Hedonic Modeling Of Commercial Property Values: Distance Decay From The Links And Nodes Of Rail And Highway Infrastructure, Kihwan Seo, Deborah Salon, Michael Kuby, Aaron Golub

This study investigates the impacts of positive and negative externalities of highways and light rail on commercial property values in Phoenix, Arizona. We hypothesize that the positive externality (i.e., accessibility) of highway and light rail accrues at exits and stations, whereas nodes and links of highways and light rail emanate negative effects. Positive and negative effects decay with increasing distance and are captured by multiple distance bands. Hypotheses are tested using a spatial error regression model. Results show that commercial property values are positively and significantly associated with the accessibility benefits of transport nodes. The distance-band coefficients form a typical …

School District Enrollment Forecast Reports
This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2018‐19 and 2027‐28. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Increasingly, researchers and practitioners recognize that the type of neighborhood may affect individual travel behaviors. Integrated land use and transportation models have evolved along a spectrum with simplistic sketch planning models on one end and sophisticated microsimulation models on the other. While each type of these models has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactiveness of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach but making other simplifications, to model first-order long-term outcomes of land use and transportation quickly. As urban areas across the country are investing in bicycle and pedestrian infrastructure to promote environmentally sustainable transportation and to develop livable communities, many have pointed to improvements in environmental quality, economic development and public health as potential positive outcomes. While these outcomes of active transportation infrastructure are relatively well documented, it is also known that both transportation and environmental amenities are typically unevenly distributed in the urban context. Studies show that those who are the most socioeconomically disadvantaged (i.e. low income, people of color, etc.) are also those who disproportionately experience transportation disadvantages.

Portland, Oregon, is considered a pioneer of regionalism, integrated land-use and transportation planning, and sustainability as a criterion for planning policy. After four decades of land-use planning, Portland has a national and international reputation for urban livability and climate change mitigation. While these successes are laudable, in the past decade Portland’s underrepresented and underserved communities have been raising a voice to demand that planners address issues of income and racial inequality. The authors examine the effect of a country’s placement in the world system in 1960 on its ability to use wealth to mitigate environmental impacts. They use random-coefficients models to examine if countries belonging to core, semiperiphery, and periphery categories are able to use growth in gross domestic product (GDP) per capita to reduce CO2 emissions per capita. The findings indicate that core nations have an attenuated relationship between GDP per capita and carbon dioxide emissions per capita at higher levels of economic activity. However, nations in the semiperiphery have a relationship between GDP per capita and CO2 per capita …

As outdoor recreation areas in Oregon become more popular, increased auto-related congestion results in strained resources, environmental degradation, and diminished visitors’ experiences. This project proposes policies, strategies, and a variety of approaches to help transportation agencies and land managers facilitate car-free access to outdoor recreation areas. The plan also proposes approaches to increase access to recreation areas for transit-dependent visitors and under-represented communities who face significant barriers to access today. The Background Report includes data; interview, survey and focus group themes; site visit findings; and personal travel anecdotes.

We hypothesize that lower public visibility of residential backyards reduces households’ desire for social conformity, which alters residential land management and produces differences in ecological composition and function between front and backyards. Using lawn vegetation plots (7 cities) and soil cores (6 cities), we examine plant species richness and evenness and nitrogen cycling of lawns in Boston, Baltimore, Miami, Minneapolis-St. Paul, Phoenix, Los Angeles (LA), and Salt Lake City (SLC). Seven soil nitrogen measures were compared because different irrigation and fertilization practices may vary between front and backyards, which may alter nitrogen cycling in soils. Little is known from research about how to motivate youth to choose non-car mobility, especially specific Portland-area youth. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Thus, it is important to develop age-appropriate messaging strategies and tactics that promote youth non-car mobility.

This paper analyzes the transferability of a composite walkability index, the Pedestrian Index of the Environment (PIE), to the Greater Montréal Area (GMA). The PIE was developed in Portland, Oregon, and is based on proprietary data. It combines six urban form variables into a score ranging from 20 to 100. The measure introduces several methodological refinements which have not been applied concurrently in previous efforts: a wide coverage of the different dimensions of the urban form, together with the use of a distance-based decay function and modelling-based weighing of the variables.

Emerging probe data sources from smartphones on on-board devices are able to measure behavior of cyclists with very high resolution. From this, for the first time, we are able to measure relatively precise behavior that allows new insights into exposure, route choice, safety behavior, or technology choice. Probe data, merged with other data sources, can begin to develop a more complete picture of cyclists on-road behavior.

This “politically engaged educational ethnography” explores the role that gentrification played in the disinvestment of inner Northeast Portland neighborhood schools (Lipman, 2009, 216). Inner Northeast Portland, Oregon, USA, a predominately African American neighborhood, began gentrifying in the mid-1990s. As investment flooded into the neighborhood, its schools paradoxically declined, losing students and resources. As longtime resident families were displaced from gentrification pressures, newer white, middle-class residents utilized the school choice program to opt-out of sending their kids to the neighborhood schools.
