Looks at the history of public education in Oregon, the functions it is presumed to fulfill, and public expectations. Examines the social and demographic factors affecting the makeup of public schools, and continued struggles over financing and mounting costs. Argues that schools and school administrations must work in partnership with the public to create schools that will be supported and successful.

Past and current planning efforts by the City of Portland, such as the South Park Blocks Urban Renewal Area and the West End plan, have sought to promote new mixed-use development through increasing the residential density and investment in the area. The West End plan focused primarily on the area north of SW Salmon Street and the urban renewal area currently does not have a standing advisory committee to represent the Downtown neighborhood’s interests. Examines the effectiveness of vehicle buy-back programs such as the Bay Area Quality Management District's vehicle buy-back program, the largest publicly-funded scrapping program in the country. Attempts to identify who participates in such programs, and what the effects of participation are on efforts to reduce the amount of pollution generated by older vehicles.

During World War II the Hanford Nuclear Reservation was one of several secret sites where the first nuclear bombs were built. This 586 square mile site was part of the land designated for the First Nations in the Treaty of 1855. This land was to be returned to the First Nations after it had been cleaned by the U.S. government. In 1994, after decades of contamination, the U.S. Department of Energy and other government agencies setup a board to advice on cleaning up of the site. This is the fourth annual report prepared by the Population Research Center (PRC) forecasting future enrollments for the Portland Public Schools (PPS). Previous annual reports were based on October 1999, 2000, 2001, and 2002 enrollments; this report considers October 2003 PPS enrollments. This report provides a district-wide Enrollment Forecast, Enrollment Forecasts for individual schools, and demographic information for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the October 2003 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the …

School District Enrollment Forecast Reports
This report, prepared by the Population Research Center provides a medium-range school Enrollment Forecast, including background demographic information and analysis, for Lake Oswego School District (LOSD) and for its nine elementary schools, two junior high schools, and two high schools. The report considers several factors that are likely to affect the District’s enrollment between 2004 and 2010 and examines elementary attendance areas within the District. The most likely scenario indicates that there will be a slight decrease in enrollments between 2003 and 2010. The present thesis chronicles the decision to replace Portland, Oregon's Harbor Drive, a downtown highway located between Front A venue and the Willamette River, with Tom McCall Waterfront Park, a thirty-seven acre linear greenway, in the late 1960s and 1970s. These events provide an example of the battle against the ascendancy of the automobile and the ability of concerned citizen groups to affect city planning decisions.

The purpose of the Linking Lents Project is to increase opportunities for physical activity in the Lents neighborhood. Both programming changes and physical changes to the built environment are needed to accomplish this goal. While a trailhead in the Lents neighborhood will attract some new users to the trail, a trailhead alone may not greatly increase trail use. A Lents trailhead constructed in conjunction with improved overall access to the trail, connections to neighborhood amenities and public education of the benefits of increased physical activity will increase Lents residents’ use of the trail.
