Planning Brings A Town To Life, Chester Smolski Dec 1992

Planning Brings A Town To Life, Chester Smolski

Smolski Texts

"When the founders of the Ryland Group built their first houses in the new town of Columbia, Md., 25 years ago, they had no idea how far this venture into Howard County would take them. After all, they were just one of the 33 builders operating in Columbia who offered new homes to buyers who came to experience a different style of living in the suburbs of Washington."

Homelessness And The Low Income Housing Crisis, Cushing N. Dolbeare Dec 1992

Homelessness And The Low Income Housing Crisis, Cushing N. Dolbeare

The Journal of Sociology & Social Welfare

The cost of housing is beyond the means of a growing number of housholds. This "affordability gap" is the underlying cause of homelessness. Housing assistance to low income families is therefore a logical solution to the problem, in combination with other responses.

Ground Water Flow And Water Resources Investigation Of The Auburn, Summers And Shakertown Springs Karst Ground Water Basins, Logan And Simpson Counties, Kentucky, William Howcroft

Masters Theses & Specialist Projects

The City of Auburn is faced with a number of problems relating to its dependency on two karst springs, Auburn and Summers Springs, to meet its water requirements. Besides being extremely vulnerable to contamination, the springs often discharge and insufficient volume of water needed for public consumption and dilution of the City’s treated wastewater. Thus the City wishes to find an additional source of water and views nearby Shakertown Spring as a possibility. The study has three main objectives: 1) delineation of the Auburn, Summers, and Shakertown Springs ground water basins, 2) determination of the volume of available water at …

Written Contributions While At The Australian Road Research Board 1976-1992, Marcus R. Wigan

Marcus R Wigan

During the 16 years I worked at the ARRB I worked with many people, introduced many ideas and was stimulated by many of ideas of others. Some of these resulted in printed and published work, and the various documents produced are listed here. This short document records not only these contributions to the communications, output and intellectual life of this key organisation, but also provides an opportunity for me to recognise once again those with whom I have worked, collaborated and published over this time. All of the documents published during my period at ARRB are referenced here, with the …

When The Mall Comes To A Small Town: How To Shape Development With Carrots And Sticks, John Mullin, Zenia Kotval Oct 1992

When The Mall Comes To A Small Town: How To Shape Development With Carrots And Sticks, John Mullin, Zenia Kotval

Landscape Architecture & Regional Planning Faculty Publication Series

Across the United States there is a continuous expansion of population away from our traditional urban center cities. As people have occupied housing in these former open spaces, industrial parks and commercial centers have soon followed. While local planning boards have been able, in most cases, to handle residential and industrial growth, they are rarely able to handle extensive retail growth. Indeed, when a mall developer - complete with a multitalented staff and reams of plans - comes before a small town planning board, there is inevitable shock and a great deal of fear. In our experience, few small towns …

Bringing Conventions To Ri, Chester Smolski Sep 1992

Bringing Conventions To Ri, Chester Smolski

Smolski Texts

"On time and under budget: It's not often that one can say that about a government-sponsored and government-built project, but to date, that is exactly the status of the Rhode Island Convention Center. Assuming this pace of development continues, the center will open in December 1993 below the $290 million projected cost."

Gigantic Malls Bring Downtown To Suburbia, Chester Smolski Sep 1992

Gigantic Malls Bring Downtown To Suburbia, Chester Smolski

Smolski Texts

"The recent opening of the Mall of America in Bloomington, Minn., has probably received more publicity than any other shopping center in the nation. This behemoth of shopping malls is certainly something to experience, but the real question is whether this $650 million investment has a future."

Planning For People And Beauty, Chester Smolski Aug 1992

Planning For People And Beauty, Chester Smolski

Smolski Texts

"Tourists who return from England frequently say the same thing: "What a beautiful country!" True enough, but it did not just happen. A naturally occurring rolling landscape and a climate to keep it green helped, to be sure. But strict government-imposed planning accounts for much of beauty [sic] of present-day England, too."

Regional City And Network City: Portland And Seattle In The Twentieth Century, Carl Abbott Aug 1992

Regional City And Network City: Portland And Seattle In The Twentieth Century, Carl Abbott

Urban Studies and Planning Faculty Publications and Presentations

Although Portland, Oregon, and Seattle, Washington, have comparable early histories, similar economic bases, and parallel demographic profiles, their responses to the rise of a global economy in the 20th century differ. Both were regional capitals in the first half of the century. Since then, however, Portland has kept its traditional role and has gained ground as a regional capital, while Seattle has become a network city transferring goods, services, and ideas reaching beyond the Pacific Northwest. Cooperating For Economic Development, Chester Smolski

Smolski Texts

"This small state has an advantage over larger states because its size allows it to share ideas more easily. With only 39 cities and towns, and no county governments, it is possible to have a meeting in Providence, attended by representatives of these communities within less than a one-hour drive."

Issues In Calculating Traffic Impact Fees: A Review Of The Literature, Anthony M. Rufolo, Catherine T. Lawson

Center for Urban Studies Publications and Reports

Over time, the concern has grown that government is not funding infrastructure investment in United States at a sufficient level. Funding of infrastructure has been a joint effort of all levels of government, but reductions in the federal contribution (after adjusting for inflation) have shifted more of the cost onto state and local governments. Many studies have identified massive funding requirements that are not being met. The failure to meet requirements would be rational if they are based on standards of service which are set unrealistically high or on other conceptual errors; however, failure to provide the funding likely to …
