Transit travel time, operating speed and reliability all influence service attractiveness, operating cost and system efficiency. These metrics have a long-term impact on system effectiveness through a change in ridership. As part of its bus dispatch system (BDS), the Tri-County Metropolitan Transportation District of Oregon (TriMet) has been archiving automatic vehicle location (AVL) and automatic passenger count (APC) data for all bus trips at the stop level since 1997. In 2014, a new and higher-resolution bus AVL data collection system was fully implemented.

Climate change is increasingly recognized as a threat to life on earth. “Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems. This research project is a continuation of a previous NITC-funded study. The first study compared the MacArthur Park TOD in Los Angeles to the Fruitvale Village TOD in Oakland. The findings from this new study further validate the key findings from the first study. This new comparative case study analyzed the extension of Los Angeles’ Gold Line into Boyle Heights and the revitalization linked to Boyle Heights due to two TODs built in that neighborhood. Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. Our research focused on understanding the travel behavior of individuals in complex urban environments. Specifically, we investigated how land use patterns and infrastructure influence how individuals across a broad range of travel abilities navigate through urban landscapes. Despite its importance, temporal measures of accessibility are rarely used in transit research or practice. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. Not only do such estimations require multimodal network structures, they also require detailed knowledge of transit schedules and sophisticated algorithms for calculating shortest paths using such inputs. In this report, we present research that measures the outcomes of TOD areas in relation to their metropolitan area controls with respect to (1) jobs by sector; (2) housing choice for household types based on key demographic characteristics; (3) housing affordability based on transportation costs; and (4) job-worker balance as a measure of accessibility. Prior literature has not systematically evaluated TOD outcomes in these respects with respect to light rail transit (LRT), commuter rail transit (CRT), bus rapid transit (BRT), and streetcar transit (SCT) systems. Transit-oriented development (TOD) projects in low-income neighborhoods have the potential to provide needed transportation access to a segment of the population that stands to benefit significantly from these large-scale transit infrastructure projects. This paper assesses the affordability of HUD rental assistance properties from the standpoint of transportation costs. HUD housing is, by definition, affordable from the standpoint of housing costs due to limits on the amounts renters are required to pay. However, there are no such limitations on transportation costs, and common sense suggests that renters in remote locations may be forced to pay more than 15 percent of income, a nominal affordability standard, for transportation costs. The goal of this study is to develop and apply a new method for assessing social equity impacts of distance-based public transit fares. Shifting to a distance-based fare structure can disproportionately favor or penalize different subgroups of a population based on variations in settlement patterns, travel needs, and most importantly, transit use. According to federal law, such disparities must be evaluated by the transit agency, but the area-based techniques identified by the Federal Transit Authority for assessing discrimination fail to account for disparities in distances travelled by transit users. Public investment in transit and streetscape improvements can encourage private development, and subsequently increase transit ridership and reduce pollution. Portland, OR’s Metro regional government has developed investment scenarios designed to reduce light vehicle carbon emissions. Adopting a regional scenario requires public review and consultation with local governments who will implement the comprehensive plans and land-use regulations. Decision makers and residents need to understand potential benefits: ways in which targeted investment could generate more livable urban spaces while reducing greenhouse gases. The primary goal of this research project was to investigate the long-term durability of concrete incorporating recycled concrete aggregate (RCA) through accelerated laboratory testing. Overall it was found that modifications to standard aggregate testing and characterization standards were necessary for testing RCA. This included modifications to standard tests including ASTM C 128, C 305 and C 1260. It was found that the potential for alkalisilica reactivity did exist for new concrete containing RCA. The predominant approach toward street function on major roads in the United States is to emphasize mobility and throughput of vehicles.
