In February of2001, Sustainable Communities Northwest (SCNW), a local nonprofit housing developer specializing in sustainable development, contacted Portland State University's Planning Workshop with a request for assistance. Sustainable Communities Northwest was interested in the possibility of converting an apartment building into condominiums to create affordable homeownership opportunities for low-and moderate-income families. ]nspired by recent market rate cohousing projects in Portland and elsewhere, SCNW was also seeking to incorporate aspects of community-oriented housing into this development. This project is a plan to transform an under-utilized parcel of public land into a community asset. Through the analysis of construction, funding, site constraints, maintenance and stewardship options, the project team created a design concept and implementation plan for a parcel of land adjacent to the Interstate 5 freeway. The project team solicited input from community residents through a public involvement process and created an advisory committee consisting of stakeholders to provide guidance for the project. As metropolitan Portland continues to develop over the next 20 years, transit options will need to be expanded to meet the growing demands on the region's transportation system. Some outlying portions of Southeast Portland, specifically, the emerging communities of Pleasant Valley and Damascus, have been designated by Metro as areas that should be planned to accommodate future increases in population. Both Metro and Tri-Met have expressed a desire for Bus Rapid Transit (BRT) service to this area from downtown Portland, within a corridor roughly following SE Powell Boulevard and Foster Road.

The Portland metropolitan region is growing rapidly, as are accompanying environmental impacts which threaten livability. An efficient linkage between transportation and land use planning through transit oriented development has been identified as an important tool for managing growth-related problems. The Portland Community Land Trust (PCLT) is a newly formed nonprofit organization implementing a community-based model for providing affordable housing in the city of Portland, Oregon. In the initial research for this project it became evident that the PCLT needed an outreach strategy in order to become a successful community-based organization. Students enrolled in the 1999-2000 Master's of Urban and Regional Planning Workshop at Portland State University spend six months developing the following outreach strategy under the direction of the PCLT Interim Board.

The Kenton Connection is a proposed trail in the North Portland neighborhood of Kenton, connecting the future Interstate MAX light rail station in downtown Kenton to the 40-Mile Loop.

Confluence Consulting worked with a five member advisory committee, with members from Portland agencies and organizations, to assist in developing trail route alternatives. Confluence Consulting also conducted public outreach and education in the Kenton neighborhood to assess residents' preferences on route alignments and trailside amenities. Additionally, businesses and industries in the area were contacted and queried about their concerns and preferences for a connection.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

This project examines Holgate Lake. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. The Chinatown Senior Housing Committee, a group of concerned citizens and leaders, is exploring the possibility of building senior housing and a cultural community center in Chinatown. The project is intended to help revitalize Chinatown and provide needed services to Portland’s Asian community. To aid the Committee in achieving their goals, four Masters students in the Professional Planning Workshop at Portland State University completed a needs assessment of Chinese-American seniors in the Portland metropolitan area. If this is true, why are there so many large areas of vacant land in the very heart of Portland? It is very likely that these vacant parcels of land are associated with the term "brownfields."

Shortly after World War II, Mexican immigrants began moving to the Hillsboro area to take jobs as farm workers. Since 1980, the Hispanic population ofHillsboro has quintupled, and now exceeds 10% ofthe total. Historically, though, Hillsboro's Hispanic residents have had little involvement in planning or other government issues.
