In Defense Of The Lowly City: Urban Exodus, Chester Smolski Dec 1991

In Defense Of The Lowly City: Urban Exodus, Chester Smolski

Smolski Texts

"For much of American history, cities have been depicted as centers of sin and corruption. As a result, they have been neglected, ignored, castigated, criticized, shunned and despised by citizens and government alike. Americans just don't like cities."

Fixing Downtown: Now The Hard Part, Chester Smolski Dec 1991

Fixing Downtown: Now The Hard Part, Chester Smolski

Smolski Texts

"Nov. 7, 1991, will not necessarily be labeled a local day of infamy just because Prime Time Live chose to highlight Rhode Island, which some have called the most corrupt state in the country. But if one attended the final presentation of the Providence "charrette" earlier that evening--a summary of ideas and actions designed to revitalize the capital city's downtown--and later watched ABC's depiction of our state--one could certainly call it a day of incongruity."

Keeping The Pols Honest With Regionalization, Chester Smolski Nov 1991

Keeping The Pols Honest With Regionalization, Chester Smolski

Smolski Texts

"The New England Governor's Conference will hold a meeting in Hartford on December 6 to address regional economic issues that are common to the six states located in the northeast corner of the country. During that same week, the towns of Warren and Bristol in Rhode Island will hold public sentiment for the sharing of schools in the two towns. As disparate as these two meetings appear to be, there is a commonality of purpose that marks both: regionalism."

Bringing It Together, Downtown, Chester Smolski Nov 1991

Bringing It Together, Downtown, Chester Smolski

Smolski Texts

"They came, they saw, they discussed, they analyzed, and they made their ideas known to the populace. Now they wait for further comments from the citizenry before they provide their final written report in January."

Trends In Industrial Development, John Mullin Nov 1991

Trends In Industrial Development, John Mullin

John R. Mullin

Zenia Kotval and John Mullin review the key issues involving local land use decisions and industrial development in Massachusetts. They point out that the cumulative impact of town after town discouraging industrial development has resulted in creating a state where land use is a limiting factor for industrial development and growth. Concurring with recent thinking on economic development, the authors take a strong stance that our future economic well being must be based on a mixed economy where industry and manufacturing are a key player.

Redistricting Law And Minority Rights, Chester Smolski

The Commons: A Multidisciplinary Approach To Nonprofit Organization, Voluntary Action And Philanthropy, Roger A. Lohmann Oct 1991

The Commons: A Multidisciplinary Approach To Nonprofit Organization, Voluntary Action And Philanthropy, Roger A. Lohmann

Faculty & Staff Scholarship

The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. Taken together, commons and common goods …

Watch The Process, Chester Smolski Sep 1991

Watch The Process, Chester Smolski

Smolski Texts

"The reason for the 1990 census is now at hand: The Reapportionment Commission is in place, and the process has just begun. The redrawing of local state and congressional boundary lines that define districts by populations to be represented at these three levels of government is upon us, and bears close watching."

Pawtucket Puts Planning On Tv, Chester Smolski Sep 1991

Pawtucket Puts Planning On Tv, Chester Smolski

Smolski Texts

"When the Rhode Island Comprehensive Planning and Land Use Regulation Act was passed by the General Assembly in 1988, the state became one of a handful of states that sought to bring order out of the chaos of development. The results of that legislation are slowly starting to emerge.

The original law stipulated that by the end of 1990, each city and town would file with the state a comprehensive plan which addressed nine elements. Subject to state approval to ensure compatibility with state goals and policies, the plans will allow communities to better deal with problems related to growth."

Oregon 2100: Urban Form And Settlement Patterns, Nohad A. Toulan

Center for Urban Studies Publications and Reports

In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. Others include Portland's Civic Index process and Future Focus, METRO's Goals and Objectives study and LCDC's Growth Management Study. These studies and numerous others across the country reflect a the desire to enhance, or …

Ethnic Minorities In Portland: A 1990 Census Profile, Carl Abbott

Center for Urban Studies Publications and Reports

In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. The broad-based strategic planning efforts of the Civic Index project (1989-90) and the Portland Future Focus planning program (1990-91) have pinpointed racial and ethnic relations as one of the central issues that will determine the quality of life in the growing metropolis. The City Club of Portland is …

Seeing The City Through Suburban Eyes, Chester Smolski Aug 1991

Seeing The City Through Suburban Eyes, Chester Smolski

Smolski Texts

"American cities are, in the minds of many, quite intimidating. They are congested, noisy, dirty, too difficult to drive in, and, of course, the home of muggers, rapists and murderers. For these and other reasons, too many people avoid the opportunities and fail to appreciate the joys that come with city experiences."

Attacking Geographic Illiteracy, Chester Smolski Aug 1991

Attacking Geographic Illiteracy, Chester Smolski

Smolski Texts

"It has been clearly demonstrated through numerous surveys that US residents are among the most geographically illiterate people in the world. Whether trying to locate our own country or the Soviet Union on a world map, we score among the lowest of the major industrial nations of the world in such a simple exercise. But the future looks brighter, both in the nation and in Rhode Island, thanks to the efforts of the National Geographic Society.

State Economic Development Information Systems, Sheila A. Martin Aug 1991

State Economic Development Information Systems, Sheila A. Martin

Institute of Portland Metropolitan Studies Publications

The expanded role of state governments in economic development has increased their need for a wide variety of economic, demographic, and marketing information. Many state governments have responded to these needs by developing systems to deliver economic and related information to state and local economic development offices, businesses, and the general public. This paper reports the results of a survey of economic development officials designed to disclose information about how extensive automated system development is, as well as to learn about system structure and operating characteristics, the quality and quantity of the data distributed, and any particular system strengths and …

The Benefits Of Regionalization, Chester Smolski Jul 1991

The Benefits Of Regionalization, Chester Smolski

Smolski Texts

"Bristol County is unusual among Rhode Island's five counties. Not only is it contiguous with a county of the same name in an adjoining state, but it also consists of only three towns--Barrington, Warren and Bristol--and is one of the smallest of the 3,141 counties in this country."
