Poverty, Gender, and Youth

This paper examines the availability of basic public services such as water supply and sanitation in the cities and towns of developing countries, using data drawn from the Demographic and Health Surveys. Inadequate provision of public services can compromise health, hinder economic growth, and stymie efforts to reduce poverty. We find that wide rural-urban gaps remain in service delivery, and that smaller cities-where about half of urban residents live-are notably under-served by comparison with larger cities.

In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

The Sacred Heart Parish has contracted with the Portland State University School of Urban and Regional Planning Graduate Workshop to evaluate potential for development of a market-rate senior housing project on the parish's property. The purpose of this analysis is to provide supporting documentat~on to Sacred Heart's development application submitted to the Archdiocese Housing Office in February 2001.

The identified work products completed for the parish include: • A summation and documentation of the church's visioning process; • A comprehensive market study evaluating local demand and supply; and • A feasibility study including a financial pro forma.

Throughout Europe there are many examples of the redevelopment of rail stations to include significant commercial development as well as the rebuilding of the stations themselves. In Ireland such development is in its infancy with the only major mixed station/commercial development to date being the concourse and office development at Connolly Station in Dublin. The potential of stations for commercial development may be limited by their location, the limited extent and capacity of the rail network and the attitude of the property industry to these locations. The Regional Public-Private Civic Infrastructure Of Hampton Roads And Its Impact On The Implementation Of Economic Development Initiatives, James Andrew Probsdorfer

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

Portsmouth, Ohio, is an Appalachian city with a long history as a member of the U.S. manufacturing production hierarchy with a large working class population. Its largest manufacturing employers were shoe and steel companies. Historically, Portsmouth depended on manufacturing jobs for its economic survival. During the late 3 I 970s and early 1980s, Portsmouth's manufacturing base was diminished due to the deindustrialization process. This structural transformation affected the total population involved in the manufacturing jobs and yielded a city that depended on outside forces for its economic livelihood. This paper presents a feedback control design for isolated ramp metering control. This feedback control design, unlike the existing isolated feedback ramp controllers, also takes into account the ramp queue length. Using a nonlinear H∞ control design methodology, we formulate the problem in the desired setting to be able to utilize the results of the methodology.

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The Majlis Perbandaran Johor Bahru Structure Plan (1985) and the amended Majlis Bandaraya Johor Bahru Structure Plan ( 1997) had identified planning issues relating to primary schools in the city of Johor Bahru. Amongst the issues were the shortage of primary schools which has given rise to overcrowding in classrooms. Consequently. children were forced to enrol in schools which are located further away from their homes. The land-uses surrounding the schools were also found to be incompatible with thl! school environment.
