This document is the complement to the Issues Analysis. The Issues Analysis looked at the problems and issues which confront the Lents neighborhood. This document proposes actions that can be taken to address the issues identified in the previous analysis. Each section, e.g. Environment, Transportation, etc., has its own goals and subsequent objectives and actions. A goal is a broad statement of what is the desired outcome for the neighborhood. More specific objectives identify what needs to be done to improve things and to remedy the identified problems. The actions are means to achieve an objective. Specific potential implementers are …

Oregon Population Estimates and Reports

Population estimates for 1992 show that Multnomah County (605,000) continues to have substantially more people than any other Oregon county. Washington County is the second most populous county (340,000}; Clackamas County (294,500) has surpassed Lane County (293,700) for the third most populous county. In 1991, Lane County had 2,200 more persons than Clackamas County (290,900 vs. 288,700). At the other end of the population spectrum, six counties have fewer than 8,000 people. Wheeler County has the smallest population (1,500) with Gilliam County (1,750) and Sherman County (1,800) also containing fewer than 2,000 persons. The other counties with fewer than 8,000 …

Describes the genesis of Oregon Senate Bill 100, 1973, and includes excerpts from a roundtable discussion by four men who were instrumental in creating the bill. The four men are Hector Macpherson, Ted Hallock, Stafford Hansel, and Henry Richmond. The bill called for an institutional structure for statewide land-use planning.

Downtown planning since World War II has been based on constantly changing assumptions about the nature of central business districts. From 1945 to 1955, downtown was seen as the city's unitary center, and the focus of planning activity was the improvement of downtown access and circulation. Between 1955 and 1965, downtown became a declining activity center and failing real estate market; planners and business groups fought decline and competition from the suburbs through programs like urban renewal. In 1964 Oregon novelist Ken Kesey published Sometimes a Great Notion, the impassioned story of a fiercely (even pathologically) independent family of loggers on the southern Oregon coast. The novel is much admired by Oregonians, who read it as a tribute to the vanishing American pioneer. The urban West appears only by implication in the form of a fumbling labor organizer who longs to return to the civilized cities of California. My argument is that what we see is what we're going to get. That is, the coming decades are likely to see the American West continue to work through …

Examines how the US federal government came to subsidize a greater share of transit industry costs than most other national governments. Since World War II, downtown activists sought to boost their transit systems in the face of increasingly intense competition from suburban business centers; the transit systems of Los Angeles and San Francisco in particular were shaped by this competition. Downtown activists tried, with varying success, to influence the newly formed regional transit agencies and the Federal Department of Transportation, created in 1964. For the vast majority of workers in the Kwinana Industrial Strip the private motor vehicle is largely preferred as the means of accomplishing the journey to and from work. This high level of private vehicle usage provides a greater opportunity for the journey to work to become multi-functional. This study reveals both the type and distribution of stops made by workers differs with age, gender, employment category, and residential postcode. This dissertation attempts to find out what associations exist between dysfunctional parental relationships in the childhood of rapists and the rapists' violent acts. It also briefly examines the sociocultural effects which nurture such relationships.

Rape, a crime very prevalent in our society today, is now perceived as an acute expression of men's contempt for and anger against women. The former interpretation of rape as primarily a sexually motivated crime is no longer popular. This dissertation attempts to trace the origin of the rapist's psyche from his dysfunctional parental relationships.

Ethics problems permeate all aspects of public agencies. This is especially true in urban areas where public workers have frequent interactions with large numbers of civilians. The results of unethical behavior often have very tangible effects with perhaps the most serious consequences being the deterioration of public services and the destruction of public trust.

This dissertation explores Milton Fisk's Group Ethics Theory which states that ethical behavior varies according to cohesive group membership. In order to investigate Fisk's theory, an ex post facto study was performed within a single urban university. The primary independent variable was group membership. Data was …

This thesis addresses three critical problems affecting the implementation of “sustainable development”: historical naivety, media limitations, and non-anticipatory governance. Emphasis is placed on North America--primarily the United States complemented with a global perspective towards the latter aspect of the presentation. Foremost (Chapter 2) in the thesis is the focus on contemporary society's lack of appreciation for its environmental past, and the assertion "to be ignorant of history is to repeat it" is corroborated by reviewing many "modern" (circa 1990's) problems of environmental degradation and placing them in a historical North American context.
