The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. This article posits that the destruction of the South Bronx during the 1960s and 1970s was municipally approved across several mayoral administrations, most notably the term of John Lindsay who coined the catch phrase “Fun City,” referring to New York City on the first day of a transit strike. The author outlines several books and articles that detail the destruction caused by fires and city planning decisions that adversely affected White ethnic and neighborhoods of color in the South Bronx. In the Fall of 2009, the Center for Puerto Rican Studies (CENTRO) undertook the Centro Cultural Competence Initiative (CCI) with the support of a one-year grant from the U.S. Department of Education’s Fund for the Improvement of Postsecondary Education (FIPSE). The goal of the CCI is to address the need for culturally appropriate work in a variety of professions by training students to be culturally competent practitioners. Spray-painted atop an old tenement building in the East Village of Manhattan is a large fossilized graffiti image of a tyrannosaurus rex that reads: “NYC EATS ITS YOUNG.” With its ribs exposed and mouth open, this image represents symbolically what many young people in the neighborhood already know intimately and have experienced: New York City (NYC) is not an easy place to grow up. Organizational Life And Political Incorporation Of Two Asian Immigrant Groups: A Case Study, Sofya Aptekar

Civil society is the foundation of a healthy democracy but its immigrant element has received little attention. This paper is a case study of immigrant organizations of highly skilled Asian Indians and Chinese immigrants in a suburban town of Edison, New Jersey. I find that civic participation of Asian Indian immigrants spills over into political incorporation while Chinese immigrant organizations remain margin- alized. I argue that local processes of racialization are central in explaining differences in political incorporation of immigrants. There is a persistent need for improved tools and techniques to facilitate public involvement in transportation decision making. Despite continuous improvements in increasing public involvement at all phases of transportation decision making, transportation agencies are still seeking more affordable, accessible, and effective means of communicating with a wide range of stakeholders. The report documents a survey of a wide variety of transportation agencies on their use of interactive 3-D visualization for public involvement using an electronic survey. Pairing dynamic out-of-school-time (OST) programs with zoos can encourage young people's relationships with and sense of responsibility for animals and the environment. The project presented in this article, Animal Rescuers, gave the authors the opportunity to examine how such a pairing can work. OST programs enable learning in settings that are generally unavailable during school time (Honig & McDonald, 2005). They provide space for collaboration among students, teachers, and others such as program visitors or outside educators. For social change organizations working to address intractable social problems throughout the USA, tackling race may not only be unavoidable; it may represent a way to fully engage stakeholders in social change work. We argue that illuminating the relationship between race and leadership can advance our under- standing of how social change leadership happens in practice. We build upon scholarship that emphasizes the ways in which seemingly essentialist, intractable racial categories are actually mutable, and the simultaneous emergence of academic research calling attention to the constructed and collective dimensions of leadership. Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. The Man-Made Disaster: Fire In Cities In The Medieval Middle East, Anna Akasoy

Considering the building materials and climatic conditions in the medieval Middle East, fires must have been a major problem. This article provides a first survey of sources which are relevant for studying the impact of fires in urban environments. Evidence can be found, for example, in historiographies such as Ibn Kathīr's The Beginning and the End, or in legal discussions. Most fires mentioned in these sources were caused during riots or war, or by accidents in markets. The article also analyses how far fires fit into the general pattern of discussions around disasters in medieval Arabic literature.

The Placeworx project is an innovative community-university partnership between the University of Illinois at Chicago and the Mexican Fine Arts Center Museum located in Pilsen, the heart of Chicago's Mexican community. This field report describes a participatory research initiative that created opportunities and spaces for young people to creatively participate in planning the future of their community. The Placeworx project offers a model for engaging and empowering young participants. Children are a spur, a commitment, a way of imaging the future—but all too often these sorts of phrases just rattle around a vacuum, their utterance the beginning and end of the commitment. We emphasize “the best interests of the child,”but this gloss provides a moral imperative to all manner of uncompleted projects and unfulfilled policies. Likewise, the use of children’s images or presence in public forums of all types gives a patina of honorableness to practices and plans that never actually make good on the promissory note of childhood. In an early scene in The Terminator, the Cyborgian Arnold Schwarzenegger walks into an L.A. gun shop and asks to see the wares. The shopkeeper lays out Uzis, submachine guns, rocket launchers, and other sophisticated means of overkill, nervously understating, "Any one of these will suit you for home defense purposes." The situation is likewise in the growing child protection industry. International Student Design Competition Of Two Community Elementary Schoolyards, Roger Hart, Cindi Katz, Selim Iltus, Maria Rosario Mora

As part of the project for the Participatory Design of Two Community Elementary Schoolyards in Harlem, P.S. 185 and P.S. 208 (The Schoolyards Project), the Children's Environments Research Group of the City University of New York held an International Student Design Competition for the design of these schoolyards. The competition drew sixty entries from various countries. The jury met on October 10, 1990 and awarded one First Prize and five Honorable Mentions. A landscape architect was then hired to utilize the best ideas, together with the architectural program which had been produced with the school and the surrounding community.
