Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher

Working Group on Interlocal Services Cooperation

Michigan local governments engage in a wide range of cooperative activities. Little is known, however, about what factors motivate local governments to engage in intergovernmental cooperation and how local government officials choose among various forms of collaboration. We develop and test a theory of intergovernmental cooperation that explains differences in the factors that lead local governments to engage in horizontal cooperation with other local units versus vertical cooperation with county or state governments. Our primary focus is on fiscal capacity: we hypothesize that limited fiscal capacity leads many local governments, especially townships, to work collaboratively with state or county actors …

School District Enrollment Forecast Reports

The Portland Public School District (PPS) enrolled 45,446 K-12 students in Fall 2006, a decrease of 676 students (1.5 percent) from Fall 2005. This was the second consecutive year that PPS lost about 700 students, following three years of much steeper losses averaging over 1,500 annually between 2001-02 and 2004-05. Enrollment has fallen in each of the past 10 years, and the 2006-07 K-12 enrollment was 17 percent below its 1996-97 peak of 54,697. About half of the 10 year decline occurred during the 2001-02 to 2004-05 period, when the recession slowed regional employment growth but housing prices continued to …

A new synthesis of remote sensing and landscape ecology approaches was developed to establish relationships between the landscape patterns and land surface temperatures (LST) in the city of Indianapolis, Indiana, United States. Land use and land cover (LULC) and LST images were derived from Terra Satellite's Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) imagery. An analytical procedure using landscape metrics was developed, applying configuration analysis oflandscape patterns and land surface temperature zones. The inception of HOPE VI in 1992 was proposed as a solution to concentrated poverty and disinvestment in inner city neighborhoods. The US General Accounting Office estimates that as of November 2003, approximately 49,000 people have been forced to relocate to permanent or temporary residences since the nationwide implementation of HOPE VI. Today, the effects of HOPE VI on the urban poor of Chicago have received little attention. This research examines the dislocation of urban poor and possible gentrification in Chicago's public housing areas, and the socioeconomic condition of new destinations for voucher movers. 111 Twenty public housing tracts and …

School District Enrollment Forecast Reports

This report represents results of a demographic study conducted by the Population Research Center (PRC) to address the long-range planning needs of the Gresham-Barlow School District 10J (GBSD). The long term District wide forecast was developed using patterns of migration, fertility and mortality that are most likely to occur between school years 2006 and 2015. In addition to the most likely scenario, or the medium growth forecast, two other scenarios--for higher and lower growth trends--were derived. Forecasts by grade for individual schoolsand school attendance areas were also prepared; these forecasts relied on the District wide medium growth scenario.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

Fragmentation of authority defines a first-order problem by creating economies of scale and positive and negative externalities in the provision of local public services. Resolving first-order problems leads to the second-order collective action problem of developing regional institutions that alter the first-order problem in a manner that improves joint outcomes. This paper investigates how regional councils of governments facilitate service cooperation by reducing transaction costs in interlocal service contracting. I focus on the role of the regional governance organizations, the characteristics of services, and political institutions while controlling for service markets and community characteristics. How does sound affect the urban experience? Recently, acoustics ecologists who study relationships among human beings, communities, and environments have been drawing attention to the potential adverse and pleasurable effects of aural surroundings on physical and behavioral responses. Such reactions to soundscapes are often unnoticed due to passive hearing versus active listening. Cities are often dismissed as loud areas with noisy and annoying soundscapes. However, some parks and gardens within cities are designed, at least in part, for calm and quiet.

The number of immigrants living and working in the metroscape is increasing. In 2005, the foreign born population numbered 250,955, a dramatic increase from the 1990 level of 88,072. Not only are more immigrants settling here, but the proportion of the population who is foreign born is also increasing—from 5.96% in 1990 to 12% in 2005.

When Oregon voters passed Measure 37 in November 2004, its implications moved from the hypothetical to the actual. This edition of the Metroscape atlas explores how Measure 37 claims might affect Oregon’s future. This atlas describes the geographic distribution of the claims that have been filed so far because location, size, and substance are keys to the measure's effects. Given space constraints, we emphasize maps over explanatory text. Future editions of the atlas will focus in greater detail on a variety of potential impacts of Measure 37.
