Falling Into History: The Imagined Wests Of Kim Stanley Robinson In The "Three Californias" And Mars Trilogies, Carl Abbott

Analyzes Kim Stanley Robinson's two science fiction trilogies, the "Three Californias" trilogy '(Wild Shore, Gold Coast,' and 'Pacific Edge),' published during 1984 - 1990, and the Mars trilogy '(Red Mars, Green Mars,' and 'Blue Mars),' published during 1993 - 1996, to show how they incorporate themes of the complexity and contingency involved in settlement of the frontier associated with the "new Western history" of the 1980's - 1990's. The Mars trilogy co-opts the American West's status as a place of resource development when Robinson narrates the conquest of nature through technology. This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the third annual report that forecasts future enrollments for the Portland Public Schools. Previous annual reports were based on October 1999, 2000, and 2001 enrollments; this report relies on October 2002 enrollments. Periodic Atlas Of The Metroscape: Lassoing Urban Sprawl, Arthur C. Nelson, Thomas W. Sanchez

This issue's atlas compares the metroscape with four other metropolitan areas (San Antonio, Columbus, Charlotte, and Orlando). Using 1990 and 2000 census block group data, density classifications were used to show patterns of urban (3 ,000+ persons/ sq.mi .), suburban (1 ,000 to 3,000 persons/sq.mi .), exurban (300 to 1,000 persons/sq .mi.) , and rural (/sq.mi.) growth. While the metroscape experienced significant population growth from 1990 to 2000, compared to the other four, it realized the smallest loss of rural lands and significantly less suburban and exurban style development as well. The Community Geography Project is a Ford Foundation-funded program that provides training in Geographic Information System (GIS) technology and asset mapping methods to community-based nonprofit organizations in partnership with K-12 schools. The primary goal of the Project is to empower citizens, and it is hoped that the partnership between community- based groups and schools will be able to sustain technical and analytical expertise at the grassroots level. Though metropolitan Portland, Oregon, has perhaps the best-known growth management program in the world, one of the most important elements of that system has been conspicuously overlooked: the regional land information system (RLIS). Since RLIS was developed in the late 1980s, it has played a critical role in the development of every significant plan, the evaluation of every key policy, and the formulation of every major development model. RLIS created conditions that enabled a sophisticated and now muchstudied approach to metropolitan growth management to emerge. Headway Deviation Effects On Bus Passenger Loads: Analysis Of Tri-Met’S Archived Avl-Apc Data, James G. Strathman, Thomas J. Kimpel, Steve Callas

In this paper we empirically analyze the relationship between transit service headway deviations and passenger loads, using archived data from Tri-Met’s automatic vehicle location and automatic passenger counter systems. The analysis employs two-stage least squares estimation to account for the simultaneous relationship between headway deviations and loads. Controlling for the effects of passenger activity on delay, the results indicate that the observed incidence of excess passenger loads is systematically attributable to deviations from scheduled headways. In turn, analysis of the causes of headway deviations served to identify possible operations control actions that would improve service regularity and, consequently, reduce incidences …

Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington.
