Mansfield Ct: Planning A New Village Center, Maggie Jones, Richard Barringer

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

South Kingstown Ri: New Zoning For An Historic Mill, Maggie Jones, Richard Barringer

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

States around the nation are scrambling to find new sources of revenue to maintain and expand their transportation systems. The traditional major source of funds, state and federal fuel taxes, has rarely kept pace with inflation. In most cases state legislatures have been unwilling to raise fuel taxes high enough to cover desired levels of expenditure, thus pushing state and local governments to look for new sources such as sales taxes and tolls. The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.

The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. This study focused on a minority coalition formed in 2002 to secure municipal parking lot contracts in the City of Portland, Oregon. It is grounded in Bates and Howell's (1998) theory of barriers to minority entrepreneurship. The minority group's actions are applied to Butler (1991), Prabhu (1999), and Dees' (2001) theory of social entrepreneurship. The formation of the coalition provides empirical support for Allport (195411979) and Pettigrew's (1998) positive intergroup contact theory.

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. The exploration of urban-environmental changes and how those transformations co-vary with observed socio-economic realities is currently a major research initiative in geography. To that end, this thesis develops an urban-environmental assessment regime that examines how environmental change co-varies with observed socio-economic conditions. Research has demonstrated existing linkages between observed conditions in regard to socio-economic status (SES) and a particular greenness index, as represented by, normal difference vegetation index (NDVI). However, a gap within the literature has been identified concerning the current methodologies that propose to predict SES using remotely sensed data. The North Santiam School District (NSSD) covers about 100 square miles of Marion and Linn Counties in Western Oregon, and includes the communities of Lyons, Mehama, Stayton, and Sublimity. The area served by the District has experienced sustained growth in population, housing, and public school enrollment in recent years. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that NSSD enrollment will continue to grow during the next twenty years.
