The issue of public investment in sports facilities has garnered a great deal of attention from economists and public affairs researchers; however, relevant empirical research has become mired in a stagnant discussion of whether sports stadiums can serve as economic catalysts. A host of empirical studies have indicated that stadiums and arenas have no significant impact on metropolitan area income or employment. In section one we consider Cascadia from an economic point of view using the cluster model developed by Michael Porter and others. School District Enrollment Forecast Reports
The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 6 years. This year’s forecast relies on October 2004 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2004 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The forecasts do not take into account local factors such as changing school programs or future school reorganizations that may have a significant effect on an individual …

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

This is the first of two evaluation reports. It offers a preliminary evaluation of the Portland Metropolitan Area Boys & Girls Clubs Targeted Outreach program. It assesses whether program participation and outcome goals have been met in the first year of a 2- year review period. The review period covers the 2004-2005 and 2005-2006 school years. The Population Research Center at Portland State University was asked by Medford School District to prepare an Enrollment Forecast for the 2005-2015 period. The District asked the Center to develop forecasts by grade for the District as a whole, as well as for its elementary, middle, and high schools. In the latter part of his public career, after a lifetime of studying and thinking about the region and its people, Dodds began to write about “the tragedy of the lack of tragedy” in the lives of Pacific Northwesterners. Many science fiction writers depend on the multiple narratives of the American West as templates for framing their understandings of the future. This essay examines the ways in which the western homesteading story has been adapted in fictions about future planetary settlement. It argues that the increasing complexity of these treatments reflects the deepening awareness of the ambiguities of the American homesteading experience and parallels many of the insights of the 'new western history.' In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Police reports are also paper based. This process limits the improvements that can be made …

These words speak to the condition of the blocks bounded by SW 4th and SW 5th Avenues, I-405 and Market Street in the south end of Downtown Portland, Oregon. Yet, this corridor holds the potential for knitting the east boundary of Portland State University with the South Auditorium Urban Renewal Area, providing critical east-west linkages between the campus and the waterfront, and accommodating a confluence of current and planned transit lines. This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. The Merrick is a mixed-use, transit-oriented development located at 1231 NE Martin Luther King Jr. Blvd in Portland, in the Lloyd Center/Rose Quarter area. There are 185 rental apartments in the building, along with ground floor commercial space and underground parking. Metro provided the developers of The Merrick with financial assistance through the agency's Transit-Oriented Development (TOD) program. One primary purpose of the TOD program is to create higher density, mixed-use developments near transit stations that will increase transit ridership. Because of their involvement in the project, Metro wanted documentation of the transit use and travel patterns of Merrick residents. …

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. The study focuses on the most common performance measures of interest to both transit operators and passengers. Our study shows that the expected benefits of TSP are …

The author examined how the residents in the five-county region of the metropolitan area (Clackamas, Columbia, Multnomah, Washington, and Yamhill) voted in the 2004 general election on selected ballot measures in order to understand the political values of the neighborhoods in which we live. Using geographic information systems (GIS), we mapped the distribution of votes by election precinct on what we thought were three of the most revealing measures: the constitutional amendment banning same-sex marriages (Measure 36), the initiative requiring state and local governments to pay landowners when land-use restrictions reduce property value (Measure 37), and the constitutional amendment limiting …

From the Roman aqueducts to Bonneville Dam, humans have built structures to moderate the extremes of natural water flow. Some of these structures, from Roman cisterns to the catch basins under modern city streets, have inadvertently supplied mosquitoes with the standing water in which they thrive and multiply. Even more mosquito habitat may have been created in the last decade by a change in the Clean Water Act. The original drive behind the Act, in 1972, was the elimination of point-source pollution: sewage and industrial discharge into waterways. The incorporation of science into environmental policy is a key concern at many levels of decision making. Various institutions have sought to standardize the protection of natural resources by requiring that decisions be made based on the "best available science." Here we present empirical data describing the incorporation of best available science in the land-use policy process on a local scale. Results are based on interviews with planners and others who conducted scientific reviews associated with a Washington State Growth Management Act amendment that requires the inclusion of best available science in protecting critical areas. This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US.
