single occupancy vehicles by employee and student commuters at the University at Albany. The team conducted a review of the existing options for alternative transportation, developed GIS maps of commuting patterns, investigated the on-time performance of mass transit and created a survey to examine perceptions and barriers to using alternative transportation. The report includes a handbook for conducting a similar analysis at other institutions.

This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. Cities that were once considered the most-desired places to live or for businesses to locate are now seeking ways to unclog their increasingly congested roadways and regain their quality of life. U.S. Department of Transportation Strategic Plan Background Cities across the U.S. that are struggling with congestion resort to remedies that are increasingly difficult to implement. Adding capacity is a more challenging proposition given limited land availability, greater environmental constraints, and fiscal barriers. School District Enrollment Forecast Reports

The Portland Public School District (PPS) enrolled 45,592 K-12 students in Fall 2009, an increase of 568 students (1.3 percent) from Fall 2008. This growth breaks the string of 12 consecutive years of enrollment losses and represents the District’s biggest growth since 1992. Growth was concentrated at the elementary level (K-5th grade), which added 577 students (2.6 percent). District-wide secondary levels experienced relatively stable enrollments, with a loss of 55 students (0.6 percent) in middle school grades (6th-8th), and growth of 46 students (0.4 percent) in high school grades (9th-12th). This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources pertaining to the settlement of the …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the District in recent years, low, middle, and high range forecasts of district-wide enrollment by grade level for the 2010-11 to 2019-20 school years and middle range forecasts of individual school enrollments for the 2010-11 to 2014-15 school years. The District’s K-12 enrollment of 7,764 in 2009-10 was 232 students (2.9 percent) below its 2004-05 peak enrollment of 7,796 students. The 2008-09 to 2009-10 loss of 114 students (1.4 percent) was …

Urban agriculture (UA) is spreading across vacant and marginal land worldwide, embraced by government and civil society as source of food, ecosystems services and jobs, particularly in times of economic crisis. ‘Metabolic rift' is an effective framework for differentiating UA's multiple origins and functions across the Global North and South. I examine how UA arises from three interrelated dimensions of metabolic rift—ecological, social and individual. By rescaling production, reclaiming vacant land and ‘de-alienating’ urban dwellers from their food, UA also attempts to overcome these forms of rift. Considering all three dimensions is valuable both for theory and practice.

This research examines the use of individualized marketing as a transportation demand management (TDM) strategy, using the City of Portland's SmartTrips program. This research project has two specific aims: (1) to evaluate whether the benefits of these individualized marketing programs continue to at least one year after the project ends; and (2) to examine whether the theory of planned behavior (TPB) can help explain the behavior changes identified. Surveys of residents conducted one or two years after the original program found that the share of daily trips made driving alone, walking, and bicycling were comparable to that found in the …

Skeptics worry about wasteful government spending and a crushing national debt while proponents argue that it is the only way to dig out from the recession. Locally, reaction has also been mixed.
