Planning For Regional Economic Development In Oregon: Finding A Place For Equity Issues In Regional Governance, John Provo

While the state of Oregon is cited in the new regionalism literature for exemplary land use and environmental planning, this paper focuses on the treatment of equity issues. Implementation of a revised statewide regional economic development program is discussed, contrasting efforts in the metropolitan Portland area with rural southeast Oregon. Despite following very different planning and grant-making processes, both introduced equity issues concerned with ensuring access to the economy. In Portland this meant aspiring to connect economically distressed communities with a successful regional economy while in southeast Oregon a distressed region hoped to connect with the state's growing economy.

Through its Office of Standard Reference Materials, NIST is authorized to certify and sell standard reference materials (SRMs) that help users engaged in commerce or research link their measurements to NIST. Developed by NIST’s Technical Laboratories, SRMs are materials certified for their chemical composition or physical properties. Regulatory agencies intervene in risky situations by outlawing practices that impose risks on society or by proscribing practices that reduce risk. Because public resources for enforcing regulation are limited, public policy has recently emphasized maximizing the benefit from enforcement by considering the risk reduction achievable from each intervention. This emphasis requires a shift of resources to monitoring situations in which regulatory violations are most likely, their welfare effects are most serious, and their detection is probable and relatively inexpensive. This article is a risk-based monitoring model applied to the Food and Drug Administration's (FDA) import monitoring program. Although some components …

The National Institute of Standards and Technology’s Electronic and Electrical Engineering Laboratory (NIST/EEEL) program supports the development of mathematical models for several classes of semiconductor devices. This study presents the results from a microeconomic impact assessment of the development of mathematical models for the design of insulated-gate bipolar transistor (IGBT) semiconductor power devices. NIST/EEEL’s IGBT mathematical modeling program (referred to as the NIST IGBT modeling program) has led to significant economic benefits. These benefits include: improvements in R&D efficiency, decreases in transaction costs, decreases in production costs, and improvements in product quality.

The objective of this study was to assess the costs of imperfect interoperability to the U.S. automotive supply chain and to describe the sources of these costs. By understanding the sources and magnitude of inefficiencies caused by interoperability problems, NIST can better determine the potential impact of its programs and focus them to maximize program effectiveness. This study estimates that imperfect interoperability imposes at least $1 billion per year on the members of the U.S. automotive supply chain. By far, the greatest component of these costs is the resources devoted to repairing or reentering data files that are not usable …

The Economic Assessment Office (EAO) of the Advanced Technology Program (ATP) seeks to measure the economic impacts of ATP’s funding of high-risk, enabling technologies and also to increase understanding of underlying relationships between technological change and economic phenomena, to further the program’s ability to achieve its mission. To this end, the EAO compiles data, conducts economic studies, and commissions studies by outside research organizations and economists.
