Although a multiplicity of local governments is often regarded as promoting efficiency in the supply of public services, political fragmentation can generate economies of scale and externality problems. Several exogenous solutions, including the creation of overlapping districts governments, consolidation of existing units and establishment of a metropolitan government, or direct state or federal intervention, have been offered. We argue that cooperative governance offers a potential endogenous solution to this dilemma. By combining transaction cost and social exchange theories within the institutional collective action framework, we investigate how local governments themselves address inefficiencies from externalities and economies of scale. In contrast to the growing literature on tourist mobility as a performed art, relatively little attention has been paid to resident mobility in tourism places. This paper examines how residents encounter tourists using the concept of tourism as a performance. Drawing on the case of the historic city-center of Venice in northeastern Italy, it explores the spatialities produced through the embodied practices of local mobilities. The paper finds that their movements demonstrated a marked degree of agency. The promotion of homeownership opportunities represents an important approach used by localities to support the revitalization of deteriorated urban neighborhoods. Homeownership is associated with a variety of social and economic benefits to the homeowner including increased residential stability and equity accumulation. The introduction of new homeownership opportunities into a deteriorated urban neighborhood as part of local public policy is intended to capitalize upon the anticipated positive social and economic outcomes. We use data from the Cook County Assessor to document the decline in Chicago apartments and growth in condominium units from 1989 to 2004. While the total number of housing units in Chicago remained approximately constant at a little over one million, we find that at least 44,637 and perhaps as many as 97,894 apartment units were removed from Chicago’s housing stock during this period. Over the same period 102,408 condominium units have been added to the housing stock. Since the Oregon Trail School District (OTSD) was formed in 1997, overall K-12 enrollment has changed very little, with very small increases or decreases in most years. The K-12 total of 4,164 in 2006-07 is 164 students (3 percent) below the 1998-99 peak, but nearly identical to the total seven years ago in 1999-2000. After a period of slow growth in the late 1990s, total enrollment in the North Marion School District (NMSD) has grown by an average of 2.5 percent annually over the most recent six years from 2000-01 to 2006-07. During the period, all schools have added enrollment, and the K-12 total has increased by 270 students, from 1,670 to 1,940. After a period of sustained enrollment growth from the late 1980s through the 1997-98 school year, total enrollment in the Junction City School District (JCSD) has fallen in eight of the past nine years. During the period, all schools have lost enrollment, and the K-12 total has decreased by 248 students, from 2,083 in 1997-98 to 1,835 in 2006-07. This report presents Enrollment Forecasts prepared by the Portland State University Population Research Center (PRC) exploring three possible scenarios for JCSD enrollment during the next five years, each with a unique assumption about the pace of expected housing development.

Originally founded in 1803 and incorporated in 1836, the Village has been the county seat for Ashtabula County since 1807. This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

In recent years, analysts have begun to study cooperation on public services among local governments. These studies have often concluded that services with scale economies are likely candidates for shared service delivery. This article contributes to the emerging literature on this topic by examining interlocal service arrangements for ten public works services in Michigan. Despite the fact that public works exhibit substantial scale economies, many local governments do not cooperate on these services. Empirical studies of local government contracting suggest four groups of factors that may help explain why local governments opt to collaborate on public services: local economic factors, …

Special districts have been seen as a formalized institution for promoting regional cooperation. They allow boundary design to the scale of public problems and may produce greater efficiency in the marketplace for local public goods. Many scholars also have highlighted the flexibility of special district boundaries once established, arguing that this flexibility allows for governance that is more adaptable to changing resource constraints and patterns of demand. While flexible boundaries might promote special districts’ ability to internalize spillovers while acting alone, it might impede more ad hoc forms of cooperation among localities. In 1992 a disc golf course was created by Alpha Phi Omega, Nu Sigma Chapter of Stephen F. Austin State University within Pecan Park in the c ity of Nacogdoches, Texas.
