As required by state law, Metro has conducted an "Urban Growth Report" and a "Housing Needs Analysis" to determine whether the currant Urban Growth Boundary (UGB) surrounding the Portland metropolitan area is sufficient to handle the increase in population and number of households expected over the next 20 years. Mr. Don Morissette commissioned Portland State University's Center for Urban Studies to assess whether the techniques used in theses two studies were appropriate and to assess the impact of the UGB on housing markets in the Portland metropolitan area generally. The globalization of U.S. cities is attracting increasing theoretical and empirical attention. The author analyzes internationally oriented activities in metropolitan Washington, D.C., and demonstrates that the city's international roles are built directly on its historic function as a national city. Focusing on change over time, the author also shows that globalization is a stepwise process: Several key periods of the expansion of international functions were followed by periods of gradual absorption. In comparative context, Washington supports arguments about the separability of international functions and shows the importance of historical development in determining the different ways in which cities interact with …

The purpose of this thesis is to provide a clear and cohesive plan to assist the City of New Orleans in rehabilitating historic homes and neighborhoods. One of the main attractions for visitors to New Orleans is the charm of its architecture. A larger portion of the architecture is in disrepair. Most of the neighborhoods that are suffering from blight are homes in low-income communities. These families have little help in maintaining these historic structures because of the increased costs.

This plan proposes new park classifications for THPRD, adding new types of park and recreation facilities appropriate to station communities and adjusting existing classifications to address the needs of a more urban environment. This plan also presents service criteria and design issues that should be considered in siting park and recreation facilities, and elements that should be incorporated into site design. The classifications, service criteria, and design elements were applied to the 170th/Elmonica station area, resulting in a conceptual park and recreation plan for that community, which is also included. Research Triangle Institute (RTI) conducted this study to provide the foundation for implementing a results-based performance measurement system. RTI designed a system for NC OWR and similar state waste reduction outreach programs in EPA’s Region 4 that will collect, analyze, report, and maintain the output-based performance measures needed to manage the system, to monitor program scope and effectiveness, and to report to managers and key stakeholders on the program’s success in accomplishing its 0bjectives. Oregon Population Estimates and Reports

This report provides population estimates for Oregon, its counties, and cities for the years 1980 through 1995. As mandated by Oregon law (ORS 190.510 to 190.610), the Center for Population Research and Census at Portland State University acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These population estimates are used in the allocation of certain state tax revenues to cities and counties.
